City Manager. 11. Commissioners. 12. Adjourn. l MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, JANUARY 9, 1967 AT 8:00 P. M. Present: William S . Howell, Mayor-Commissioner John W. Weldon Donald L. Goodling Louis C. Holloway, Jr. Walter J. Parks, Jr. , Commissioners and Frank Thompson, City Attorney Murray H. Bennett, City Manager Adele S. Grage, City Clerk The meeting was called to order by the Mayor-Commissioner, Mr. Howell. The Invocation was given by Commissioner Parks. The minutes of the meeting of December 26, 1966 were approved as written upon motion of Mr. Weldon, seconded by Mr. Goodling and carried. Mr. Howell recognized visitors present and called for any business from the floor not on the Agenda. Mr. Henry Isaacs pointed out that the minutes just approved show Mr. Holloway made motion to approve previous minutes yet he is not listed as being present. The Clerk advised it was a typographical error in omitting Mr. Holloway's name as he was present at December 26, 1966 meeting and on time. Mr. Holloway was late on arrival at December 12, 1966 meeting, and Mr. Weldon was late at December 26, 1966 meeting. Mr. Howell stated the minutes of December 26, 1966 will be corrected to show Mr. Holloway as being present. Mr. Howell called for any further business from the floor not on the Agenda. There was none. A letter was read from the Beaches Area P.T.A. thanking Chief Vogel for the part he took in their recent Study Course. Mr. Bennett read the City Manager 's report which is attached to these minutes and made a part thereof. Mr. Parks reported that he, Mr. Weldon and Mr. Thompson had met and a preliminary draft of an Ordinance on indecent exposure has been made available to the Commissioners. It is for their review and the Committee will endeavor to have it ready for presentation for first reading by Title only at the next meeting. Minutes 1-9-67 Page #2 A letter was read from McNeill Insurance Agency listing a new Schedule of Values on our fleet of vehicles for collision and comprehensive coverage. They advise that under the revised values there would be a savings in our premium of $106.48. There was discussion and Mr. Weldon advised that the Committee has gone into this and thinks this is a well considered suggestion of the Insurance carrier and would mean a saving to the City. He stated that when the new garbage truck is received it will go on at additional cost to the City. Mr. Weldon moved that we accept the recommendation of the Insurance Agent and instruct the City Manager to put into effect, seconded by Mr. Parks and carried. Approval was requested to call for bids on pick-up trucks. Mr. Bennett advised one old truck will be traded in, one made into a beach buggy, and the Public Works Superintendent's truck transferred to Water Department. The Superintendent will take one of the new trucks. The matter was discussed, and especially the transferring of the special, more elaborate truck . bought for the Public Works Superintendent to the Water Department. Following further discussion Mr. Goodling moved that the matter be referred to a Committee to report back to next meeting, and if find that two trucks are justified to include in report proper specifications, so details can be made available, seconded by Mr. Parks and carried. Mr. Howell appointed Commissioners Holloway and Parks with City Manager Bennett as Committee. Mrs. Grage requested approval to refund $28.00 which is partial payment made by Riva Mae Silmon on a water cut-in for a house being built on Richardson Lane, Donner 's Subdivision, as the cut-in was not made. It was found to be better for her to connect on to her front house line and have two units on one meter. Mr. Weldon moved approval of refund, seconded by Mr. Parks. Mr. Weldon asked if Ordinance permitted service to two dwelling units in separate buildings through one meter. Mrs. Grage advised yes - that is what she has at her place. Mr. Weldon still questioned as to whether Ordinance permitted. Mrs. Grage advised it does - as long as on same property and ownership. Mr. Weldon asked the City Manager to check the Ordinance. Mr. Howell put the question and the motion carried. Mrs. Grage requested approval to excuse the 1958 taxes in amount of $3.31 on East 1/2 of Lot 7, Block 2, Atlantic Beach, as the Clerk 's office gave a Certificate in error stating all taxes were paid. In 1958 three lots were divided into two and this East 1/2 of Lot 7 was overlooked for 1958 taxes. Mr. Weldon moved the 1958 taxes be excused on East 1/2 of Lot 7, Block 2, and the Tax Roll so marked, seconded by Mr. Holloway and carried. Minutes 1-9-67 Page #3 Chief Vogel stated he would like to see an Ordinance passed requiring people who serve the public alcoholic beverages, and taxi drivers, to register with the Police Department. The only ones we have requirements on now are door to door salesmen. There was discussion and Mr. Howell asked Chief Vogel to prepare such an Ordinance for consideration. Mr. Bennett advised our mechanic has finished repairs to the Adams grader which only cost us $926.00 for parts. This same work, if taken to town, would have cost between $1500.00 to $2000.00. Mr. Goodling thinks we should be making some decisions regard- ing Tax Assessor for 1967 . Mr. Howell agrees, and advised he is doing some investigating and expects to have something by next meeting. Mr. Goodling moved that an amendment be prepared to amend the 1967 Budget to increasetransfer from Unbudgeted Reserve Account #123"by $25, 000. 00, and carry the change through the Budget to Sewer Fund, seconded by Mr. Weldon. Mr. Goodling advised that our 1965 Audit shows a $50, 000.00 surplus and indications are we will still have at least same amount at end of 1966. He realizes we need operating capital, but feels we have opportunity now to increase our sewer fund reserve and the transfer would not have to be made until later in 1967 . Mr . Holloway feels it needs more study and thinks a Committee should be appointed. There was a long discussion and it was brought out we will receive the Audit on 1966 funds sometime this month as the Auditors have just about finished their work. It was suggested we have Mr. Tyson, our Auditor, consult with us on this matter. Following discussion, Mr. Howell put the question and the vote was: Aye: Goodling, Parks, Weldon, Howell Nay: Holloway Whereupon Mr. Howell declared the motion carried. Mr. Holloway would like for records to show that the report of the Local Government Study Commission has been made public and thinks the Commission should review for edification. Mr. Weldon stated the local press announced this week that representatives of the three Beach cities had taken off for Tennessee, and he was not aware of anyone from Atlantic Beach going. He would like to ask question as to whether story was accurate or inaccurate. Mr. Howell stated he couldnt .4 Minutes 1-9-67 Page #4 y answer - he didn 't go. Mr. Weldon inquired if any member of the Commission went - none went. Mr. Howell stated he was happy to see Mayor Wilson go and thinks he got some good information and regrets that he could not go. Mr . Weldon stated they could have saved that trip as representatives from Tennessee came to Duval County for the Local Study Commission - glad City of Atlantic Beach not put to that expense. Mr. Howell stated doesn 't think City of Atlantic Beach would have been put to any expense, and assures any time he travels for own edification will go at own expense. Mr. Holloway reminded the Commission of the Expressway Authority meeting in Lake City and would like to make sure we are represented, with reference to lighting Atlantic Boulevard. Mr. Howell stated would be happy to go at own expense. Mr. Holloway feels City Manager should go - he is not volunteering our services but would like to see someone represent us. Mr. Weldon reported that several of us attended the meeting of Expressway Authority in an effort to get lights on Causeway from Bridge to Third Street, also on Bridge, and sidewalk along Atlantic Boulevard to Pool, but we did not get much satisfac- tion from Expressway Authority as they pointed out they had no funds for lighting. Following further discussion, Mr. Weldon moved the City Manager be authorized to attend this meeting and urged that all Commissioners who are able to attend, do so, seconded by Mr. Holloway and carried. Mayor Howell recognized among our visitors Mayor William S. Wilson of Jacksonville Beach and Mayor John Futch of Neptune Beach. Grage, City Cler d-- 41 Y OF. . . 7=4 mantic Deack_Teataa ,„,,,...,,...,....... ,. . . . . , January 9, 1967 CITY MANAGER'S REPORT The last two weeks the Public Works Department has poured concrete in the driveways at the Police Station. They have also installed limerock at the cross-over on Selva Marina Drive, and just as soon as we have warm weather the blacktop will be installed so as to complete this work. The Mosquito Control Department has cleaned the ditch from the Dam to the west side of Mayport Road, and by removing these obstructions the lagoons can be cleaned and drained very quickly in case of heavy rains. We have been cutting down the dead trees in Park Terrace. We have set telephone poles at Pic N' Save so that cars cannot drive over the grass. We are now in the process of cleaning and painting all garbage containers. I am to have a meeting with Marion Baker, City of Jacksonville Electric Light Department, regarding installation of 3 more street lights. He already has • approval of this. We will have 2 of these lights installed on the poles here by the City Hall, and a light is needed on Seminole Road at Sturdivant Street. .A.tiv/A( / • ,0/M7117,/ Murray H.
