CULTURAL ARTS AND RECREATION ADVISORY COMMITTEE
April 30, 2003
A regular meeting of the Cultural Arts and Recreation Advisory Committee was held Tuesday,April 30,
2003, in the City Hall Conference Room. Present were Chair Rusty Pritchett, Katherine Burgess, Ray
Coleman, Steve Piscitelli,Rex Sands, Margie van de Guchte, Parks and Recreation Director Timmy
Johnson and Committee Secretary Susan Dunham. Absent were Aaron Sheklin, James Strutehen and
Betsy Tidwell.
1. Call to Order
The meeting was called to order at 7:01-p.m.
Chair Pritchett introduced and welcomed new Committee member Katherine Burgess. He also advised
that James Strutchen had been appointed to the Committee.
2. Approval of Minutes of March 25, 2003
Chair Pritchett made the following changes to the Minutes:
1) Page 2, 4.a) Line 2: change"...the YMCA program was for ten weeks..."to"...the YMCA program
was for eight weeks..."
2) Page 2, 4.a)Line 4: change"...Atlantic Beach residents would pay$45.00 whether they were a
YMCA member or not..."to"...Atlantic Beach residents would pay$45.00 per week whether they were
a YMCA member or not..."
• A motion was made by Committee Member Piscitelli, seconded by Committee Member Coleman,
and unanimously carried to approve the Minutes of March 25, 2003, as amended.
3. Old Business
a) Events/Programs: The following updates were given:
i) YMCA Summer Camp: The YMCA was moving forward with the summer camp and a flyer was
being prepared for distribution.
ii) Teen Council: The Teen Council did not hold the movie event but they are working on a concert
scheduled for this Saturday from 6:00 p.m. to 9:00 p.m. The Teen Council has collected
approximately$800 for a scholarship fund.
iii) Skate Park: The City Commission approved the architect and a public meeting was tentatively
scheduled for May 15.
iv) Artists Studio Tour: The artists studio tour has been moved to October due to artist scheduling.
v) Mural: The mural is to be painted on the restroom building at Jordan Park and will wrap around
the building. With the Committee's approval,the artist and Atlantic Beach children would begin
work on the mural.
A motion was made by Committee Member Coleman, seconded by Committee Member Sands,
and unanimously carried to approve the sum of$2,500 for the mural to be painted on the
building in Jordan Park in the style as presented and described by Parks and Recreation
Director Timmy Johnson.

• vi) Programs at Atlantic Beach Elementary: The original artist for the FCCJ program cancelled and
the new artist at FCCJ was not appropriate for children. Committee Member van de Guchte
suggested two alternative programs at Theatre Works for October and November: Moscow Nights
(Russian dancers)and The Cello man(plays the cello wearing masks).
A motion was made by Board Member van de Guchte, seconded by Board Member Piscitelli,
and unanimously carried to pay Theatre Works for the programs Moscow Nights and Cello
Man which would occur in early fall, not to exceed $3,000.
vii) Concerts in the Park: Money is in the budget but need to find someone willing to organize this
program.
The Committee members determined that they would continue the Events/Programs discussion after
Agenda Item 4.a).
4. New Business
a) After School Programs at Atlantic Beach Elementary School: Mr. DeJean Melancon and Mr. Bob
Tabone introduced themselves and advised that they were representing Atlantic Beach Elementary
School. Mr. Melancon advised that he was on the SAC Council and Mr. Tabone was the current year
SAC Committee President. Mr. Melancon outlined the history of Atlantic Beach Elementary partnering
with the City of Atlantic Beach and requested continuing support for these programs.
Mr. Melancon advised that he met with Parks and Recreation Director Timmy Johnson and Atlantic
• Beach Elementary Principal Ali Register several weeks ago to explore new opportunities. He further
advised that Committee Member van de Guchte established an after school program at Atlantic Beach
Elementary which has been extremely successful and well participated. He suggested a possible
partnership with the City of Atlantic Beach with this program. He suggested that the after school program
could be held at City parks or the school could hold spots in the classes for other Atlantic Beach children
that do not attend Atlantic Beach Elementary.
Committee Member van de Guchte advised that approximately 1/3 of Atlantic Beach Elementary students
are on the reduced lunch program and she would like to see 1/3 of the students as scholarship students.
Committee Member van de Guchte outlined the after-school program as follows:
1) Students pay$30.00 to$40.00 for eight weeks (the three sessions of the program follow the
school's nine-week schedule).
2) The program costs approximately$16,425 per year.
3) Class size is limited to 10 to 15 children(first-come, first-serve basis).
4) New Cost: Police background checks for all instructors--suggested the possibility that the City
could perform backgrounds check on a pro bono basis.
5) On site staff person to be added(two hours per day for four days a week). Committee Member
van de Guchte stated that she has attended every day for the last two years and can no longer
make this commitment.
6) PTA has contributed to program but due to limited funds, more scholarships could not be added.
Discussion was held with regard to adding complimentary programs at other sites.
Mr. Melancon concluded with a request for continued support for the current programs at Atlantic Beach
Elementary School and a possibility of contributing one-third of the cost for the after school program.

• 3. Old Business
Events/Programs: The Committee continued discussions with regard to Events/Programs.
viii) Acoustic Night Under the Stars: Committee Member Piscitelli distributed information on the
proposed Acoustic Night Under the Stars. He proposed a Sunday night event in June or July with a
professional entertainer.
A motion was made by Committee Member van de Guchte, seconded by Committee Member
Coleman, and unanimously carried to allow Committee Member Piscitelli to proceed with
Acoustic Night Under the Stars.
Discussion was held with regard to term limits. Chair Pritchett advised that the City Manager proposed a
maximum of four two-year terms. There were no objections from any committee members.
4. New Business
b) 2003/2004 Budget: The Committee discussed and proposed the 2003/2004 budget as follows:
1. Summer Program at Adele Grage: $10,000
2. Programs at ABE:
FCCJ Program $ 3,000
Artists in Residence Program $4,000
Symphony $ 1,500
After School Program: $ 5,500
3. Park Programs:
• Concerts in the Parks $ 5,000
Teen Council $ 8,600
Artists Studio Tour $ 750
Park Tour $ 650
Enrichment Programs $2,500
4. Graduation Celebration: $ 1,500
5. Advertising/Mailing: $2,000
6. Discretionary: $ 2,500
Total: $47,500
A motion was made by Committee Member Coleman, seconded by Committee Member van de
Guchte, and unanimously carried to approve and recommend to the City Commission the budget as
presented above for the 2003/2004 calendar year.
The Committee moved the May meeting to Thursday, May 29, at 7:00 p.m.
5. Adjournment
There being no other business or discussion, the meeting was adjourned at 8:25 p.m.
