MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY EVENING, NOVEMBER 11, 1963,
AT 8:00 P. M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Olsen.
The invocation was given by Commissioner Walter J. Parks, Jr.
There being no additions or corrections to the minutes of the
meetings of November 5, 1963, the Mayor declared they stood
approved as written.
The Mayor next welcomed visitors present and called for any
comments or business from the floor. There was none.
An Ordinance regarding rezoning of a certain parcel of land
lying at the N.E. Corner of Atlantic Boulevard and Royal
Palms Drive was read in full on second and final by the Mayor,
following which Public Hearing on said Ordinance was declared
to be in session. * Mr. Printon presented letters which Mr.
Tom Ellis had given him from Mr. John Blow, Interstate Con-
tracting Company, regarding their plans for establishing a
shopping center. The letter from Interstate advised that
the best use for the land was for a shopping center and it
was their intention to put a center thereon. P. H. Campbell
spoke regarding the inequality of taxes between service sta-
tions and his home. Mr. Olsen felt the assessor should be
appraised of these facts and that during the month of July
the roll is open for inspection. There was a long discussion
of the shopping center and stores needed therein. It was
brought out that it is understood that building the shopping
center was contingent on the re-zoning and sale of this loca-
tion for a service station. It was agreed that we would like
to have a shopping center with some of the larger stores
represented. This land is now zoned Business AA whose usage
is construction of a shopping center complex, which does not
include service stations - hence re-zoning is necessary for

this corner. Mr. Parks questioned if we are considering an
Ordinance for re-zoning for a service station, as the dis-
cussion has been on a shopping center and what is the re-
lationship. Mr. Ellis advised the money from the sale of
the service station site will be used for preliminary work,
paving the remainder of Sailfish Drive, E. , etc. After
further discussion, the Mayor declared the Public Hearing
closed. Mr. Moore moved that action on the Ordinance be
held in abeyance for further study and developments, seconded
by Mr. Goodling and after due consideration, the Mayor put
the question and the vote was:

Nay: None
Absent: Lawrence
whereupon the Mayor declared the motion on said Ordinance
carried.
Mr. Printon next presented contract from the East Duval County
Mosquito Control for landfill. This is a renewal at the
same price per unit. There was a discussion, following which
Mr. Parks moved to authorize the Mayor and the City Clerk to
sign this contract, seconded by Mr. Moore and carried. Mr.
Olsen asked Mrs. Grage to write a letter to be attached to
the contract, asking the Mosquito Control to cover the gar-
bage as quickly as possible so that people that are in the
lee of the area being filled can enjoy living in Atlantic
Beach. Mr. Printon advised that one difficulty is getting
fill dirt and that standard procedure is not always used.
Letters from Mr. Preben Johansen and Mr. Chas. Gaines were
presented regarding the condition of the Seventh Street ramp
and the City's responsibility. Mr. Olsen felt that this
should be referred to the City Attorney. Mr. Printon was
asked to come up with approximate costs to get this ramp in
shape and also the Fifteenth Street ramp. We would like to
have figures so we can go from there and also get the City
Attorney to render an opinion as to the City's position on
this matter.
Mr. Goodling asked regarding the status of the traffic light
at Penman Road. If it is in order, would like to take nec-
essary action here so that we would acknowledge Mr. Harris '
letter and give our opinions. There was considerable discussion
of the matter as to excessive cost, type of light, etc. , and

it was felt some points need clearing with the State Road
Department and if necessary, to go even higher. Mr. Printon
will write the State Road Department.
At this time, Mr. Olsen mentioned that the Beaches Christmas
Basket campaign is in full swing and they need toys for the
children. These can be dropped by the Fire Station or the
Chamber of Commerce.
Mr. Olsen next appointed the following committee chairmen:
Finance Committee - Donald Goodling
Seawall Committee - Walter J. Parks, Jr.
He recommended the continuance of the Planning Board and ap-
pointed Commissioner Lawrence as liason between the Commission
and the Planning Board. Mr. Moore recommended that Mr.
Claiborne be appointed as a member of the Planning Board, but
Mr. Olsen advised Planning Board appointment is set up on a
rotating basis. Mr. Moore moved that the appointments as
stated by Mayor Olsen be approved, seconded by Mr. Goodling.
Mr. Parks advised he would be happy to vote for the motion
if the Planning Board would stick to planning - Mr. Olsen
agreed. Mr. Olsen put the question and the motion was carried.
There being no further business e meeting was adjourned by
the Mayor.
