MINUTES OF CULTURAL ARTS AND RECREATION ADVISORY COMMITTEE February 25,2003 A regular meeting of the Cultural Arts and Recreation Advisory Committee was held Tuesday, February 25,in the City Hall Conference Room. Present were Chair Rusty Pritchett(arrived at 7:40 p.m.),Ray Coleman, Steve Piscitelh,Rusty Pritchett, Rex Sands,Aaron Sheklin, Betsy Tidwell, Parks and Recreation Director Timmy Johnson and Committee Secretary Susan Dunham. 1. Call to Order The meeting was called to order at 7:O5 p.m. 2. Introduction of New Member Mr. Coleman introduced Ms. Betsy Tidwell. 3. Approval of Minutes of January 28,2003 A motion was made by Committee Member Shekln,seconded by Committee Member Piscitelli, and unanimously carried to approve the Minutes of January 28,2002. 4. Old Business a) Sculpture: Mr. Brad Talley introduced himself. He proposed that the sculpture be made out of highly polished cast concrete with a smooth finish,eight feet in height,and set in beams which would be placed into the ground_ He fiwrther stated that_the concrete would be bright white and • not painted so that it would not require maintenance. Committee Member Coleman asked if the sculpture could be sealed to detervandalisnr and Mr. Talley responded that he would investigate this issue. Parks and Recreation Director Timmy Johnson expressed concern about possible cracking. Mr. Talley responded that the contractors are confident that the sculpture can be produced without cracking. Mr. Talley also stated that he would like a bronze plaque at the site listing contributors,the Cultural-Arts and Recreation Advisory Board and the concrete company. A motion was made by Committee Member Sands,seconded by Committee Member Sheklin,and unanimously carried to recommend-to the City Commission approval of the sculpture as proposed at the last meeting. Parks and Recreation Director Timmy Tohnson advised that he would speak with Building Official Don Ford to determine if any additional information was needed and would present the sculpture information to the City Commission for final approval. b) Events/Programs: Committee Member Sheklin advised that approximately 40 people attended the Skate Lab event. He further advised that they have scheduled a movie for the end of March and he would work with Parks and Recreation Director Timmy Johnson with regard to the details. Parks and Recreation Director Timmy Johnson requested that all members think about programming and bring suggestions to the next meeting. c) Calendar: Parks and Recreation Director Timmy Johnson distributed the calendar to all the Committee members. New Business a) 2003 Graduation Celebration: Ms.Nancy DeCandis introduced herself and stated that she was a parent of a junior at Fletcher High who would like to bring Project Graduation to the beaches. She stated that this event would occur on graduation night beginning May 19 from 11:00 p.m.until 5:00 a.m.to keep the seniors at a safe location. She advised as follows: 1. It has been proven that graduation is one of the most dangerous nights for teens; 2. This event started in Maine and usually begins in a community after there is a tragic accident with which they want to avoid; 3. Her son is a junior this year andwould like this event to be in place for her son; 4. Originally they needed$40,000 but Mayport has offered their new beachside community center and the bowling center which reduces the budget to$I5,000 to$20,000 to be spent on food and prizes; 5. Outback Steakhouse has offered anything they require and Sliders has offered to provide food; 6. Local companies are to provide activities such as virtual surfing,tricycle races, sphere wire ball(for twisting), sumo wrestling suits(maybe),Velcro wall and bungie jumping,disc jockey, bingo and cosmic bowling(approximately$3,000 is required to pay for these games). 7. Two biggest problems are a)the kids do not know how awesome this event is,and b)parents who hold parties for their kids and assume their kids will be safe. Ms. DeCandis advised that if the three communities could contribute$1,000 each then they would be able to pay for the activities. She also advised that insurance was in place and they have applied for 501(c)(3)status. • A motion was made by Committee Member Piscitelli,seconded by Committee Member Sheklin,and unanimously carried to approve funding in the amount of$1,000 to the 2003 Graduation Celebration. Discussion was held with regard to usage fees at Adele Grage. Mrs. Dorothy Kerber introduced herself and stated that she felt that that any civic group or resident should not have to pay a fee to use Adele Grage. Committee Member Coleman that Mrs. Kerber speak with the Commissioners about an exemption from fees for the concerned citizens organization. Discussion was held about the possibility of signing a contract to establish responsibility for using the center. A motion was made by Committee Member Coleman,seconded by Committee Member Sheklin,to recommend to the City Commission that no charge be levied for 1)City events, and 2)events that are open to the public; and charges be reduced by 50 percent for homeowners associations. A motion was made by Committee Member Coleman,seconded by Committee Member Pritchett,and unanimously carried to amend the motion to recommend to the City Commission that no charge be levied-for I)City events,and 2)advertised events that are open to the public; and charges be reduced by 50 percent for homeowners associations.
