M. Present: Henry G. Isaacs Preben Johansen J. B. Claiborne C. B. Lawrence, Jr. , Commissioners and Frank Thompson, City Attorney John R. Printon, City Manager Adele S . Grage, City Clerk Absent: Chas. R. Moore, Commissioner The meeting was called to order by the Mayor-Commissioner, Mr . Isaacs . Mr . Claiborne moved that the minutes of the special meeting of June 5, 1963, be approved as written, seconded by Mr. Lawrence and carried. Mr . Claiborne moved that the minutes of the regular meeting of June 10, 1963 , be approved as written, seconded by Mr . Lawrence and carried. Mr. Claiborne moved that the minutes of the special meeting of June 17 , 1963, be approved as written, seconded by Mr. Lawrence and carried. The Mayor next called for any business from the floor not on the agenda. Mr. Walter Lyons of 520 W. 9th Street, Atlantic Beach, ad- vised that there is a 40 foot section of street in front of his house where cars are constantly getting stuck. Mr. Printon advised he would send the grader down, but that as long as he lived on a sand road, there would be a problem when the sand was dry and grading was not a permanent solu- tion. There was a discussion, following which Mr. Isaacs thanked Mr. Lyons for appearing and called for any other business not on the agenda. There was none. Mr . Printon read in full the Ordinance relating to tax on cigarettes. Notices were posted in line with Charter re- quirements . The Mayor then advised the meeting was in session for Public Hearing on said Ordinance and asked if there was anyone wishing to speak for or against said Ordi- nance. As so one appeared, the Public Hearing was declared Minutes - 6/24/63 Page 2 closed. Mr. Lawrence then moved that the Ordinance relating to cigarette tax be adopted on second and final reading, seconded by Mr . Johansen and the call vote was: Aye: Claiborne, Johansen, Lawrence, Isaacs Nay: None Absent: Moore whereupon Mayor Isaacs declared said Ordinance adopted. The Mayor requested the City Clerk to see that certified copy of the Ordinance be sent to the Beverage Department in Tallahassee, Florida. The report of the Department of Public Safety was received, read and filed. The Mayor presented a proclamation regarding Burglary Week and requested permission to sign same without reading it in full. Chief Fultz advised, in connection with this procla- mation, that we have similar information available to us in quantity and this information will be distributed to the public. It was the concensus of opinion that the proclama- tion be issued. A notice from the Corps of Engineers was read regarding Public Hearing in Duval and St. Johns counties on the beach erosion situation. The Mayor advised that the present status of getting financial aid is back in the hands of the emer- gency planning board for a second appeal, that we probably will not hear anything further for the next week or ten days and there is a slight possibility of getting an appropriation. It was advised that a letter had been received from Mr. Birchall reiterating his feelings on taxes and service charges and thanking the Commission for extending the courtesy of hearing him. A request for an ad for the Fletcher High School Annual was presented. Mr. Johansen moved that we take a 1/4 page ad with pdcture of the City Hall, seconded by Mr. Claiborne and carried. Resolution 63-13 regarding transfer of certain funds was read in full by the City Manager. Mr. Claiborne moved the Minutes - 6/24/63 Page 3 adoption of Resolution 63-13, seconded by Mr. Johansen and the roll call vote was as follows: Aye: Johansen, Lawrence, Claiborne, Isaacs Nay: None Absent: Moore whereupon the Mayor declared said Resolution 63-13 adopted. Copy of Resolution 63-13 is attached to these minutes and made a part thereof. Mr. Claiborne requested a short meeting with all Commissioners after this meeting. Mr . Johansen wanted to know the status of the Civil Service Ordinance which Mr. Lawrence had advised he would present. Mr. Lawrence advised it should be ready for the next meeting.
