• 'i MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT CITY HALL ON MONDAY, FEBRUARY 28, 1966
AT 8: 00 P. M.

John W. Weldon

The meeting was called to order by the Mayor-Commissioner,
Mr. Howell.
The Invocation was given by Mr. Parks and the Reverend
Albert G. Oppold.
The minutes of the meeting of February 14th, 1966, were
approved upon motion of Mr. Goodling, seconded by Mr. Holloway
and carried.
Mr. Howell recognized visitors present and called for any
business from the floor. There was none.
The bids on the City 's insurance coverage were next opened.
Mr. Howell read the coverages as listed in the specifications.
Bids were received from:
Avery & Wilson, Inc.
Harry E. James Insurance
John K. Fletcher & Associates, Inc.
McNeill Insurance Agency, Inc.
Nationwide Insurance
Mr. Holloway moved the bids be referred to Committee for
tabulation and study and report back at next meeting, seconded
by Mr. Goodling and carried. Mr. Howell appointed Mr. Weldon
as Chairman to name his own committee. Mr. Weldon asked Mr.
Holloway and Mr. Thompson to serve. Mr. Weldon suggested that
present carrier submit quarterly bill. Mr. Howell advised
there is a letter from the carrier, which is with the bid,
stipulating whole situation.
Report was received from the Awards Committee on the Police
car. Copy of report is attached to these minutes and made a
part thereof. The bid from Duval Motor Company was only bid
received, but it was noted that 13 calls for bids were mailed

out and the bid call was published in the Florida Times-Union
in ample time. It was therefore recommended that the bid
from Duval Motor Company in the amount of $1, 327 .00 be
accepted. Mr. Goodling moved accept recommendation of
Committee subject to City Manager checking for reasonable
delivery date, seconded by Mr. Weldon and carried.
Mr. Goodling advised as to study of Residence "D " square
footage, that it is rather involved and the Committee requested
more time to prepare complete report by next meeting.
Mr. Howell stated he believes all Commissioners received a
copy of Minutes of Advisory Planning Board and thinks best
to wait until next meeting to discuss.
A letter was received for information relative to needed expan-
sion at Edward Waters College and requesting contributions.
It was advised that under the Charter we cannot contribute
city funds, but individuals can make contributions. Mrs. Grage
advised they are planning county wide barbecue dinner and will
have tickets for sale for this project.
A letter was presented from Continental Cycles Corporation
applying for license to operate Motor bike rental at a
service station to be selected later. The matter was dis-
cussed as to zoning requirements, outside storage, require-
ments for drivers licenses, etc. Mr. Weldon moved it be
referred to Mr. Craig and Chief Vogel as a Committee to
investigate and report back, seconded by Mr. Parks and
carried.
Mr. Craig presented a proposal from Jacksonville Mobile Sweeps
Service, Inc. for $150.00 to sweep certain streets once a
month. Mr. Craig advised we used service some years ago very
successfully - on streets that are curbed and guttered. On
streets like Ocean Boulevard it just pushes trash off to
side while on curbed and guttered streets it picks up with
hopper. The matter was discussed following which Mr. Parks
moved it be referred to Committee to evaluate and make
recommendations, seconded by Mr. Weldon and carried. The
Committee appointed was Messrs. Parks, Goodling and Craig.
Mr. Craig presented an application for permit for a sign at
177 Sailfish Drive for the new Vienna Schnitzel Haus
Restaurant and recommended approval subject to conditions
outlined on sketches and permit. Mr. Goodling moved permit
be approved subject to conditions imposed by Mr. Craig,
seconded by Mr. Parks and carried.

Chief Vogel presented municipal dockets for weeks of February
21st and 28th, also Fire Department monthly report for January
1966. A letter was read from Mrs. Jas. A. Hoppe commending
Officer Hugh P. Craig for his sympathetic and kind handling
of an emergency message. Mr. Goodling moved the letter be put
in Officer Craig's personnel file with copy of commendation
from the Commission, seconded by Mr. Weldon and carried. Copy
of letter is attached to these minutes and made a part thereof.
Mr. Holloway inquired about dogs. Chief Vogel advised Humane
Society is making more pickups.
Mr. Craig advised that No. 1 Fire truck has been modernized
and its efficiency brought up to No. 2 truck.
Mr. Craig stated that he has authorized the Little League to
have a get-to-gether in outfield of ball park Wednesday evening,
March 2nd, from 6 to 8 P. M.
Mr. Craig advised we have been making charges for accident
certificates but find no authority for so doing. He suggested
necessary action be taken authorizing the Police and/or City
Treasurer to give copies at same charge as the other
municipalities. Mr. Thompson stated it would not have to be
in form of resolution. Mr. Parks then moved that as a matter
of policy a charge of $1.00 per copy be established, seconded
by Mr. Weldon. Mrs. Grage inquired if this included tax
certificates on tax records. It was discussed and decided to
treat as separate items. Mr. Parks and Mr. Weldon withdrew their
motion and second, whereupon Mr. Parks moved that the City
Treasurer and/or Police Chief be authorized to make and issue
photo copies of police reports and other existing municipal
documents or records for a charge of $1.00 (one dollar) per
sheet, seconded by Mr. Goodling. Mr. Harcourt Bull entered
objection to the charge. Mr. Howell put the question and the
motion carried.
The matter of a charge for tax certificates was next considered.
Mrs. Grage advised it takes some time to check records and
make these certificates, as well as our assuming a responsi-
bility, and she feels a $1.00 charge per certificate is in
order. Mr. Weldon moved that the City Clerk be authorized to
charge $1.00 for a tax certificate, seconded by Mr. Goodling.
There was a lengthy discussion as to amount of fee to be
charged, possible exceptions to the charge, etc. Mr. Bull
spoke against stating the cost of the fee would be another

burden on property owners, frankly thinks should be a
courtesy of the City to furnish. Mr. Howell Would like to
see amended to provide if an owner or his representative
(attorney or real estate broker) requested such a document
4 would be gratis, but if any other source or if owner
wanted more than one copy then it would be fair to charge
for copy or additional copies. Mr. Parks advised he finds
himself on Mr. Bull 's side and offered a substitute motion
that the original motion be tabled, seconded by Mr. Holloway.
Mr. Thompson advised the City Clerk was doing taxpayer 's
research and taking on a responsibility when issuing a
certificate. There was further discussion following which
Mr. Howell put the question and the vote on the substitute
motion was:
Aye: Holloway, Parks, Howell
Nay: Goodling, Weldon
Whereupon the Mayor declared the motion carried and the original
motion tabled.
Mr. Craig presented an Ordinance in full in writing for con-
sideration. Said Ordinance Amends Personnel Ordinance #50-61-1
as regards salary schedule for clerks. The Ordinance was read
by title only. Mr. Weldon moved that the rules be waived and
said Ordinance be passed on first reading by Title only and
that Public Hearing be set for March 14th, 1966, seconded by
Mr. Goodling and carried.
Mr. Craig advised we are making progress on preparation of
ball park. With authorization he would like to start looking
for a recreation director. It was consensus of opinion that
this be done.
Mr. Weldon reported briefly on the Local Government Study
Commission stating he has attended three meetings. Chairman
J. J. Daniels has broken the Commission into six task forces and
assigned each member to a force. Mr. Weldon with representatives
from Jax Beach and Neptune Beach has been assigned to City and
Local Government task force to study County organizations and
various municipalites within the County.
There being no further business, Mayor Howe declar the
meeting adjourned. ) n

REPORT OF AWARDS COMMITTEE
2/28/66
The Committee appointed by the Mayor at meeting of the City Commission
on Monday, February 14, 1966, to consider bids received that date,
under Specification No. 66-4, for furnishing one (1) Police Patrol
Car, has considered the fact that only one bid was received by the
time specified for opening of bids; the only bid that of Duval
Motor Company.
The Committee noted that thirteen (13) invitations to bid had been
mailed to motor-vehicle dealers in Duval County and that a suitable
advertisement had been published in the Florida Times-Union news-
paper on January 29, 1966. It was decided that ample opportunity to
bid had been accorded all qualified firms within reasonable distance
of Atlantic Beach and that the bid of Duval Motor Company in the
net amount of $1,327.00 is in due form, is reasonable as to price
and the descriptive literature submitted therewith indicates a
Ford Police Patrol car suitable for use by the Police of this City.
Finally, the Committee agreed that the bid of Duval Motors Company
in the amount indicated above is in all respects right, reasonable
and advantageous to the City, and therefore its acceptance is
recommended.

Dear Sir:
I am very unfamiliar with the form and wording necessary for a
latter of this type but since I fell this letter must be written
I hope you will disregard the format and consider solely the
content.
Pn Feburark 9, 1966, my mother passed away in Fort Walton Beach,
Florida, at approximately 1 : 15 A.M. . Since my husband and I didn't
have a phone the telephone operator resorted to the Atlantic Beach
Police Department.
This letter concerns the gentleman on duty that evening, who took
the call and delivered the message to me.
Since the telephone operator handling the call is a personal friend
of mine I can and will speak for her. The patrolman mentioned was
in every manner efficient and polite, doubbe checking the information
recieved and assuring the operator he knew the location and would
deliver the message himself.
Within minutes he was at my home and because of his attitude I am
writing this letter of gratitude and praise.
The news he bought was of course heartbreaking but had he handled
it in any other manner then the way he did, it would have been twice
as bad.
I do not know his exact words , as I MPS quite upset but I do know
his tone was gentle, his attitude compassionate and before departing
his offer for any assistance was warmly recieved.
I would like to say in closing that Atlantic Beach has a police De-
partment well worth praise and pride if this man is an example and
although the news was not that which I would like to receive daily
I am proud ti have been a recipient of such noteworthy service.
Please extend my heartfelt thanksto this gentleman as I do not
know his name.
