Present were Chair Rusty Pritchett,Katherine Burgess,Ray Coleman,Linda Ginsberg,Margie van de Guchte, Steve Piscitelli,Mara Sloan,James Strutchen,Jr., Parks and Recreation Director Timmy Johnson and Administrative Assistant Athena Shearer as Recording Secretary. Ingrid McCawley was absent. 1. Call to Order The meeting was called to order at 7:00 p.m. Margie van de Guchte arrived at 7:05 p.m.New member Linda Ginsberg was introduced to the board. 2. Approval of Minutes of January 27,2004 Steve Piscitelli suggested the following changes to the minutes: In section a)Events/Programs subsection i) Songwriter's Night,change"...the signs to say Songwriter's Night"to"Songwriter's Concert." In section iii)Paint It Up,change"...Sherman Williams"to"Sherwin Williams." A motion was made by Committee Member Ray Coleman,seconded by Committee Member Steve Piscitelli to approve the minutes of January 27,2004 as amended. 3. Old Business • a) Events/Programs i) Acoustic Night Under the Stars and Songwriter's Workshop: Steve Piscitelli reported that there were about 75 people at the Acoustic Night on March 21, 2004 and that there were some problems with the publicity.He stated that the Songwriter's Concert was not drawing enough people and that if the April turn out was not strong he would recommend canceling future events at the next meeting. Timmy Johnson advised that the Finance Department was concerned about the amount being paid to Mike Shakelford and recommended asking Mr. Shakelford to either reduce his fee or enter into a contract with the city. Mr.Johnson suggested combining the Teen Acoustic Night with the adult Acoustic Night. Discussion ensued and the Committee agreed to wait until after the April Teen Acoustic Night to re-introduce the subject. Mr.Piscitelli asked if the Teen Council would consider selling refreshments and cookies at the next Acoustic Night event April 18, 2004. ii) Paint It Up: Katherine Burgess stated that she found out there was only one kind of paint that would work on plastic and that it was a type of spray paint. She was waiting for the manufacturer to let her know if she could order it in 10-gallon containers. Chair Pritchett recommended that she start planning for the event and try to contact some artists or art teachers in the area to volunteer.The Committee had budgeted approximately$800 for this project. Ms. Burgess requested that the slats be taken off the receptacles for painting. iii) Laughter Workshop: No activity reported. • Minutes of Cultural Arts and Recreation Advisory Committee March 30, 2004 Page 2 11111 iv) After School Enrichment Margee van de Guchte reported that the last session had record enrollment and 35-40 scholarships. The school had advertised in the newspaper and received great results. She stated that the Jacksonville Symphony Tots Concert would be April 8th,the FCCJ Program would start April 16th,and the Artist in Residence would also be in April. The Atlantic Beach Artist Studio Tour was set for May 8th from 1:00 p.m.to 5:00 p.m. and would be a self-guided tour of local artists' work at their studios.Tickets would be available at Adele Grage for$10.00. There would be an Open House at Adele Grage from 4:00 p.m.to 7:00 p.m. The proceeds from the event go to Atlantic Beach Elementary. b) Public Art Fact Finding Committee Updates Ray Coleman reported that the Public Art Fact Finding Committee had obtained 501c3 provisional approval and that he was appointed as the Treasurer.The Committee received a donation from the First Night organization for$2,000. They are planning to have a"Grand Introduction"ceremony and Mr.Coleman presented photographs of the top 5 areas chosen for the event.The Committee was looking to use rotating artwork,which would be artwork on loan from various artists for a set amount of time. The preferred order of the locations was Five Ways Intersection,Tideviews, Bull Park,Corner of Seminole&Atlantic Blvd.,and Rose Park. Mr. Coleman gave a PowerPoint presentation with pictures of the locations.Mr. Coleman stated that some of the Pine Trees would have to be removed at the Tideviews location and the Palm Tree would have to be removed at the Bull Park location. • Motion by Steve Piscitelli,seconded by Margee van de Guchte and carried unanimously to support the rotating art as presented by the Public Art Fact Finding Committee. c) Teen Council: Mara Sloan reported that the Teen Council would have their Garage Sale Fundraiser at Adele Grage on April 3rd from 9:00 a.m.to 2:00 p.m. and they would collect donations on Friday from 5:00 p.m.to 8:00 p.m. She stated that the scholarship would be rewarded based on an"Essay Contest."The annual Concert in the Park was set for May 2nd at Jack Russell Park from 5:00 p.m. to 8:00 p.m. d) Concrete Sculpture Ray Coleman reported that the Public Art Fact Finding Committee voted to relocate the concrete sculpture near the mayor's bench in Jack Russell Park.Mr.Johnson stated that the cost to deliver and install the sculpture and pedestal came out to$2175 and asked from what account to transfer the remaining funds needed. The Committee agreed to transfer funds from the Discretionary Fund. Mr. Johnson stated that the Commission needed to approve the location of the sculpture. 4. New Business Steve Piscitelli had a request for a"sing-a-long"event to be held at Adele Grage. Mr.Johnson informed him that they would need to pick up a rental contract to reserve the building. He also had a request to have a family"fun run"event and would like the request added to the next meeting's agenda. Mr. Strutchen mentioned that the Committee could purchase a website for about$10.00 per • month. Adjournment Chair Pritchett reminded everyone that the next meeting would be April 27, 2004 and that the proposed budget is due at that time.
