CULTURAL ARTS AND RECREATION ADVISORY COMMITTEE
August 26,2003
A regular meeting of the Cultural Arts and Recreation Advisory Committee was held Tuesday,August
26,2003,in the Adele Grage Cultural Center. Present were Chair Rusty Pritchett,Katherine Burgess,
Ray Coleman,Nikki Miller, Steve Piscitelli,James Strutchen,Commissioner Dezmond Waters,
Commissioner Paul Parsons,Parks and Recreation Administrative Assistant Athena Shearer and
Committee Secretary Susan Dunham. Absent were Betsy Tidwell,Margie van de Guchte and Rex Sands.
Visitors were Tracie Parsons,Rick Carper and Marcia Fraed.
1. Call to Order
The meeting was called to order at 7:05 p.m.
2. Approval of Minutes of July 22,2003
Chair Pritchett requested the following change to the minutes:
3.a.(ii)Paint it Up: add"containers"to end of sentence.
A motion was made by Committee Member Piscitelli,seconded by Committee Member Coleman,
and unanimously carried to approve the Minutes of July 22,2003,as amended.
3. Old Business
a) Events/Programs
Acoustic Night Under the Stars: Committee Member Piscitelli advised that approximately 150

people attended the last event and twelve people performed. He stated that the next Acoustic Nights
Under the Stars were scheduled for September 21,October 19 and November 30. He further stated
they would take three months off and start the event again in the spring.
ii) Songwriter's Night: Committee Member Piscitelli informed the committee that Songwriter's
Night was scheduled for September 23 from 7:00 p.m.to 9:00 p.m.
iii) Senior Appreciation Day: Committee Member Burgess stated that Senior Appreciation Day
was tentatively scheduled for October 12 at 2:00 p.m. at Adele Grage. She stated that she would have
an ice cream social with sugar cookies and door prizes. In addition,she said she would have a sign-
up list available for a senior discussion group. Committee Member Burgess requested that the event
be placed on the City of Atlantic Beach marquee. Committee Member Strutchen advised that he
would contact the Beaches Leader with regard to publicity.
iv) Paint It Up: Committee Member Burgess advised that she would research the paint adhesion
issue with Sherwin Williams. Chair Pritchett suggested taking a sample of the trashcan receptacle to
the paint store.
v) Art in Public Places: Chair Pritchett advised that Alice Gartland's artwork was to be displayed at
Adele Grage.
Chair Pritchett asked about the status of the sculpture. Parks and Recreation Administrative Assistant
Athena Shearer stated she would follow up with Committee Member van de Guchte.
• b) Teen Council: Committee Member Miller stated that the Teen Council had their first meeting last
Tuesday and approximately 20 people attended. She stated that they set a tentative date of October 18 for
the surf contest. She advised that they would be meeting the first and third Tuesday of each month.

• Laughter Workshop: Parks and Recreation Administrative Assistant Athena Shearer informed the
committee that the Laughter Workshop was scheduled for September 11 at 7:00 p.m. in the theatre. She
advised that press releases were sent to The Beaches Leader and Shorelines.
Mailing List Permission Form: Committee Member Strutchen distributed a permission form he created
which granted permission for citizens to be added to a mailing list to advise of city events. Mr.Rick
Carper suggested setting up the mailing as a blind carbon copy so that all e-mail addresses would remain
anonymous. Committee Member Strutchen advised that he would follow-up with Parks and Recreation
Director Timmy Johnson. Parks and Recreation Administrative Assistant Athena Shearer advised that the
form needed to be approved by the city manager prior to posting it on the website.
Chair Pritchett requested that all calls from newspaper reporters be forwarded to Parks and Recreation
Director Timmy Johnson. He further suggested that all contact amongst committee members be made
through Timmy Johnson and not directly with each other in order to comply with Sunshine Laws.
4. New Business
a) Request for funds from Beaches Resource Center: Commissioner Dezmond Waters advised that
when boards and committees spend city money,they need to show that the money is serving Atlantic
Beach citizens. He referred the committee members to the package addressing the request from the
Beaches Resource Center. He stated that there was a memo in the packet stating that 176 residents of zip
code 32233 were served at the Beaches Resource Center in 2002-2003.
Commissioner Waters introduced Rick Carper of the Beaches Resource Center. Mr.Carper advised that
S the Beaches Resource Center was one of six full-service schools receiving funds from various sources,
such as the City of Jacksonville and United Way. He stated that they provide mental health services,drug
services,youth programs,after-school tutoring,as well as other services. He informed the committee that
any school age child who lives at the beaches was eligible for their services. He stated that they fund
counselors,neighborhood grants and a reading literacy program at Atlantic Beach Elementary. He further
stated now they only have five neighborhood grants this year because they did not look for them in
advance and that now there are more needs at the beach than they can address. Mr. Carper advised that
they have formed a foundation to raise money for support of the Beaches Resource Center. He stated that
they would like to increase grants,increase services,and ultimately to expand the resource center. He
advised that the school board owns the property and the Beaches Resource Center is an arm of Duval
County Public Schools. Mr.Carper said that they have found that greater than 30 percent of the children
in almost every grade level from ages 3 to 10 do not read at grade level,so they want to focus on more
literacy programs. Commissioner Waters advised that they are almost completely funded but are waiting
on United Way to determine what they receive.
Ms.Marcia Fraed,Atlantic Beach Elementary School,advised that Reading Zone was the program
Atlantic Beach Elementary had developed to target children in second grade who were reading below
grade level. She further advised that their program was to be held on Tuesdays, Wednesdays and
Thursdays from 3:10 p.m.to 4:10 p.m. In addition, she stated that they have a certified teacher to teach
and Teachers of Tomorrow to work with children one-on-one. Ms.Fraed stated that they applied for a
grant and received a letter that the grant was approved but then received another letter stating not to spend
any more money between now and December until the United Way funding comes through. She stated
that she had a teacher ready to go but she does not want to bring her on board if she would not able to pay
her salary.
• Commissioner Waters stated that this request was for$1,500 to$2,000. Mr.Carper advised that they
have found that if the services were not provided at the beach,then half of those referred to services in

. town did not go. Discussion was held with regard to whether to allot the funds to the Atlantic Beach
Elementary Reading Zone or to allot the funds to the Beaches Resource Center. Committee Member
Coleman stated that he thought that the money should go to the Beaches Resource Center for more broad-
based help,and the center could determine the need.
A motion was made by Committee Member Coleman,seconded by Committee Member Burgess,
and unanimously carried to approve the request for$2,000 to be paid from the 2002/2003 budget to
the Beaches Resource Center foundation for the purposes of literacy.
e) Bronze Sculpture: (This agenda item was taken out of order.) Committee members suggested the
following for possible locations for a sculpture: Veterans Memorial Park,the foot of Atlantic Boulevard
and the medians coming into the city. Commissioner Parsons advised that a statue or sculpture would not
work at the foot of Atlantic Boulevard due to the possibility of delivery trucks hitting the sculpture. He
stated that they were thinking about something for this location with a lower profile such as a human
sundial. However,he did say that if the committee decided this was the location they would like for the
sculpture,then they would move forward with that. Commissioner Parsons requested that a
subcommittee be organized to begin looking for artists. Committee Secretary Susan Dunham advised that
Committee Member van de Guchte had already begun putting together the subcommittee. Committee
Member Coleman expressed interest in becoming a member of this subcommittee.
b) Request for funds from Atlantic Beach Elementary: Karen Sadler was not in attendance so the
committee deferred this item until the next meeting.
• c) Request for Yoga Class: Chair Pritchett advised that Parks and Recreation Director Timmy Johnson
received a request for toddler yoga classes to be held at Adele Grage. He further advised that yoga
classes were already held at Adele Grage. Parks and Recreation Administrative Assistant Athena Shearer
stated that the current classes were offered to all ages, including children.Discussion was held with
regard to the redundancy of this request. The committee determined that offering another yoga class was
not necessary.
A motion was made by Committee Member Coleman,seconded by Committee Member Strutchen,
and unanimously carried to deny the request for expansion of the yoga program in as much as the
currently offered program already targets the group.
d) Request for Art Classes: Chair Pritchett advised that Katherine Liberoni of The Joy of Painting had
requested the use of Adele Grage for a one-day painting program. Parks and Recreation Administrative
Assistant Athena Shearer advised that Ms.Liberoni worked with ages nine and up,and would like to offer
this class on a Saturday for a few hours. Committee Member Coleman asked if the artist had insurance or
if she would post a damage deposit. Parks and Recreation Administrative Assistant Athena Shearer
suggested adding a clause to her contract with regard to protecting the property. Questions were asked
with regard to what she charges for the class and if the city should charge her for use of the facility.
A motion was made by Committee Member Coleman,seconded by Committee Member Pisciteffi,
and unanimously carried to defer this item to the next meeting until all the information could be
gathered from the artist.
e) Bronze Sculpture: Addressed earlier in the meeting.
• Committee Secretary Susan Dunham advised that Committee Member van de Guchte requested that the
committee consider the following:

• 1. Grant Supplement($1,500): Original grant request was denied so request a reallocation funds to
Beaches Resource Center,
2. Jacksonville Symphony($1,500): Due to Jacksonville Symphony switching dates for
performances,no additional performances available in this fiscal year. Suggest reallocation of
funds to two Theatre Works programs: Cello Man and Moscow Nights;and
3. Programs at Atlantic Beach Elementary($3,000): Latino bilingual storyteller program to be
expanded to include an evening community performance.

There being no other business or discussion,the meeting was adjourned at 8:20 p.m.
