• MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, SEPTEMBER 14TH,
1964 AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner.
Mr. Olsen.
The Invocation was given by Commissioner Parks.
There being no corrections in the minutes of August 24th, 1964
as written, they were declared approved by Mayor Olsen.
Mr. Olsen recognized visitors present and called for any business
from the floor not on the agenda. Mr. Clint Walker inquired as
to the status of his license application. He was advised that it
was approved if the building meets the approval of City Manager
on its condition.
Mr. Robt. Whyte who lives on the ocean front in Block 15 advised
that he was representing some of the ocean front property owners
in his block and would like to have something fi.11ed into the wall
break that is in front of his property. Mr. Printon advised that
we are watching this breach and we will immediately get there if
needed. Mr. Whyte also proposed the closing of the 7th Street
ramp, but the City Manager advised that he would not recommend
this as the ramp is needed for emergencies. Mr. Printon advised
that we are working with the Corps of Engineers and will see what
they recommend. He also advised that they are to start stockpiling
the granite on rear of Hotel Reservation property.
Mrs. Elizabeth Byers, 149 Beach Ave. , requested the City to dump
their debris - not garbage- for a fill in her front yard on the
Ocean Front. It was advised that the Engineers are working on plans
for revetment wall and plan to let contract by last of this week
for work, and understand they are to take care of priority points
first. The matter was discussed following which Mr. Goodling
moved that the City Manager contact the Corps of Engineers and
see if this request would be satisfactory with them, seconded by
Mr. Moore and. carried.

Ordinance #90-64-19 was presented for 2nd and final reading, and
was read in full. Notices of Public Hearing on this Ordinance
covering the re-zoning of the Northeast corner of Atlantic Blvd.
and Royal Palms Dr. from Business "AA" to Business "B" were posted
in line with charter requirements and published in Beach News-
Advertiser. Certified proof of Publication is attached to these
minutes and made a part thereof. Mr. Olsen declared the meeting
in session for Public Hearing on this Ordinance. Mr. Tom Ellis
spoke in favor of the Ordinance and as no one else appeared either
for or against said Ordinance the Mayor declared the Public Hear-
ing closed. Mr. Parks moved that this Ordinance #90-64-19 be
adopted on second and final reading, seconded by Mr. Moore. There
was a discussion during which it was brought out that the Planning
Board is considering making a recommendation as to service sta-
tions with definitions of usage and zoning classifications Follow-
ing discusion the question was called and the vote was:
Aye: Moore, Parks, Olsen
Nay: Goodling
Absent: Weldon
Whereupon Mr. Olsen declared the motion carried and Ordinance
#90-64-19 passed on second and final reading.
The City Manager was asked to take steps to-ward preparing an
Ordinance covering service stations.
Mr. Tom Blies advised that they are now working on other possible
businesses considering locating in the shopping center.
A letter was read from Frank D. Shumer advising that his contract
with H.B. Meiselman terminated when he completed the preliminary
working drawings which were presented to the City on July 13th,
1964, and that he does not assume the responsibilities of the
architect in any capacity for the H.B. Meiselman Palm Theatre.
Mr. Printon advised that the contractor's work has been satisfac-
tory to date, but it was brought out that although we are satis-
fied with the contractor on this job, we are not happy with the
architectural turn. Mr. Parks moved that the owner, Mr. Meiselman
be officially notified of the letter received and notified that
if architect is not obtained for this drawing and compliance to
state statutes that the owner will be required to stop work, sec-
onded by Mr. Moore and carried.
A letter was presented from R.W. Makemson, Jr. in regards to the
Palms Theatre, requesting that the sanitary provisions of the Sou-
thern Building Ccde be modified to allow a duplication of the
Cedar Hills Theatre facilities which is also owned by Mr. Mei el-
man. Mr. Printon advised that he would recommend that they adhere

to the plumbing code of the City of Jacksonville - which we adopt-
ed - and that he has informed them that they will have to conform.
A letter was presented from the Red Cross Volunteer Life Saving
Corps requesting that we make our annual donation direct to them.
The City Clerk was directed to see that the donation was made as
requested in the letter, which has been our procedure for years.
a letter was presented from Demetree Builders directed to Mr.
Minchew as Tax Assessor asking that the assessment on the Atlantic
Garden Apartments be reduced as they bought the property at far
lower figure than we have it assessed for. It was discussed and
advised that the Board of Assessment Review was in session during
the month cf July to receive complaints, however their letter will
be filed for consideration by the Tax Assessor for the 1965 Roll.
Mr. Printon requested approval of Purchase Order #5749 covering
meter repair parts in amount of $60.68 from Account #3201. Mr.
Goodling moved approval of the purchase as requested, seconded
by Mr. Parks and carried.
Mr. Printon requested approval of installation of 200 feet of 2"
water line on Ardella St. to Richardson Lane. There are other
prospective customers for this line. Mr. Parks moved approval be
given for this installation, seconded by Mr. Moore and carried.
The July report from the Jacksonville Humane Society was received
for filing.
A report on the "Summer Recreation Program for 1964" as prepared
by Bob Miller who directed the program, was read in full. The
comments on the job done have been fine. Mr. Gccdling moved
that a letter be written to Bob Miller expressing appreciation of
and commending him for a job well done, seconded by Mr. Parks
and carried.
The City Clerk-Treasurer announced that the Total tax roll for
1964 is $17,495,665 . with $5,457, 365. exemptions leaving a net
taxable of $12, 038, 300. The millage for the 1964 roll will be
5.98.
Mr. Moore brought to attention cf the Commission the problem of
parkin;- at the postoffice. It was discussed and the City Manager
was asked to write the Postoffice Department asking that they make
a survey of this matter and see if something can be done to cor-
rect this parking problem. Mr. Blow advised that he left plenty
of land there so that they could enlarge their parking area.

Mr. Printon was asked tc write letters of commendation and ap-
preciation for work done during and before the hurricane, tc the
following:
East Duval County Mosquito Control District
City cf Jacksonville- Electric Dept.
and to our State and Governmental Officials and organizations
who worked and are still working in our behalf.
Mr. Olsen commended the City Officials, employees and volunteers
who worked during the emergency and are still working.
Mr. Printon presented Resolution #64-25 making request for pro-
tective work and repair of bulkheads, seawalls, etc. by proper
feneral agency. Mr. Goodling moved the adoption of Resolution
64-25, seconded by Mr. Moore and having been duly considered the
Mayor put the question and the vote was unanimous for adoption.
Copy of Resolution #64-25 is attached to these minutes and made
a part thereof.
Mr. Goodling moved adjournment, seconded by Mr. Moore and carried.
Whereupon Mr. Olsen declared the meet' g adjourned.

Resolution 64-25
WHEREAS, on the 10th day of September, 1964 the
President declared a "major disaster " in the State
of Florida under the provisions of Public Law
#875 of the 81st Congress as amended and,
WHEREAS,the City of Atlantic Beach is a public_ entity--
within said state
NOW THEREFORE BE IT RESOLVED by the Commission of the
public entity, City of Atlantic Beach that the office
of emergency planning be and hereby is requested to
arrange to have the appropriate federal agency perform
the following emergency work essential to the health,
safety, and welfare of the people and property of this
public entity:
For protective work and repair of bulkheads,
seawalls, access ramps and public boardwalks
in the City of Atlantic Beach from Atlantic
Boulevard to 16th Street.
This body certifies that to the best of its knowledge
and belief the requested work is elegible under Public
Law #875, 81st Congress as amen.'ed and agrees to
(a) Frovde without cost to the United States
all lands , easements and rights of ways
necessary for accomplishment of the approved
work; and
(b) hold and save the United States free from
damage due to the approved work.
The above and foregoing Resolution passed by the City
Commission on September 14t , 19640 ^/
