01-27-68 v A MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD IN THE CITY HALL ON SATURDAY, JANUARY 27, 1968 AT 9:00 A. M. Present: William S. Howell, Mayor-Commissioner John W. Weldon Arthur J. Longo R. R. Rosborough, Commissioners and R. C. Vogel, Acting City Manager Oliver C. Ball, Acting City Attorney Adele S. Grage, City Clerk Absent: Louis C. Holloway, Jr. , Commissioner (Out of City) The meeting was called pursuant to notice dated January 25, 1968. The meeting was called to order by the Mayor-Commissioner, Mr. Howell. Mr. Howell advised that this meeting was necessary due to work by the Expressway Authority on Mayport Road project progressing se rapidly and it was necessary that we let contract so that work could commence Monday for putting the water and sewer lines across Mayport Road. He presented the Committee' s report on the bids received for this work. They recommended that the bid be awarded to B. J. Heilig Contracting Company as low and best bidder in the amount of $3, 757 .00. The matter was discussed during which Mr. Weldon brought out that specifications do not require liability insurance and he believes contract should include. It was agreed that contractor should furnish City with certificate of insurance. Following further discussion, Mr. Weldon moved adoption of Committee's report that contract be awarded to B. J. Heilig Contracting Company, seconded by Mr. Rosborough and carried. Copy of Committee report is attached hereto and made a part hereof. An easement was presented from Mr. John Blow, Interstate Contracting Company, for water and sewer lines to serve property on Atlantic Boulevard just West of the Texaco Station located at Royal Palms Drive and Atlantic Boulevard. The easement is 20 feet wide except the part North of the Texaco Station which is 19 feet wide. They have purposely left one foot between Texaco Station and the easement, the purpose being if Texaco ever desires to cut into these services they will have to either pay Interstate for a portion of the cost of the lines or go across Royal Palms Drive. Mr. Blow advised they desire to construct one or more buildings on Atlantic Boulevard West of Texaco Station. The matter was discussed following which Mr. Rosborough moved we accept the easement subject to the Attorney' s approval, seconded by Mr. Weldon and carried.
