12-26-63 v • MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON THURSDAY, DECEMBER 26, 1963, AT 9:00 A . M. Present; George R. Olsen, Mayor-Commissioner Charles R. Moore Donald L. Goodling C. B. Lawrence, Jr. Walter J. Parks, Jr . , Commissioners and John R. Printon, City Manager Absent: Frank Thompson, City Attorney Adele S . Grage, City Clerk (vacation) The meeting was called to order by the Mayor-Commissioner, Mr. Olsen. The invocation was given by Commissioner Charles Moore. The City Manager was appointed Acting City Clerk in the absence of the City Clerk. Commissioner C. B. Lawrence introduced Resolution 63-27, transferring funds in 1963 Budget and moved its adoption. The Resolution was duly seconded by Commissioner Moore. Voting on the Resolution - Aye: Moore, Lawrence, Goodling, Parks, Olsen Nay: None The Resolution was declared adopted. Copy of Resolution 63-27 is attached hereto and made a part thereof. Mayor Olsen declared the Public Hearing open on discussion of the proposed 1964 Budget. Certified proof of notice of publication on said hearing is attached hereto and made a part thereof. Mr. Harcourt Bull presented his objections to the use of an Emergency Fund. It was his feeling that the fund should be eliminated and a Reserve Account showing year-end cash balance be substituted. A general discussion followed, after which the City Manager suggested changing the title of Account #1430 from Miscellaneous to Supplies . As there was no further discussion, the Mayor declared the Public Hearing closed. Commissioner C. B. Lawrence introduced Resolution 63-28 covering changes in proposed 1964 Budget, which Resolution is attached hereto and made a part thereof, and moved its adoption. The Resolution was duly seconded by Commissioner Goodling. A discussion followed in which Mr. Lawrence explained his proposed Resolution. Mr. Parks discussed affect of reduction of Emergency Fund on sea wall emergency r Minutes - 12/26/63 Page 2 work. Mr. Lawrence questioned the legality of spending City money for sea wall repairs and felt the $10, 000.00 Emergency Fund sufficient. There being no further discussion, the Mayor called for a vote on the Resolution. Aye: Moore, Lawrence, Goodling, Olsen Nay: Parks The Mayor declared the Resolution adopted. Motion by Mr. Lawrence that Ordinance #20-63-7 , titled the City of Atlantic Beach, Florida, 1964 Budget, be adopted on second and final reading. The motion was duly seconded by Mr. Moore. There being no discussion, the Mayor proceeded to call the roll as follows: Aye: Lawrence, Moore, Goodling, Olsen Nay: Parks The Mayor declared the motion carried and said Ordinance #20-63-7 duly adopted on second and final reading.
