MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON TUESDAY, NOVEMBER 5TH, 1963 AT 8 :15 P.M. In line with the provisions of the Charter of the City of Atlantic Beach, Florida the following Commissioners were sworn into office by the City Clerk, Adele S. Grage: George R. Olsen, Mayor-Commissioner, Seat #1 Donald L. Goodling, Commissioner, Seat #2 Walter J. Parks, Jr. , Commissioner Seat #3 These Commissioners having been duly sworn in joined Commissioners C.B. Lawrence and Chas. R. Moore at the Commiss- ion table. Mayor Commissioner Olsen then called the meeting to order and called cc 'the Rtvr:DAva.dcT. .Scoates, pastor of the Christ Methodist Church for the Invocation. Mr. Olsen recognized and welcomed the visitors present. Mr. Olsen presented and read Resolution #63-22 recognizing the services rendered by Mr. Isaacs as Mayor-Commissioner and presenting him with the gavel used by him during his two years of service. Mr. Lawrence moved that the Resolu- tion be adopted, seconded by Mr. Moore and carried. Mr. Olsen then presented the gavel to Mr. Isaacs on behalf of the people of the City of Atlantic Beach, Florida. Mr. Isaacs thanked - the Commission and citizens and extended best wishes to each of the Commissioners. A copy of Resolution is attach- ed to these minutes and made a part thereof. Mr. Olsen next read Resolution #63-23 recognizing the ser- vices of Mr. Preben Johansen as Commission for the past 6 years . Mr. Lawrence moved the adoption of said Resolution seconded by Mr. Moore and carried. Mr. Johansen thanked the Commission and expressed his good wishes to them. A copy of Resolution #63 .23 is attached to these minutes and made a part thereof. Mr. Olsen then read Resolution #63-24 recognizing the services of Mr. J.B. Claiborne for the past 4 years. Mr. Parks moved that said Resolution be adopted, seconded by Mr. Lawrence and carried. A copy of Resolution #63-24 is attached to these minutes and made a part thereof. A copy will be mailed to Mr. Claiborne. Minutes 11-5-63, Page #2 Mr. Olsen next presented and read in full Resolution # E3-25 designating the various bank fund deposits and providing for withdrawal of same. Mr. Lawrence moved the adoption of said Resolution, seconded by Mr. Parks and carried. Copy of Reso- lution # 63-25 is attached to these minutes and made a part thereof. Mr. Olsen then called on each Commissioner and in turn Mr. Moore and Mr. Lawrence welcomed the new Commissioners, and Mr. Parks and Mr. Goodling expressed their pleasure and desire to be of service to the City. Mr. Olsen expressed his wish for co-operation and harmony in both their differences and agreements . Mr. Olsen advised that a Mayor-Pro-Tem needed to be elected, whereupon Mr. Parks moved that Mr. Moore be nominated as Mayor-Pro-Tem, seconded by Mr. Goodling, and there being no further nominations, the Mayor put the question and the unani - mous vote was for cast for Mr. Moore. Whereupon Mr. Olsen declared Mr. Moore as the duly elected Mayor-Pro-Tem. Mr. Olsen invited all citizens of Atlantic Beach to be present at the meetings on the 2nd and 4th Monday Nights in each month. Isaacs has served the people of the City of Atlantic Beach as Mayor-Commissioner, Seat No. 1, for the past two years, and, WHEREAS, Mayor Isaacs has faithfully and dili- gently fulfilled the obligation of said office, NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, FLORIDA, That, recognition of this service be spread in the minutes of this body, and, That, a copy of this Resolution be presented to Mayor Isaacs, and, That, the gavel used by Mayor Isaacs during these two years be presented to him as a token of appreci- ation from the people of the City of Atlantic Beach. * * * * * * * Passed by the City Commission of the City of Atlantic Beach, Florida, on November 5, 1963. Grage, City Cle- f (SEAL) RESOLUTION NO. 63-23 WHEREAS, Preben Johansen has served the people of the City of Atlantic Beach as Commissioner, Seat No. 2, for the past six years, and, WHEREAS, Commissioner Johansen has faithfully and diligently fulfilled the obligation of said office, NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, FLORIDA, That, recognition of this service be spread in the minutes of this body, and, That, a copy of this Resolution be presented to Commissioner Johansen as a token of appreciation of the people of Atlantic Beach. * * * Passed by the City Commission of the City of Atlantic Beach, Florida, on November 5, 1963. Claiborne, has served the people of the City of Atlantic Beach as Commissioner, Seat No. 3, for the past four years, and, WHEREAS, Commissioner Claiborne has faithfully and diligently fulfilled the obligation of said office, NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, FLORIDA, That, recognition of this service be spread in the minutes of this body, and, That, a copy of this Resolution be presented to Commissioner Claiborne as a token of appreciation of the people of the City of Atlantic Beach. Grage, City Clerk; (SEAL) RESOLUTION NO. 63-25 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That, Section 1. As required by Waterworks Bond Ordi- nance #172, any and all of the revenues derived from the operation of the Water System of said City, and all of the net proceeds of the Utilities Service Tax and the net proceeds of the Cigarette Tax shall be deposited in the Atlantic National Bank of Jacksonville, Florida, in the accounts as provided in said Ordinance #172, and that, Section 2. All monies received from the Special Sewer Assessments revenue shall be deposited in the General Fund account at the First National Beach Bank and transferred monthly to the Sewer Fund Account at the Ocean State Bank. Section 3. All other funds of the City be de- posited in the First National Beach Bank of Jacksonville Beach, Florida, and that, Section 4. All monies received from the Water- works revenue, utilities tax and cigarette tax shall be deposited in the General Fund account at First National Beach Bank and transferred monthly to the Atlantic National Bank accounts as provided in Ordinance #172. AND BE IT FURTHER RESOLVED THAT, Section 5. Funds of the City shall be subject to withdrawal only upon check signed on behalf of the City by the City Treasurer and countersigned by either the Mayor-Commissioner or the Mayor Pro-tem. * * * * * * Passed by the City Commission on November 5th, 1963. Claiborne, Commissioner Frank Thompson, City Attorney The meeting was called to order by the Mayor Commissioner Mr. Isaacs. Minutes of the meeting of October 28th, 1963 were approved as written upon motion of Mr. Johansen, seconded by Mr. Moore and carried.
