CULTURAL ARTS AND RECREATION ADVISORY COMMITTEE
August 24, 2004
A regular meeting of the Cultural Arts and Recreation Advisory Committee was held
Tuesday, August 24,2004, in the Adele Grage Cultural Center. Present were Katherine
Burgess, Ray Coleman, Dylan Goelz, Linda Ginsberg, Ingrid McCawley, Steve Piscitelli,
James Woodruff, Parks and Recreation Director Timmy Johnson,and Administrative
Assistant Athena Shearer. Chair Rusty Pritchett was absent. Dustin Otson was a visitor.
1. Call to Order
The meeting was called to order at 7:04 p.m.
2.Approval of Minutes of July 27,2004
Committee Member Ginsberg stated that the location in item 4(b) should be changed to
"Bull Park" and the second to last line should be deleted.
A motion was made by Committee Member McCawley,seconded by Committee
Member Woodruff to approve the minutes of July 27,2004,as amended. Carried
unanimously.
• 3. Old Business
a) Events/Programs
i) Acoustic Night Under the Stars:
Timmy Johnson stated that the budget had not been approved for
2004-2005 yet. Steve stated that he proposed 8 dates for the year.
A motion was made by Committee Member Piscitelli,seconded by
Committee Member McCawley,to approve the dates and times as
proposed for 2004-2005 for Acoustic Night pending approval of the
budget. Carried unanimously.
ii) Songwriter's Concert:
Steve Piscitelli stated that the last event had 27 people attend. The
next event was set for September 26t. He suggested waiting until
the next meeting on September 28th,to make a decision on
continuing with the event for 2004-2005. Steve Piscitelli
suggested moving the event to the first Sunday of each month if
the event continues.
iii) Paint It Up:
Katherine Burgess suggested removing the item from the agenda
• because she had difficulty getting some artists to help make a
proposal for the City.

A Motion was made by Committee Member Burgess,seconded by
Committee Member Piscitelli to remove "Paint It Up" from the
agenda. Carried unanimously.
iv) Fun Run:
Steve Piscitelli reported that the event had 76 runners. The
consultant John TenBroeck estimated 70-100. He thanked
volunteers Athena Shearer and James Woodruff and the City
workers. He asked the Committee to endorse the event for next
year and make it a race. He recommended hiring the consultant
again and having it around the same time in August on a Saturday.
Timmy Johnson stated that the event was budgeted for next year
for$2,400. Steve Piscitelli recommended donating the funds
raised from the event to the Teen Council for their Scholarship
Fund and asked them to volunteer at the event.
A motion was made by Committee member McCawley,
seconded by Ginsberg to repeat the event next year and donate
the funds raised to the Teen Council. Carried unanimously.
• b) Public Art Fact Finding Committee Updates:
Committee Member Coleman stated that he was not present at the last meeting,
but he was notified that they were getting solicitations and specifications from
artists for the concept of rotating art. The Commission was considering the 5-
points area as a starting place for permanent art. He stated that they would ask the
Commission to approve moving the flagpole and approve funds to build a
pedestal for the first rotating art location.
c) Teen Council:
Dylan Goelz reported that the Teen Council met August 18th and they welcomed
the new members. They set a date for the"Surf Contest"for October 23, 2004.
They reviewed the newly elected officials and he would provide a list to staff.
They would like to do more volunteer/community service this year. Ray Coleman
suggested they check the date for the"Surf Contest"with the Jaguar Football
calendar. Timmy Johnson stated that he needed to meet with someone from the
Teen Council to go over procedures.
d) Concert in the Park Update:
Linda Ginsberg reported that the Navy Band Southeast's Brass Quintet would
perform at Russell Park on Saturday, September 4th, 2004 at 7:00 p.m. Press
releases were sent to Shorelines and Beaches Leader.

Se) Art Festival Update
Linda Ginsberg did some research and handed out information she gathered for
having an art festival. She suggested calling it Atlantic Beach"Art in the Park."
She recommended having the event next spring at Bull Park from 10:00 a.m.to
5:00 p.m. on a Saturday and charging a fee to local artists to rent a booth. She
requested that they put together committees for the event. She requested staff to
section off spaces for the booths and the Teen Council to sell refreshments and
maybe T-shirts. Timmy Johnson and Ray Coleman suggested waiting until the
budget is approved to make any decisions on having the event. Attachment A
4. New Business
a) Committee Member Participation Review:
Timmy Johnson requested that members attend meetings regularly and
participate in the events and programs that the committee puts together. Ray
Coleman reminded everyone that the rule for attending meetings was that if a
member missed three consecutive meetings without an excuse,that member
would be dismissed from the committee.
b) Visitor:
Dustin Otson stated that he was a potter and had questions about having an
artist opening on a Saturday in an industrial space and what the City
• Ordinances were. Timmy Johnson suggested that he complete a Special
Events form and turn it in to his office.
c) Senior Appreciation Day:
Katherine Burgess proposed having the event again this year on October 30,
2004, from 2:00 p.m. to 4:00 p.m. and wanted to start organizing the event
and get publicity out.
d) Family Fun Day:
Katherine Burgess proposed to have the event around May 2005 with games,
music, live puppet show, and face painting at Russell Park from 10:00 a.m. to
6:00 p.m. She would like to add this item to the next agenda.
5. Adjournment
There being no other business or discussion,the meeting was adjourned at 7:55 p.m.
