05-23-66 v t• MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, MAY 23, 1966 AT 8: 00 P. M. Present: William S. Howell, Mayor-Commissioner Donald L. Goodling Louis C. Holloway, Jr. , Commissioners and A. J. Craig, City Manager Frank Thompson, City Attorney B. J. Barnes, Assistant City Clerk Absent: Walter J. Parks, Jr. John W. Weldon, Commissioners and Adele S. Grage, City Clerk The meeting was called to order by the Mayor-Commissioner, Mr. Howell. Invocation was given by Commissioner Goodling. Upon motion of Mr. Holloway, seconded by Mr. Goodling, and with the clarification by Mr. Craig of "Previous Commitments " noted on page 2, second paragraph: The commitment was by State Road Department Engineer Mr. Murphy to the effect that the City would be visited by him for study of our needs and intentions prior to the drawing of final plans for actual construction of contem- plated improvements of Atlantic Boulevard and Mayport Road, Mr. Howell put the question and the motion was carried and the minutes approved. Mayor Howell recognized visitors present and called for any busi- ness from the floor not on the Agenda. There was none. Bids under Specification #66-7 covering the purchase of a tractor- loader were opened. Copy of certified proof of publication of "Call for Bids" is attached to these minutes and made a part hereof. Bids were received from the following: Quinn R. Barton - International - $3889.48 - Del. July 10 Superior Tractor - Massey-Ferguson - 3500.00 - Del. June 15 Square Deal Mach. - Case - 3650.00 - 30 days after award - Case - 4188.00 - 30 days after award Minutes 5-23-66 Page #2 Mr. Brandenburger of Quinn R. Barton requested that all bids be scrutinized before awarding. Mr. Holloway moved the bids be referred to Committee for evaluation, study and report at next regular meeting, seconded by Mr.. Goodling and carried. Mr. Holloway, Mr. Craig and Mayor Howell will serve on Committee. Mayor Howell announced that the bids were available for inspec- tion after the meeting. An application for permit for a sign at Raymond ' s Lockers, 270 Mayport Road, was presented. Mr. Craig recommended approval of permit. Following discussion Mr. Goodling moved that permit be granted, seconded by Mr. Holloway and motion was carried. Mr . Holloway reported as to the schedule of pay to the Tax Assessor . He recommended for consideration that he be paid 50% of fee when he submits the tax assessment roll on or before July 1, 1966, and the balance be paid within 30 days after the last hearing is held. Following discussion Mr. Goodling moved that Mr. Holloway 's report be accepted and findings adopted, seconded by Mr. Howell and carried. Mr. Holloway reported on the dedication of the Jack Russell Memorial Park. He tentatively set the date for the middle of June between two Little League games when attendance would be good. Mr. Goodling suggested July 4th, and Flag Day was also considered. Mr. Howell suggested that Mr. Holloway decide on a firm date and set ceremony up as soon as possible as this has been dragging on. Ordinance #55-66-11 covering new rental rate for garbage con- tainers was read in full and presented for second and final reading. Notice of Public Hearing was posted in line with Charter requirements. Mayor Howell opened the meeting for Public Hearing on said Ordinance. As no one appeared either for or against the Ordinance, Mayor Howell declared the Public Hearing closed. Mr. Holloway moved the passage of Ordinance #55-66-1Z on second and final reading, seconded by Mr. Goodling. Mr. Goodling suggested that all garbage container customers be noti- fied prior to July billing. Mayor Howell instructed the City Clerk to notify all concerned by mail. Following discussion Mayor Howell put the question and the motion carried. A Resolution was presented authorizing bank signature for Assistant City Clerk, Betty Jean Barnes. Mr. Thompson questioned the word- ing as it reads that only one signature was required and that the bank was being asked to decide when the City Clerk was absent or Minutes 5-23-66 Page #3 disabled. The suggestion was made by Mr. Thompson, in order to comply with City Charter, that Assistant City Clerk also be appointed Assistant City Treasurer by Resolution. Resolution #66-6 designating position of Assistant City Clerk and Assistant City Treasurer and appointing Mrs. Betty Jean Barnes as Assistant City Clerk and Assistant City Treasurer was presented. Mr. Holloway moved the passage of said Resolution #66-6, seconded by Mr. Goodling. Mr. Thompson concurred. Mayor Howell put the question and the motion was carried. Copy of Resolution #66-6 is attached to these minutes and made a part thereof. Resolution #66-7 was presented and discussed covering deposits of City funds and required signatures. Following changes the Resolution was read by Mayor Howell. Mr. Thompson suggested all Resolutions and parts of Resolutions in conflict are hereby repealed. Mr. Goodling moved passage of Resolution #66-7, seconded by Mr. Holloway. Mr. Thompson concurred. Mayor Howell put the question and the motion was carried. Mr. Goodling asked if Resolutions had a cut-off date; Mr. Thompson advised that they run until rescinded. Copy of Resolution #66-7 is attached to these minutes and made a part thereof. Chief Vogel presented copies of Municipal dockets for May 16th and 23rd and Fire report for April, 1966. Chief Vogel advised that they had been patrolling the Playground area at irregular intervals so routine offenders would not be accustomed to their time schedules. Mr. Craig reported on the street resurfacing by Houdaille-Duval.- Wright Company. All work has been completed, some slight adjust- ments made, and all work inspected at all times by Mr. Hilliard. Mr. Hilliard and Mr. Craig reinspected entire area and recommend that work be accepted and contract paid at earliest date. Mr. Goodling questioned making the payment until invoiced and checking of available funds by City Treasurer. Mr. Craig said that he was satisfied with the work and only recommended the City should pay in due and proper course. Mr. Holloway moved to accept Mr. Craig 's recommendation and pay in line with terms of contract. Mr. Howell seconded and the vote was: Aye: Holloway, Howell Nay: Goodling Absent: Parks, Weldon Whereupon Mayor Howell declared the motion carried. Minutes 5-23-66 Page #4 Mr. Craig reported on the entrance and exit driveways in front of Theater onto Atlantic Boulevard. He contacted Mr. Tompkins, State Road Department Maintenance Engineer, and was advised that the City could restrict access to and from Parking lot driveways by putting up signs as long as they are not placed on State Road Department right-of-way. The city could not use any signs regulating traffic on Atlantic Boulevard. Mr. Goodling and Mayor Howell suggested that any action should be discussed with owners of Parking lot area. Mr. Craig presented the proposed plaque to be installed at Fire Station in honor of E. Axtell Payne. Mr. Craig has written to Pedrick Sales Company for scale design. Mr. Craig reported that there was money in the Extra labor account in the Budget to take care of hiring a female Recreation Super- visor for Donner Playground. This would be for 13 weeks at the cost of approximately $390.00. The hours would be from noon to dusk, 6 days a week at $5.00 per day. Mr. Craig asked the Commission for authorization to use the money for employment of a Mrs. Daisy Mae Davis, applicant. Mr. Holloway so moved, seconded by Mr. Goodling and the motion carried. Mr. Craig pointed out the Director for Russell Memorial Park, Mr. John Albright, was unable to attend tonight due to finals at school. He has prepared a complete outline of plans for the summer. Mrs. Anna Stucki, female assistant, has been advised that she has been employed with starting date approximately June 1st. Mr. Holloway commented how good the parks looked. Mr. Craig said this should be directed to Mr. Hilliard. Mr. Goodling asked that concern be expressed for the illness of Mr. Henry W. Grage and hope fora speedy recovery. Mr. Goodling reported on the Life Guards for Atlantic Beach beginning June 6th and continuing for 13 weeks at the pleasure of the City Manager. The coverage will be from Atlantic Blvd. to 15th Street. The Main Tower will possibly be at the Atlantic Beach Hotel, with towers at 3rd, 7th, and 12th Streets. Storage of equipment at the Fire Station. They would like a vehicle for use in their duties. The hours would be from 9: 00 A. M. to 5: 00 P. M. These employees would be under City direction. All things mentioned will be with City Manager s approval, and more details will be worked out later. Y Minutes 5-23-66 Page #5 It was noted that Mr. Keith Riechmann is head captain of the Red Cross Life Saving Corps and Mr. Rolfe Wall is in charge of the Beach Patrol. As such, the individual so designated by the City Clerk-Treasurer and having been duly approved by the City Manager; and being bonded in like manner and to same extent as the City Clerk-Treasurer; is hereby authorized to conduct all of the duties of the City Clerk and City Treasurer during absence of such individual or individuals. As required by Waterworks Bond Ordinance #172, any and all of the revenues derived from the operation of the Water System of said City, and all of the net proceeds of the Utilities Service Tax and the net proceeds of the Cigarette Tax shall be deposited in the Atlantic National Bank of Jacksonville, Florida, in the accounts as provided in said Ordinance #172, and that, Section 2. All monies received from the Special Sewer Assessments revenue shall be deposited in the General Fund Account at the First National Beach Bank and transferred monthly to the Sewer Account at the Ocean State Bank. Section 3. All other funds of the City be deposited in the First National Beach Bank of Jacksonville Beach, Florida, and that, Section 4. All monies received from the Waterworks revenue, utilities tax and cigarette tax shall be deposited in the General Fund Account at First National Beach Bank and transferred monthly to the Atlantic National Bank accounts as provided in Ordinance #172. AND BE IT FURTHER RESOLVED THAT, Section 5. Funds of the City shall be subject to withdrawal only upon check signed on behalf of the City by the City Treasurer or the Assistant City Treasurer and countersigned by either the Mayor-Commissioner or the Mayor Pro-tem.
