04-08-63 v MINUTES 07 THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON APRIL 8, 1963 AT 8:00 P.M. Present: Henry G. Isaacs Preben Johansen J. B. Claiborne C. B. Lawrence, Jr. , Commissioners and Frank Thompson, City Attorney John R. Printon, City Manager Absent: Chas. R. Moore, Commissioner Adele S. Grage, City Clerk The meeting was called to order by the Mayor-Commissioner, Mr . Isaacs. The minutes of the regular meeting of March 25, 1963, were approved as written upon motion of Mr . Johansen, seconded by Mr. Claiborne and carried. Minutes of the adjourned meeting of March 26, 1963, were approved as written upon motion of Mr. Johansen, seconded by Mr . Claiborne and carried. Minutes of the special meeting of April 2, 1963, were approved as written upon motion of Mr. Johansen, seconded by Mr. Claiborne and carried. Mr . Isaacs recognized visitors present and called for any busi- ness from the floor not on the agenda. Mrs. Kerber spoke regarding garbage collection fees. She said she still feels we are paying enough. She had checked to see if fees are just for garbage collection or if this was also in- cluding something else. The account is listed as Sanitation Account and includes garbage and trash collection. People own- ing property without houses have trash collected too. They are not paying garbage fees but are getting trash collection for vacant lots . Those paying for garbage collection are also paying for these people, therefore, she felt we should have separate accounts if we are to have a true picture on garbage collection fee and would like to bring this point out and see what can be done about dividing the account. Mr. Printon thinks there is a very fine line between garbage and trash collection. It can be carried in Sanitation or Public Works, where it would be a part of General Budget and General Revenue as any other street work - the question is whether trash is a part of sanitation department or street department. Corman-Rupp Pumping Unit $2, 296.64 Equipment only Not Installed It was moved by Mr. Johansen that the bids be received and turned over to the City Manager and the Finance Committee for discussion and report back to the City Commission, seconded by Mr. Claiborne. Mr. Ulmer rose to ask whether this had been submitted to the consulting engineer hired by the City. Mr. Printon advised it had not - it was the same type of equipment advertised for bids previously. Mr. Ulmer then wanted to know if this bid had been advertised and Mr. Printon advised an advertisement has appeared in the paper and Mr. Ulmer had the opportunity to bid. Follow- ing this discussion, the Mayor put the question and the motion was carried. The Commission next went into session for Public Hearing on Ordinance 65-63-2, being an Ordinance abandoning, vacating and closing parts of streets situate in the City of Atlantic Beach and known as Luzerne, Cypress and Belvedere Streets. Said Ordi- nance was read in full by the Mayor-Commissioner, Mr. Isaacs. As no one appeared either for or against this Ordinance, the Mayor closed the Public Hearing. Mr. Lawrence then moved that Ordinance 65-63-2 be passed on second and final reading, seconded by Mr. Johansen and carried. Mr. Printon read a letter from Consulting Engineer Walter Parks regarding lift station. The one bid for subject project was disappointing to the writer as well as the Commission. The existing pump has extremely bad bearings and in his opinion, the situation is critical. Suggests scope of the project be increased. The letter was received and filed. Mr. Printon read a letter from International Pipe & Ceramics for a rezoning of acreage on Levy Road just west of Tract 3. Mr. Johansen said he felt the original intent had been that all this area from Mayport Road west be zoned industrial. Mr . Howell advised letters were sent out to those people ad- vising at that time we were considering such a change in zoning Ona didn't recall any objection - no one particularly cared i Minutes 4/8/63 Page 4 one way or the other. It was suggested that this matter be turned over to the Planning Board, which meets a week from Wednesday, for their recommendation.
