06-29-64 v MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, JUNE 29TH, 1964 AT 7 P.M. Present : Chas. R. Moore Don Goodling Walter J. Parks, Jr. , Coirnissioners and Frank Thompson, City Attorney John R. Printon, City Manager Adele S. Grage, City Clerk Absent: George R. Olsen, Mayor-Commissioner C.B. Lawrence, Jr. , Commissioner This meeting was called in line with rules governing the calling of Special Meetings and a copy of the written notice which was mailed to all Commissioners on June 26th, 1964 is attached to these minutes and made a part thereof. The meeting was called to order by the Mayor-Commissioner Pro-tem, Mr. Moore. The Invocation was given by Commissioner Goodling. Mr. Parks presented and caused to be read Resolution #64-17 electing John W. Weldon as Commissioner, Seat #5 to fill the unexpired term of C.B. Lawrence, Jr. resigned. Mr. Parks moved the adoption of said Resolution #64-17, seconded by Mr. Goodling and the call vote was : Aye: Goodling, Parks, Moore Nay: None Absent: Olsen, Lawrence Whereupon Mr. Moore declared the motion carried and Resolution #64-17 duly adopted. Copy of said Resolution #64-17 is attached to these minutes and made a part thereof. In line with the provisions of the Charter of the City of Atlantic Beach, Florida the City Clerk, Adele S . Grage next swore Mr. Weldon into office, following which Mr. Weldon took his seat at the Com- mission table. Mr. Goodling presented Resolution #64-18 and caused same to be read. Said Resolution requests the Expressway Authority and the State Road Department to keep the City advised as to the progress and status of plans for improvement of Atlantic Blvd. and Mayport Road in order that we may have complete cooperation, etc. on this project. Mr. Goodling moved the adoption of Resolution #64-18, seconded by Mr. Parks and carried. Copy of Resolution #64-18 is attached to these minutes and made a part thereof. r . • Minutes 6-29-64, Page #2 . The above Resolution #64-18 is to be sent with a transmittal letter by the City Manager advising of our interest and desire to co-operate. There was a discussion of the tragic events which have occured re- cently at the #3 ramp at Seminole Beach. Mr. Goodling moved that a letter be written by the City Manager to Commissioner Harris sup- porting his proposal to the County Commission that a 24hour patrol be provided for this area and expressing our concern over the re- cent events, seconded by Mr. Parks and c<^:Mried. There was a discussion of the surfers and Mr. Printon and Chief Vogel will get to-gether with the surfers and see what can be work- ed out with them for the protection of all concerned. Expressions of "welcome" were extended to Commissioner Weldon. Mr. Goodling moved adjournment, seconded by Mr. Parks and carried. Whereupon Mr. Moore declared the meeting adjourned. Oil . R. JM Chas. Lawrence,Jr. has resigned as Commissioner, Seat #5, and WHEREAS, by re®olution #64-16 dated June 22nd, 1964, the City Commission has duly accepted said resignation, NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, FLORIDA, That, John W. Weldon be and is hereby elected as Commissioner, Seat #5 to fill the unexpired term of C. B. Grage, City C rrk (Seal) RESOLUTION NO. 64-18 WHEREAS, the Jacksonville Expressway Authority is having plans and specifications prepared for rebuild- ing Atlantic Boulevard from Intracoastal Waterway East to the Atlantic Ocean; and WHEREAS, The Jacksonville Expressway Authority is having plans and specifications prepared for rebuilding Mayport Road North from Atlantic Boulevard to the USNS, Mayport; and . WHEREAS, The City of Atlantic Beach will be affected by said plans and specifications of those portions of roadway adjacent to and crossing through the City of Atlantic Beach, and is vitally concerned with the proposed design; NOW THEREFORE BE IT RESOLVED: that the City Com- mission of the City of Atlantic Beach does hereby re- quest the Jacksonville Expressway Authority and the State Road Department of Florida to keep it advised of the progress and status of said plans and specifications; and does further request that it be given the opportunity to view said plans and specifications prior to final approval thereof, to the end that cooperation and coor- dination may be assured. ******************* Passed by the City Commission of Atlantic Beach, Florida June 29 1964 Attest: Adele S.
