July 22,2003
A regular meeting of the Cultural Arts and Recreation Advisory Committee was held Tuesday,July 22,
2003,in the Adele Grage Community Center. Present were Chair Rusty Pritchett, Steve Piscitelli,Rex
Sands,Mara Sloan,Betsy Tidwell,Margie van de Guchte, Commissioner Paul Parson,Parks and
Recreation Director Timmy Johnson and Committee Secretary Susan Dunham. Absent were Katherine
Burgess,Ray Coleman and James Strutchen.
1. Call to Order
The meeting was called to order at 7:09 p.m.
Chair Pritchett welcomed Commissioner Paul Parsons.
2. Approval of Minutes of June 24,2003
Chair Pritchett requested that the Minutes of June 24,2003,be corrected as follows:
First paragraph:remove Ray Coleman from the list indicating he was present at the meeting.
A motion was made by Committee Member van de Guchte,seconded by Committee Member
Piscitelli, and unanimously carried to approve the Minutes of June 24,2003,as amended.
Commissioner Paul Parsons informed the committee that he requested funds in the next fiscal year budget
for art around the city. He advised,however,that his request was denied at the budget workshop but the
• Commission directed him to work with this committee to prepare an art proposal. He further explained
that the Commission may not approve the funds in one fiscal year but the funds could possibly be
collected within several years. He advised that the Commission would like the Committee to present the
location,design and cost of their proposal. Commissioner Parsons suggested that the committee work on
a brass sculpture proposal. He advised that the City of Jacksonville Beach recently installed a$65,000
brass sculpture of a boy riding a dolphin. The committee discussed vandalism. Commissioner Parsons
advised that the sculpture could be placed on a pedestal to discourage vandalism. Committee Member
van de Guchte suggested forming a sub-committee of artists and professionals to choose an artist. It was
determined that Committee Member van de Guchte would head the sub-committee. Chair Pritchett
requested that all committee members present their ideas for locations for a sculpture at the next meeting.
3. Old Business
a) Events/Programs
i) Update on Acoustic Night Under the Stars: Committee Member Piscitelli advised that the July
20 Acoustic Night went well,and approximately 150-175 people attended. He gave the following
update:
• The tent was a good idea;
• The Point was doing an excellent job of providing refreshments;
• Mike Shackelford has done a tremendous job moving the event along;
• The Beaches Leader has done a great job covering the event;
• Suggested setting up two preference categories: 1)Atlantic Beach residents and 2)people who
have not performed before;
• He prefers that people call him to sign up so he can tell them about the event;
• The next performances are scheduled for August 17, September 21 and October 19;
S . The November 30 event will be from 4:00 p.m. to 6:00 p.m. due to the time change;
• ■ Suggested holding a"theme"event; and
• A suggestion was made that a platform be erected for the performers.

• Chair Pritchett thanked Committee Member Piscitelli for all his hard work.
ii) Other Programs
■ Songwriter's Night: Committee Member Piscitelli suggested August 19 for Songwriter's Night
inside the Adele Grage theatre from 7:00 p.m. to 9:00 p.m. He stated that he would like to place
tables down front to create a coffeehouse ambiance. He further stated that The Point would
provide refreshments. Parks and Recreation Director Timmy Johnson advised that the seating
capacity for this area was 70 but would be reduced if small tables were set up. Committee
Member Piscitelli stated that if this event was well attended he was thinking to turn it into a
workshop with local professional songwriters.
■ Senior Appreciation Day: Chair Pritchett advised that Katherine Burgess was unable to attend the
meeting but would provide an update at the next meeting. Committee Member van de Guchte
advised that she spoke with a few senior citizens who stated that they would love to be a part of
an organized discussion group with other seniors. She stated that she would ask Committee
Member Burgess to provide a sign-up sheet for a discussion group to meet on a monthly or bi-
monthly basis.
• Paint it Up: Concern was expressed with regard to paint adhering to the trashcan containers.
• Art in Public Places: Committee Member van de Guchte advised that she spoke with Alice
Gartland who was very excited that the Committee had picked her work to place in Adele Grage.
Committee Member van de Guchte advised that she would look at the September timeframe to
• hang the artwork, and would like to hold an opening reception.
• Teen Council: Committee Member Sloan informed the committee that the Teen Council would
meet next month to prepare for the new school year and anticipates a lot of new members. Parks
and Recreation Director Timmy Johnson stated that he would put an article in the Tide Views and
let people know at Donner and Jordan Parks that the Teen Council was looking for new members.
4. New Business
Committee Member van de Guchte advised that Kathleen Beaudreau would like to hold workshops for
residents of the City of Atlantic Beach. Committee Member van de Guchte stated that Ms.Beaudreau's
business was called Living Laughter and she uses laughter as a way of healing,laughter as a release. She
stated Ms.Beaudreau works with companies such as Shands,Beaches Baptist,Merrill Lynch and Fleet
Landing,and would like to hold the workshops outside at Adele Grage. Committee Member van de
Guchte advised that Ms.Beaudreau's fee was$100. Parks and Recreation Director Timmy Johnson
suggested inviting all board and committee members.
A motion was made by Committee Member Piscitelli,seconded by Committee Member Sands,and
unanimously carried to approve$100 for a laughter workshop,date to be determined.
Commissioner Parsons advised the Committee that they did not go unnoticed and that the Commission
appreciated all their work.
