MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY
COMMMMISSION HELD AT THE CITY HALL ON MONDAY, JULY 29, 1963,
AT 7 : CO P. M.

The meeting was called to order by Mayor-Commissioner Isaacs.
Mr. Moore moved that the rules be waived and that they go
into session for a special meeting, seconded by Mr . Lawrence
and carried.
The work on the seawall at First Street as suggested by Mr.
Braddock of B. B. McCormick and Sons was discussed at length.
The price quoted by Mr. Braddock for braces only was $21.00
per foot and for braces reinforced with riprap was $92. 50
per foot. Mr. Isaacs advised that he felt that since the
people were trying to help themselves by doing similar work,
that the City should try and help with the street-end rein-
forcement. Mr . Johansen advised that Mrs. Charles Gaines at
the corner of 7th and Oceanfront has put in tiebacks to
support her wall and feels that if anything is done at First
Street, something should also be done at 7th Street, that if
we set a precedent on one street-end, we will have to help
all. Mr. Claiborne feels that something should be done, but
questions where we would get the money to pay for the work.
Mr. Sauer advised that he felt to do the work covered by the
$21.00 priced brace would be better than doing no work at all
at the street-end. Mr. Thompson advised that the Commission
could act as they wished in regard to First Street and it
would not be mandatory that they do the same at any other
street as each one should be considered on its merits by the
Commission and determination made at that time. He also ad-
vised that cigarette tax over and above the $.05 which was
the orginal tax does not have to go on the waterworks pledge.
This was in answer to a question as to where funds could be
secured for financing work on street ends. After much dis-
cussion, Mr . Lawrence moved - that on the recommendation of the
seawall committee we approve 5 foot center braces only at
First Street only, seconded by Mr . Johansen. The roll call

Whereupon Mr. Isaacs declared that the motion failed to carry.
It was decided that the seawall committee and the City Manager
get together and see what can be done and make recommendations .
Also, Mr . Sauer was directed to make a study of the ocean front
situation and confer with Dr. Per Bruun at the University of
Florida as soon as he can and see what recommendations he can
make on this seawall problem.
Mr. Lawrence presented in writing an Ordinance covering glass
doors and advised that he wished the Commission to study it so
that some action could be taken, perhaps by the next meeting.
The Ordinance was also referred to the Planning Board for
study and recommendation before final consideration.
There was some discussion as to lot cleaning but no action
taken.
Mayor Isaacs then declared the meeting adjourned.
