Adjourn. w 7 - MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, JANUARY 22, 1968 AT 8:00 P. M. Present: William S. Howell, Mayor-Commissioner Louis C. Holloway, Jr. Arthur J. Longo Robert R. Rosborough, Commissioners and Adele S . Grage, City Clerk Oliver Ball, Acting City Attorney R. C. Vogel, Acting City Manager Absent: John W. Weldon, Commissioner (Out of City) The meeting was called to order by the Mayor-Commissioner, Mr. Howell. The Invocation was given by Commissioner Rosborough. The minutes of the meeting of January 8, 1968 were approved as written upon motion of Mr. Holloway, seconded by Mr. Rosboreugh and carried. Mayor Howell recognized visitors and called for any business from the floor not on the Agenda. There was none. Bids were next received on Garbage Body as covered by Specifica- tions #68-1. Copy of certified proof of publication of Call for Bids is attached hereto and made a part hereof. The bids were opened as follows: Florida Equipment Co. No Bid Contractors Equip. Co. of Florida, Inc. $6,893.13 Rowland Truck Equipment 6,846.35 Waste Equipment Co. 7, 760.71 Mr. Holloway moved that the bids be turned over to a Committee for tabulation and report back at next meeting, seconded by Mr. Rosborough and carried. Mr. bongo, Mr. Vogel and Mr. Hilliard were named as the Committee. Bids were next received on Garbage Truck Chassis, Specifications #68-2. Copy of certified proof of publication of Call for Bids is attached hereto and made a part hereof. The bids were opened as follows: Lynch-Davidson Ford $ 5, 221.00 Riverside Chevrolet Co. 5, 357. 10 Mack Trucks, Inc. 7, 761.00 Mr. Holloway moved that the bids be turned over to a Committee for tabulation and report back at next meeting, seconded by Mr. Longo and carried. Copy of certified proof of publication of Call for Bids is attached to these minutes and made a part hereof. The bids were opened as follows: Gordon Thompson Chevrolet, Inc. $2,830.81 Riverside Chevrolet Co. 2,835.06 Mr. Holloway moved that bids be turned over to a Committee for tabulation and report back at next meeting, seconded by Mr. Longo and carried. Mr. Holloway and Mr. Vogel were named as Committee. Bids were next opened on Sewer and Water Crossings on Mayport Road, Specifications #68-4. Copy of certified proof of publication of Call for Bids is attached hereto and made a part hereof. The bids were opened as follows: Art Reinertson Construction Co. $4, 560.00 B. J. Heilig Contracting Co. 3, 757.00 Jax Utilities Const. Co. , Inc. 7, 767.79 Mr. Holloway moved that the bids be turned over to a Committee for tabulation and report bac) at next meeting, seconded by Mr. Longo and carried. Mr. Howell, Mr. Hilliard and Mr. Vogel were named as Committee. Mr. Howell advised that Mr. Parks needs an official contract covering the action taken at last meeting authorizing Mr. Parks to go ahead with survey. He asked the Commission to authorize the Mayor to sign the contract, which is being pre- pared by Mr. Parks, subject to approval of the City Attorney. This is one of first papers that will be presented with survey to Government. Mr. Longo moved authorization as requested be approved, seconded by Mr. Rosborough and carried. There was no report from Committee on Personnel Ordinance. On Atlantic Boulevard lighting, Mr. Rosborough, advised he has checked with Neptune Beach officials and they are putting en the Agenda of tonight' s meeting. He will get with their representative and should have a well detailed report by next meeting. Resolution #68-1 authorizing the burning of Utility Revenue Bonds and coupons redeemed during 1967 was presented and read in full by Mr. Howell. Mr. Rosborough moved passage of said Resolution, seconded by Mr. Holloway and carried. Copy of Resolution #68-1 is attached hereto and made a part hereof. Resolution #68-2 authorizing burning of General Obligation Sewer Bonds and coupons redeemed during 1967 was presented and read in full by Mayor Howell . Mr. Longo moved passage of said Resolution, seconded by Mr. Holloway and carried. Copy of Resolution #68-2 is attached hereto and made a part hereof. . Minutes 1/22/68 Page #3 Resolution 468-3 on the death of Sergeant Leroy Everett in Viet Nam was presented and read by Mr. Howell. Mr. Longo moved passage of said Resolution, seconded by Mr. Rosborough and carried. Copy of Resolution #68-3 is attached hereto and made a part hereof. Approval was requested for materials covered by Purchase Orders #4152, #4190, and #4216 from Account #1501 in the amount of $447. 72 for valve boxes, ells, etc. needed for moving the water lines on Mayport Road in connection with widening and improving of that road by the Expressway Authority. In line with Water Bond Ordinance #172, any purchases from this account are with approval of City Commission. Mr. Rosborough moved approval as requested, seconded by Mr. Holloway and carried. Fire report together with copies of Municipal Dockets for January 8th, 15th and 22nd, 1968 were received for information and filing. Mr. Vogel announced he was starting investigations in line with condemnation ordinance on unsafe, unhealthy, etc. property. Mr. Longo requested Chief Vogel to make traffic survey around the corner at the Place-By-The-Sea Apartments and also check on brick sign at these Apartments that is sticking out entirely too far and blocking traffic view.
