AND THE ATLANTIC BEACH CITY COMMISSION HELD ON MAY 24, 2017

Call to order.
The Mayor called the meeting to order at 6:06 p.m. in the Commission Chamber. He explained the
procedure for the joint workshop and introduced Community Development Chair Brea Paul. Chair Paul
thanked everyone for attending and said she was grateful for the opportunity to be a part of the
workshop.

Mayor Reeves opened the Courtesy of the Floor to Visitors. He welcomed the audience and explained
the process for public comments.
Linda Green, 615 Paradise Ct., spoke about concerns with reducing or minimizing regulations and that
a change may cause disruption to residents.
Ellen Glasser, 2060 Beach Ave., member of the Code Enforcement Board, spoke about the issues
relating to the height of fences and the setbacks and stated that the Code Enforcement Board needed
some guidance on handling these businesses moving forward. She stated she appreciated the
opportunity to be a part of this meeting.
Mike Whalen, 1420 Mayport Rd., explained that the Mayport Road Corridor Business Group is not
introducing anything new and spoke about the zoning and the ordinances on Mayport Road.
No one else spoke, so Mayor Reeves invited the Community Development Board and the
Commissioners at the table to individually share thoughts they had.
Community Development Board Member Richard Reichler, spoke about the intent of this group and
stated it is important to show that it is to improve the life and the community of the citizens of Atlantic
Beach.
Commissioner Harding spoke about Section H zoning classifications and structures.
Commissioner Stinson spoke about the communication between the Commission and the Community
Development Board and the citizens' role in the process.
2. Discussion of the Mayport Road Corridor Business Delegation's Proposed Land
Development Regulation Modifications.
Mr. Hogencamp explained the purpose and goal of the meeting as it relates to the Mayport Corridor
Business Group and turned the meeting over to the Interim Community Development Director/Planner
Derek Reeves.
Interim Community Development Director Derek Reeves introduced the Building Departments new hire
and City Planner Brian Broedell. He explained his staff report as he presented a slideshow.
Discussion ensued among the Commission and the Community Development Board in regards to the
Mayport Corridor Group's proposed changes to the Land Development Regulations in the form of a
pilot program.
Topics discussed among the Commissioners and Community Development Board members:
1. Comprehensive code review and reform for Commercial General (CG), Commercial Limited
(CL) and Light Industrial Warehouse (LIW).
2. Defined Use vs. Impact Driven.
3. Commercial vs. Residential.
4. Business and Community Growth.
5. Fencing, Screening, Outside Storage, Aesthetics.
6. Pilot Program vs. Permanent Program.
7. Streetscapes and Infrastructure.
Kelly Erhayel representing the Mayport Corridor Business Group explained the intention of the
proposal is to create a thriving business district that is cohesive with the residential community.
Dara Gourely CEO of Red House Advertising spoke about the CRA, the issues relating to Atlantic
Beaches commercial and residential communities. She stated she believes in a creative vision where
the business community coexists in harmony with the residential community and is not stifled by the
current restrictive codes whereby, creating an environment everyone can live, work and play. She
suggested enlisting experts; architects, engineers, and designers from the beaches to bring this vision to
light and to work through these challenges. She also suggested hiring a code and zoning advocate.

Chair Paul suggested the easiest solution is to bring the proposed changes before the Community
Development Board for discussion and motion and they will bring a recommendation to the City
Commission. She stated that she and other members of the board would gladly attend the meeting to
answer any questions that may arise and then move it forward.
Commissioner Stinson agreed with Chair Paul's recommendation and explained they have the
authority to propose changes to Section 14-20 relating to the Community Development Board.
Interim City Manager Hogencamp summarized the meeting by explaining they are headed in the
direction of advancing the Business Group's proposal forward to the Community Development Board
and continuing to address the land use regulation challenges and opportunities. Mr. Hogencamp stated
that he and Derek would like to get a consensus on the different components of the Mayport Road
Business Group's proposal. He stated that someone would work under Derek to draft the revisions, bring
it to the Community Development Board hearing and then advance the results to the Commission.
Mayor Reeves inquired if after receiving the recommendations the Commission could have another
workshop to discuss them.
City Attorney Durden said you can have as many joint workshops as you want and stated it is actually
better than the discussion format at the City Commission meeting.
Commissioner Stinson stated he would like to see a recommendation on the next City Commission
Agenda that we vote on directing staff to coordinate this with the Community Development Board and
let them make a recommendation.
Mayor Reeves requested that Mr. Hogencamp make this an agenda item for the next Commission
Meeting.
Interim Community Development Director Derek Reeves asked each Commissioner and Community
Development Board member to give input on the different components that they disliked in an effort to
provide consensus to move forward with ordinance preparation regarding:
Permitted use
Use by exceptions
Lot requirements
Fencing
Outside storage
Pilot program
Other
Each Commissioner and Community Development member offered input regarding each component.
Interim Community Development Director Derek Reeves thanked the group for their input. He
summarized by stating that there was a consensus among the group that they were not in favor of a pilot
program but one that is permanent, and there would not be Zero lot line fencing.

Interim City Manager Hogencamp commented on workshops and incorporating the two boards in the
land use regulations process.
3. Procedures for amending the City's land development regulations.
City Attorney Durden reviewed and explained a bullet outline (which is attached and made part of
this Official Record as Attachment A) that she prepared that showed the minimum requirements that
are set out for text revisions to Chapter 24 Land Development Regulations and answered questions from
the Commission and Community Development Board members.
Mayor Reeves inquired about a timeline to address these codes from the Interim City Manager.
Mike Whalen explained that the Mayport Business Corridor's Proposal request is that all existing
businesses in Section H be Light Industrial Warehouse(LIW).
Interim City Manager inquired whether Interim CD Director Derek Reeves understood the direction he
should be moving in.
Mr. Derek Reeves understood that the Business Group wants to change everything from Commercial
General (CG) and Commercial Limited(CL)to Light Industrial Warehouse (LIW).
City Attorney Durden understood it was to change the list of uses that were used in CG and CL to match
LIW.
Commissioner Waters explained they only want to change it on Mayport Road.
City Attorney Durden explained zoning can be LIW but there may be special provisions regarding
fencing, screening and landscaping.
City Attorney Durden suggested they might consider having a Marshside Business Corridor zoning
district.
Adjournment
There being no further discussion by the City Commission and Community Development Board, Mayor
Reeves declared the meeting adjourned at 9:20 p.m.
