.» MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MARCH 25, 1963 AT
8:00 P. M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Isaacs.
Minutes of the meeting of March 11, 1963, were approved as
written upon motion of Mr. MDore, seconded by Mr. Claiborne
and carried.
Minutes of the special meeting of March 15, 1963, were
approved as written upon motion of Mr. Moore, seconded by
Mr. Claiborne and carried.
Mr. Isaacs recognized Sergeant Doyle of the State Highway
Patrol, who presented to the City a Certificate of Honor
for another year without a highway fatality. This is the
third year that Atlantic Beach has received this certificate.
Mr. Isaacs recognized visitors present and called for any
business from the floor not on the agenda, but there was
none.
Bids were received covering the proposed work to the Sewer
Lift Station "C" as follows:
George M. Notter, Contractor - $8, 180.00
On Alternate No. 1 deduct - 1, 880.00
$6, 300.00
This was the only bid received. Mr. Johansen moved that
the bid be received and turned over to the Finance Committee
for study and recommendation, seconded by Mr. Claiborne and
carried .
Mr. Printon presented a request for a permit for a sign at
the Atlantic Beach Hotel and advised that it meets the re-
quirements and that he would recommend it be approved, where-
upon Mr. Claiborne moved that the permit be granted as
requested, seconded by Mr. Johansen and carried.

Mr. Printon presented the resignation of W. Jack McClung, Jr.
as the Chief of the Police Department, whereupon Mr . Lawrence
moved that the resignation of Chief McClung be accepted with
regrets, seconded by Mr. Johansen and carried.
Mr. Printon next presented the resignation of William S.
Howell, Chief of the Fire Department, said resignation to
be effective at 8:00 P. M. on March 18, 1963 . Mr. Lawrence
moved that the resignation be accepted, with regrets, sec-
onded by Mr. Claiborne and carried.
Mr. Printon next recommended the appointment of Mr. Duane
Fultz as Acting Chief of the Police and Fire Departments,
whereupon Mr. Lawrence moved that the appointment of Mr .
Fultz as recommended, be approved, seconded by Mr. Moore.
In the discussion, it was brought out that the salary had
not been stated, whereupon Mr. Lawrence moved that his pre-
vious motion be amended to State "at the starting salary of
$500.00 per month. " The amendment was seconded by Mr .
Claiborne and the call vote on the amendment was as follows :
Aye; Claiborne, Johansen, Lawrence, Moore
Nay: Isaacs
Mr. Isaacs declared the motion carried and advised that he
has interviewed Mr. Fultz and has nothing against him per-
sonally, but is against the change that has been made. Mr.
Isaacs put the vote on the original motion as amended and
the call vote was:
Aye: Johansen, Lawrence, Moore, Claiborne
Nay: Isaacs
Whereupon Mr. Isaacs delcared the motion, as amended, carried.
A letter was read from the South Central Airlines advising
that they would like to come into the City with their scheduled
flights. It was suggested that they be referred to Craig
Airfield, as we have nothing available.
A letter was received from Strickland Motor Company requesting
permission to have a used car lot at the J x J American Ser-
vice Station, corner of Plaza and Mayport Road. It was ad-
vised that this useage does not comply with zoning, therefore
Mr. Lawrence moved that the request to operate a used car lot
be denied because of the zoning, seconded by Mr. Claiborne and
carried.

A letter was received from hendryx-Culligan Soft Water Com-
pany thanking the Commission for their consideration and
courtesies, but advising that they were going to build in
Neptune Beach, as they have secured land at about one-third
the cost of the site they were considering in Atlantic Beach.
A letter was read from Mr. Robert K. Lynch advising that he
did not submit his resignation as a volunteer fireman nor
had he authorized anyone to do so on his behalf and stating
that his services are available to the City now, as they
have been in the past.
Mrs. Grage requested approval to make a refund to Donald V.
Peters, account #3151-4, for utility charges paid by him for
2nd quarter, 1963, on property he anticipated buying in Royal
Palms; however, they did not buy the property and the utili-
ties were never turned on. Mr. Claiborne moved that approval
be given for this refund in the amount o 322. 50, as requested,
seconded by Mr. Lawrence and carried.
Mr. Lawrence stated that on the land secured for the park
site that we had purchased same for approximately $4, 000.00
less than appraised valuation. The land is being underbrushed
and he hopes we will have it ready for a summer recreation
program. They plan to get the temporary ball field ready so
that the program can be started.
A letter was presented from Mr. Parks reporting on his first
inspection of the extension of Royal Palms Drive to Atlantic
Boulevard.
There being no further business, Mr . Isaacs declared the
meeting adjourned to Tuesday, March 26, 1963, at 5: 30 P. M.
