MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, NOVEMBER 27, 1967
AT 8:00 P. M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Howell.
The Invocation was given by Commissioner Rosborough.
The minutes of the meeting of November 13, 1967 were approved
as written upon motion of Mr. Longo, seconded by Mr. Rosborough
and carried.
Mayor Howell recognized visitors present and called for any busi-
ness from the floor not on the Agenda.
Mr. Henry Isaacs called attention to minutes of previous meeting
as regards illegality of fireworks, and requested Chief Vogel
to see that law is enforced. There was discussion.
There was no further business from the floor.
On the matter of water and sewer extensions in Unit #6 of Selva
Marina Subdivision, Mr. George Bull advised he is still not in
position to move forward as he is discussing with the City of
Jacksonville possibility of putting electric lines underground
and this may require an additional amount of money from developer,
and will have to make this determination before can go ahead, does
not think will put low bid in jeopardy, and requests additional
time. It was passed to next meeting.
A letter was read from Commissioner Weldon reporting on his
conference with representatives of the City of Jacksonville
Library. He advised that as a result of the discussion the
citizens of Atlantic Beach were offered full use of the library
for a payment by the City of 21 cents per capita per annum. It
was pointed out that this payment would be required for only
approximately one year until October 1968. He stated that the

facilities of the Jacksonville Public Library are outstanding
and he would recommend that the City of Atlantic Beach negotiate
a contract with the Library Board at 21 cents per capita, which
he considers most reasonable. He also advised that the citizens
of Nassau County presently use the Library by payment of a $2.00
per capita fee, amounting to approximately $20, 000.00, which is
matched by the Federal Government. Mr. Howell suggested since
Mr. Weldon is not here that it be held over - this will have to be
taken up in budget. The letter was received for information, and
no action taken until next meeting.
Mr. Rosborough reported for the Committee on bids for 1968
insurance. He advised the bids had been studied and in view of
difference in bids and the reliability of the agency and company
that had this year 's insurance, that we continue with the McNeill
Agency who were low bidders. The Committee recommended the bid
without option and that the equipment floater be studied and purged
and brought up to date as to values. Mr. Holloway moved the bid
be awarded the McNeill Agency with the recommendation of the
Committee, seconded by Mr. Longo and carried. Mr. Howell asked
Mr. Rosborough to keep the Committee active.
A letter was read from Belleaire Shore, Florida, thanking all
who helped them obtain referendum vote on their local bill which
resulted in their remaining a town.
A card was read from Mr. W. Van Ryswyk of Versailles, France,
thanking our Police Department for the rapid and efficient action
of our Police officer in handling a car accident on Atlantic
Boulevard. He was a passenger in one of the cars.
Acting City Manager Vogel presented his proposed budget for the
year 1968 in full in writing together with his budget message as
required by City Charter.
Approval was requested for purchases in amount of $226.40 from
Account #1502 to cover expenditure in getting chlorinator connected
to reservoir. Mr. Holloway moved approval, seconded by Mr.
Rosborough and carried.
Police Court docket for November 20th, 1967 was presented for
information and filing.
Mr. Holloway requested Chief Vogel to investigate procedure on
wrecker service calls. The matter was lengthy discussion in which
the Chief advised if the Commission directs him to only call the
one wrecker located in Atlantic Beach, he will do, but at present
we rotate calls between those wreckers holding a license in the
City. We have no control over ones called by Neptune Beach and

the County. Mr. Holloway stated he does not believe need
Commission action, but rely on Chief 's judgment - just want to
see citizens get fast courteous service - but doesn't want to
see local businessman penalized.
Request was presented to call for bids on 1968 gasoline require-
ments in line with specifications which are same as 1967 except
a few changes in technical terms. Mr. Longo moved accept
specifications and call for bids to be received December 11, 1967
at 8:00 P. M. , seconded by Mr. Rosborough and carried.
Mr. Longo requested Chief Vogel to contact Manager of Pic N' Save
to get parking lines in parking area better marked - the parking
is getting worse each week. The Chief advised he would take care
of matter.
Mr. Rosborough commented on our getting Atlantic Boulevard opened
to two-way traffic.
Mr. Holloway inquired as to grader and Mr. Hilliard advised we are
using it and it is working very good.
Mayor Howell noted that we failed to put on the Agenda for the
meeting of November 13th the Public Hearing on rezoning Unit #6
Selva Marina as Residence AA. The Public Hearing is therefore
reset for December 11, 1967 at 8:00 P. M. , for second and final
reading of this Ordinance.
Mr. Isaacs brought up matter of Mr. Joe Gill 's request that the City
buy $100.00 worth of tickets for the Beaches Hospital Auxilliary's
ball for the officials to attend. Mr. Howell advised our Charter
would not permit but hope the Commissioners personally would feel
they could attend. Mr. Ball stated the Charter does not permit.
There being no further business the Mayor declared the meeting
adjourned.
