'N MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, APRIL 10, 1967 AT 8:00 P. M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Howell.
The Invocation was given by Commissioner Parks.
The minutes of the meeting of March 27, 1967 were presented for
approval. Mr. Goodling advised the minutes show in error the
Public Hearing on Traffic Ordinance for March 10th, and should
be April 10th. Also, report on Public Hearings on Utility
Ordinance and 6 " water line should show April 10th instead of
May 10th. Mr. Goodling then moved that with these corrections
in dates the minutes be approved as written, seconded by Mr.
Parks and carried.
Mr. Howell welcomed visitors and called for business from the
floor not on the Agenda. There was none.
The report of the Jacksonville Humane Society for the month of
March, 1967, was received for information and filing.
Mr. Howell read Mr. Bennetts report on meeting of Recreation
Committee. Copy of report is attached hereto and made a part
hereof. Mr. Bennett advised that following meeting with Coaches
they suggested remodeling present building but that allow for
place for people to sit and enjoy game. He advised he has worked
up bleacher layout that will seat approximately 110 adults or
200 children and had talked to men on Recreation Committee and they
thought was something real for this place - it will cost around
$1500.00 for bleachers and press box with concession stand under-
neath. The Little League expects the Division play-offs to be in
Atlantic Beach. Mr. Bennett advised he would give $200.00 toward
project. He stated Recreation Committee says to do this instead
of large basketball courts, as basketball is not played much in
summer. The matter was discussed in which it was brought out that
the budgeted account was to include resurfacing tennis courts and
build basketball courts, as requested by the Recreation Committee,

and that a formal request should come from them or the Commission
meet with the Committee for report. Also that they were for
Little League but should plan overall activities for all the
children. Following further discussion, Mr. Holloway moved either
meet with Recreation Committee or have written report from them
before next meeting, seconded by Mr. Goodling and carried.
Mr. Bennett 's report on meeting with Jacksonville Expressway
Authority was presented, copy of which is attached hereto and made
a part hereof. Mr. Parks reported on details of the award made
by the Authority, then suggested that any improvements that we
contemplate making in the foreseeable future in the way of water
and sewer should have immediate attention, also any arrangement
with Neptune Beach for interconnection of water systems should be
moved on without delay. Mr. Howell advised there is a road going
off Mayport Road running easterly to approximately the back of
Kahoe 's Garage and parallel to Atlantic Boulevard, and he believes
most of the land on Atlantic Boulevard goes back to this road
which has been dedicated to public but not accepted by the City.
If the land on Atlantic Boulevard does go back to this road there
would not be much trouble as to water and sewer. There was a
discussion in which it was agreed that if necessary that property
owners should be notified that now is time for them to advise if
they want the services. However, will wait until check is made
on the road Mr. Howell referred to. Mr. Bennett was asked to look
into this and as soon as he works up something to get with Mr.
Parks and determine what we must do so we can move on this.
Mrs. Grage reported that she and Mr. Thompson had taken care of
transferring the two savings accounts at the Atlantic National
Bank to Certificates of Deposit.
The City Manager 's report was read - copy of report is attached
to these minutes and made a part hereof. Mr. Bennett added that
changing the garbage body to the new chassis only cost $57 .00,
also that Mayor Futch of Neptune Beach advised they have a
Committee working on the water interchange. Mr. Bennett advised
that Mr. Robert Hoyle, Jr. , our 1967 recreational director,
lives in Arlington and was recommended by Coach Jack Taylor.
The Committee on the 6 " water line for West 6th Street reported
they feel it advisable to postpone order for material until we
know more as to cost of interchange with Neptune Beach and feel
it would be advisable to reschedule at later date. Mr. Goodling
moved report be accepted and adopted. Mr. Howell advised doesn't
mind voting for postponement and can see reason for postponing
at present but does not want to see shelved but this extension
made as soon as possible. Mr. Parks agreed and advised that

Engineers have been instructed to complete plans for Mayport
Road improvement and we may be confronted in few months with
additional expenditure there to get lines across road before
improvements start. Mr. Howell put the question and the motion
carried. The bidders are to be advised reason for postponement.
Two gentlemen from Little League were recognized as they came in
after the discussion. The Commission went over with them the
previous discussion. A letter was presented from M. M. Permenter,
Jr. , Little League President, advising the play-offs would be
July 17th, 18th and 19th. It was explained that all are for
Little League but cannot make a decision tonight as the concession
and bleachers would take up budgeted funds set up for other
things and the Commission wants to talk over with Recreation
Committee. It was agreed we will move as fast as possible and
have something done by the July play-offs. Mr. Hilliard advised
we reroofed dugouts and the lights will be put in Saturday.
Mr. Bennett presented report on Beach Preservation together with
letters he and Mr. Glover Weiss had written to Congressman Bennett
and Senator Spessard Holland. Copies are attached hereto. Mr.
Holloway advised that for point of clarification and in line
with minutes of last meeting a Resolution was to be prepared
asking that study be instigated of the situation, and not intention
to tell them what to do nor prove any person 's theory. The
matter was discussed and as letters have already gone out it was
decided to wait and see what the answers are. Mr. Holloway asked
that minutes reflect that this was not necessarily the approach
we as a group wanted to pursue. Mr. Howell instructed that the
minutes so indicate.
The Pet Ordinance was presented in full in writing for first
reading by Title only. This is Ordinance sent to Commissioners
before last meeting. Mr. Holloway moved passage on first read-
ing, seconded by Mr. Parks. There was discussion during which
Mr. Goodling advised he recalls when matter was brought up we
were going to get report back on cost figures on how to solve
the situation in Atlantic Beach, and involved more than revising
Ordinance - not in favor of moving until get report on how to
enforce properly. There was further discussion and advised
supporting information could be presented at next meeting at
Public Hearing. Mr. Howell put the question and the vote was:

Mr. Howell declared motion carried and April 24th was set for
Public Hearing.

The Traffic Ordinance No. 75-67-2 was presented for second and
final reading and read in full. Mayor Howell then declared the
meeting open for Public Hearing. Said Ordinance amends Section
2 of Ordinance No. 758l as to speed limits and "stop" and
thrustreets. Mr. Ball spoke at length advising in favor
of Ordinance with reservation and criticized all City officials
for failure to enforce speed laws. There was long discussion
in which it was agreed we have a problem - it is impossible to
stop all - but want to slow down more. Following discussion Mr.
Parks moved passage on second and final reading, seconded by
Mr. Goodling and carried.
Mrs. Grage reported she had studied last year 's utility tax
returns and found that 8% would bring in less from the gas
companies but would produce more from the electric, therefore
overall the 8% would not produce less than received last year.
She has therefore inserted 8% in Ordinance. Mr. Howell feels
new Ordinance would not violate water revenue bond ordinance.
Mr. Thompson advised provided can change rates at any time but
not reduce amount received, don't see any problem with bond
holders. Mr. Goodling asked Mr. Thompson if we find by establish-
ing 8% that by end of 1967 8% exceeds, next year could reduce to
7% - Mr. Thompson advised could change at every meeting with
Public Hearing. Mr . Howell then read the Ordinance on Utility Tax
in full on second and final reading and declared the meeting open
for Public Hearing. No one appeared either for or against, so Mr.
Howell closed the Public Hearing. Mr. Parks moved passage on
second and final reading, seconded by Mr. Holloway. Mr. Howell
suggested consider when Ordinance should become effective as
Companies should have time to adjust and suggested June 1st. Mr.
Parks and Mr. Holloway agreed to this amendment to their motion.
The question was put on the motion as amended and was carried.
Mr. Bennett requested permission to call for bids on resurfacing
certain streets. He presented a plan of areas to be done. Mr.
Parks noted that one street only had pavement 15 feet wide and
it was agreed we would try to widen it one foot on each side.
Following discussion Mr. Holloway moved approval of call for bids
to be received April 24, 1967, seconded by Mr. Parks and carried.
Mr . Bennett requested approval to call for bids on a chlorinator
for the Sewer Plant. He suggested getting this new chlorinator
and use parts from it to keep chlorinator at Water Plant in condi-
tion. Mr. Holloway moved approval on call for bids, seconded by
Mr. Goodling. There was discussion in which Mr. Parks advised
in favor of motion but recommends that specifications for this new
chlorinator be so drawn or constructed that you either get two of
"X" brand each with separate solonoid actuator injector or get
one with two meters and two injectors. There was further

discussion during which it was brought out that specifications
have not been drawn up and Mr. Goodling suggested table action
on call for bids until next meeting and have set of specifications
for review first, as this is more technical type of purchase than
normally have. Mr. Parks advised he would be glad to assist in
drafting specifications. Mr. Goodling offered a substitute motion
that the call for bids on chlorinator be tabled until next meeting
and be submitted with prepared specifications. Mr. Holloway
accepted substitute motion and seconded same. The Mayor put the
question and the motion carried.
Mrs. Grage requested approval to correct 1966 Tax Roll to show
complete exemption on Lot 6 and Pt. of Lot 7, Block 1, Selva
Marina Unit No. 1, as owner signed necessary exemption with the
County who failed to send us copy. The owner is a paraplegic
and under Florida Statutes No. 192. 111 gets complete exemption
and he presented a copy of his signed exemption. Mr. Holloway
moved the roll be corrected and the exemption allowed, seconded
by Mr. Goodling and carried.
Mrs. Grage advised there was an incorrect billing against Lot 1,
Block 7, on the Lot Cleaning Special Assessment Rolls for 1963
and 1966 and requested the Rolls be corrected to excuse these
billings. Mr. Goodling moved approval of request, seconded by
Mr. Holloway and carried.
Mrs. Grage advised the Defensive Driver 's Course under the
Jacksonville-Duval County Safety Council has been arranged through
cooperation of the Pablo Pilot Club and Chief Vogel for the nights
of April 25th, 27th and May 2nd, 1967, at Neptune Beach City Hall
from 7:00 to 10:00 P. M. There are application blanks available
at City Hall and Chief Vogel urged that all those who drive
City vehicles take the course as well as all other of employees
and officials.
Chief Vogel advised in defense of what Mr. Ball said, we have
received certificates of award for no fatalities in City, also
Court Dockets show about 49 cases last week and approximately 30
this week for Court.
Mr. Bennett presented plan to purchase large bags - cost 15C each -
for holding yard trash. They will hold 30 gallons and could be
used until full then picked up by garbage crew. He plans to try
them and sell to public.
Mr. Goodling suggested City Manager review file of about a year
ago and find where discussed Atlantic Boulevard project and

submitted a letter and City map to Expressway Authority designat-
ing City property that is low and offering them as fill points
for use of dirt, etc. from construction, and we might pursue
since contract has been let.
Mr. Howell advised that we are without Tax Assessor due to Mr.
Minchew's death, and that the matter has been discussed with Mr.
Richard Hamilton who consented to accept if Commission wishes.
Mr. Holloway moved that Mr. Hamilton be appointed Tax Assessor
for the City with salary to be determined at future date, seconded
by Mr. Parks, the matter of salary to be determined when we find
out what happens to proposed legislation. The Mayor put the
question and the motion carried.
Mr. Hamilton tendered his resignation on Board of Assessment
Review which is mandatory upon his acceptance as Tax Assessor.
This leaves two places on Board of Assessment Review which will
need filling by July 1st as N . Walter Freeman 's term expires
then. Mr. Howell read qualifications for members from the Charter
and requested this be kept in mind for recommendations.
Mr. Howell advised he had noted from paper that the Legislative
delegation have agreed to pass our bill giving authority to use
County Tax Roll and that advertising procedure should be started
at once. This advertising has to be done 30 days before bill
is presented. Mr. Parks moved that the City Clerk proceed with
advertising the bill, seconded by Mr. Holloway and carried.
There being no further business Mayor Howell declared the meeting
adjourned.

RECREATION COMMITTEE MEETING
March 29, 1967
Last night Mr. William Fogg and Mr. George Pharr met with Dick
Hilliard and myself. Vie discussed the problems for recreation
this coming summer and have tentatively set up a plan to meet
again April 26th.
We have two applications for Recreation Director, and after
looking over these applications the Committee decided that we
should hire Mr. Robert Steven Hoyle, Jr. , and they have requested
me to write to Mr. Hoyle advising him that he has this position
and before our next meeting he should outline a program that he
would like to use during the summer months.
We have decided that the recreation program shall be started
after the close of the school schedule and will operate until
the Saturday before Labor day. If school starts any earlier
than this, then the program will be closed down earlier.
The Committee has suggested that I contact the Edward Waters
College to see if there is a girl living in this area that could
be Assistant Director of the Donner Park, and also that I contact
Jacksonville University to see if there would be a girl living
in this area that could be Assistant Director at the Jack Russell
Park. I would expect that if they do have these people that
they would have to make out an application applying for these
positions.
We discussed the tennis courts at the Jack Russell Park and also
at the City Hall Park. There was some discussion about installing
lights at the Jack Russell Park tennis courts. I am to obtain
the cost of lighting the Jack Russell Park tennis courts so that
tennis may be played there in the evening.
We agree that the present surface of these tennis courts is
deteriorating and needs refinishing. I am supposed to contact
the Recreation Department at Jacksonville Beach to see how they take
care of resurfacing their courts.

The Committee members suggested that I work on Mrs. George to
see if I could obtain the property north of the present play-
ground at Donner Park plus the extension of Park Street so that
we could have access to this Park. I will try to get some figure
from her so that we can discuss this at the next Commission
meeting. We do feel that we should purchase this piece of
property for less than $1,000.00. If we had this piece of
property we could put all the swings, etc. in this area instead
of at the present location on land that the City does not own
and right next to a swamp hole. This piece of land is on high
ground and in back of the ball diamond so that there is much less
danger getting hit with a baseball.
The Committee wants me to contact the Jacksonville Recreation
Department to get some information from them on their setup for
recreation for the different age children.
The Committee discussed the concrete slab for the basketball
court but delayed any action until our next meeting.
This morning I was informed that the Little League division is
going to have its playoffs here in Atlantic Beach and that there
is a possibility they are getting the State meet here for the
final playoffs. The coaches of the Little League want to move
the present wooden concession stand and install a concrete slab
and build a permanent block house. I am to have a meeting with
Coach Daugherty Saturday morning. He called Mayor Howell regard-
ing this.

REPORT ON EXPRESSWAY AUTHORITY MEETING
MARCH 28, 1967
This meeting was attended by Mr. Parks who represented the
Commissioners of the City of Atlantic Beach, and myself, and
we also had Mr. George Bull, Mr. Louis Stuart and his Attorney.
The Expressway Authority are adding signal traffic lights and
the conduit for lighting the overhead part of the Bridge, in-
stalling sidewalks in the proximity of this overhead bridge
and widening the ramps so that there is a turnout for the
bus stops. The Engineers figured this job would cost some-
where in the neighborhood of $48, 000.00.
You can see that the Expressway Authority had not changed their
minds since the original bid was let out, and they approved
letting the contract as the highway is now laid out. They are
installing the overpass with these added features and will
install islands from the overpass to 3rd Street.
Now that this contract has been let, we must work with the City
of Neptune Beach to install the 8 " water main connection between
the two cities at Seminole Road.
The Expressway Authority authorized Reynolds, Smith and Hills to
proceed with the engineering and plans for the highway west of
the Intracoastal Waterway Bridge to Regency Square, also for the
Mayport Road from the Naval Base to Atlantic Boulevard. It will
be necessary for us to study the water and sewer lines across
the Mayport Road so that we have ample for future growth.
Since the Expressway Authority is not going to consider lights
along Atlantic Boulevard between the Intracoastal Waterway and
3rd Street, excepting the area by the overpass, we should give
some thought to working with Neptune Beach and the contractor to
install the conduit during the construction of Atlantic Boulevard
if we wish to light this street. •

CITY MANAGER'S REPORT
1. Since our last Commission meeting we have mounted the 20 yard
garbage body on the new truck and now have it in service.
2. We have cleaned all of the sludge beds at the Sewer Plant and
have added sufficient filter sand to bring them up to grade.
3. we have completed the reading of meters and have replaced the
ones that were not working.
4. We have spent considerable time cleaning the drainage ditches
throughout the City and have completed levelling up the parking lot
back of the Police Station.
5. We have added clay to the infields of the Ball Parks at the Jack
Russell and Donner Parks.
6. We have added limerock to a number of streets.
7 .1 have written a letter to Mr. Futch, Mayor of Neptune Beach,
regarding getting together with them in reference to the water line
connection between the two Cities at Seminole Road.
8. I have written Mr. Hood, Assistant County Engineer, and then I
called him on the telephone and he advised me that he was going to
send an engineer down here to look over the layout for the culverts
across Seminole Road at 16th Street and at Sailfish Drive. He said he
would then approve the installation of the culverts.
9. I am pleased to report that there are now 16 tap-ins on the 2 "
water line running North from 16th Street, which should be enough
for one 2 " line even though we have not had any complaints regarding
water pressure from this area.
10. The Parks and Recreation Committee met March 29 as per my report,
and after obtaining two applications for the job as Director of Recrea-
tion for the summer months, we have hired Mr. Robert Hoyle, Jr. as
Director. The Committee is going to have another meeting on April 26
and have requested Mr. Hoyle to be at this meeting with a schedule of

of his plans for the best operation of recreation at the Jack Russell
and Donner Parks.
I have also personally written to Jacksonville University and Edward
Waters College for recommendations on girl assistant directors at the
two different Parks.

COMMITTEE REPORT ON PIPE, FITTINGS, ETC.
FOR 6 " WATER LINE - SPECIFICATION 67-4.
The Committee appointed by the Mayor at the regular Commission
meeting March 13, 1967 have studied the bids received and since
the contract has been let for the construction of Atlantic
Boulevard and we do not know what cost arrangement can be made
with Neptune Beach, we feel it advisable to postpone placing
the order for this material for the 6 " water line, Specifica-
tion 67-4, until we have a true cost figure. We feel it
advisable to reschedule the bidding for this water line at
a later date.

COMMITTEE REPORT ON BEACH PRESERVATION
At the March 27 Commission meeting, Mr. Glover Weiss and
the City Manager were appointed a Committee to contact
Congressman Bennett and Senator Holland regarding Beach
preservation.
On April 6 the Committee wrote a letter to Honorable
Charles E. Bennett and Honorable Spessard L. Holland
1111 requesting them to instruct the University of Florida
to run a test in the Engineering Lab as per Mr. Weiss '
idea of installing a "deflecting island" at the South
end of the St. Johns River Jetties.

During the March 27th meeting of the Atlantic Beach City
Commission Mr. Glover Weiss and myself were appointed as a
Committee to study the City of Atlantic Beach beach preserva-
tion. We attended the Beach Preservation Forum on March 21st
to listen to a program set up by the Florida Shore and Beach
?reservation Association and the Florida Travel Council.
You have had considerable correspondence with Mr. weiss dating
back to 1962. Attached find copy of letter to Colonel H. R.
Parfitt plus a sketch showing Mr. Weiss ' idea of getting sand
back on the Beach, plus measurements taken on the Beach at low
tide which gives a pretty good record of the Beach erosion.
We are wondering if you could have the University of Florida
run a test to see just what the proposed deflecting island"
would do at the end of the St. Johns diver Jetties. If a test
could be made we might have some very valuable information
that we do not have at the present time.
We hope that you can contact the honorable Spessard Holland
and discuss this problem that we have and see what you can do
about having the University of Florida make the test. We feel
that the appropriation for this should be taken from the Rivers
and Harbors Congress Budget.
