CULTURAL ARTS AND RECREATION ADVISORY COMMITTEE
January 28,2003
A regular meeting of the Cultural Arts and Recreation Advisory Committee was held Tuesday,
January 28, 2002, in the City Hall Conference Room. Present were Steve Piscitelli, Rusty
Pritchett, Rex Sands,Aaron Sheklin, Margie van de Guchte, Jamie Fletcher,Jessica Sales, Parks
and Recreation Director Timmy Johnson and Committee Secretary Susan Dunham.
1. Call to Order
The meeting was called to order at 7:00 p.m.
Chair Pritchett advised that Sharon Hoffman and Kathleen Smith Beaudreau resigned from the
Committee.
2. Approval of Minutes of December 10,2002
A motion was made by Committee Member Piscitelli,seconded by Committee Member van
de Guchte, and unanimously carried to approve the Minutes of December 10, 2002.
3. Old Business
a) Sculpture: Committee Member van de Guchte advised that the sculpture artist, Brad Tally,
could not attend the meeting due to a previous commitment. She displayed a sample of the
sculpture for the Committee members to view. She advised that the sculpture represents Earth,
wind and wave elements and the scale would be eight feet. Committee Member van de Guchte
informed the Committee that Mr. Tally looked into different materials for the sculpture and
concluded that it could be built out of one of the following: 1)stainless steel at a cost of$35,000;
2)fiberglass at a cost of$6,000;or 3)pre-stressed formed concrete at a cost of$5,000. She stated
that the artist preferred the third choice which would be a smooth,polished finish in white and
would be raised off the ground with concrete piers. She stated that the artist donated his$1,000
prize money for the construction of the sculpture so, if the Committee chooses the concrete
construction,only$4,000 would need to be raised. She further stated that she has been working
on how to raise funds for the remainder needed. The Committee members requested that the
artist answer the following questions: 1)what would be the weight of the sculpture,and 2)how
would the sculpture be maintained. It was determined that the Committee would make a decision
at the next meeting after their questions to the artist had been answered.
b) Teen Council Event: Committee Member Sheklin distributed the Teen Council budget and
schedule of events. Highlights were as follows: 1) Skate Lab Party(February 22), $700; 2)
Movie in the Park(March 29), $1,250; 3)Scholarship, $100;4) Concert(May 3), $2,600; 5)
Diversity Training Ropes Course(summer), $1,500; 6)Surf Contest(fall), $2,450 for a total of
$8,600. Committee Member Sheklin advised that the surf contest would occur the following
fiscal year so the final budget request for the current fiscal year was$6,150.
Discussion was held with regard to insurance for the Skate Lab event and the Diversity Training.
Mr. Fletcher advised that he would speak to Skate Lab and the YMCA about holding the events
so the City would not have to purchase additional insurance.
A motion was made by Committee Member van de Guchte, seconded by Committee
Member Pritchett,and unanimously carried to approve the Teen Council budget of$6,150.

c) Events/Programs: The following programs were discussed::
1) Programs at Atlantic Beach Elementary($3,000):
A) April 11 or 12 for a field trip to Florida Community College for a visiting choreographer
from New York. Committee Member van de Guchte will bring more information to the
next meeting.
B) A Latino bi-lingual story-telling program.
2) Visible Art Program ($5,000): Currently looking for a City location for a mural. Artists
Ryan Rumel and Jonathan Lux have agreed to this project which has an anticipated completion
date of early June. A community day will be planned where anyone can come out and paint the
mural. The cost for this program is $3,000.
Committee Member van de Guchte advised that she has formed a sub-committee to assist with
cultural arts activities.
3) Studio Tour: Scheduled for April. Several area artists open their studios to the public. The
budgeted amount is for printing posters and tickets. Any monies raised go to the Atlantic Beach
Elementary School for cultural arts programs.
4) Camp Out: Scheduled for March 1.
5) Adele Grage: Open and ready for use. Committee Member van de Guchte requested the use
of Adele Grage for the reception for the artists after the artists studio tour. Parks and Recreation
• Director Timmy Johnson agreed to this use. Parks and Recreation Director Timmy Johnson
advised that he was working with individuals for events such as Italian cooking classes and
painting classes and would bring information to the Committee. He also suggested preparing a
calendar of events and a budget.
6) Community Day in the Park: Spring of next year. Concerts throughout the day, sports, artists,
all ages, food,tennis tournament.
Parks and Recreation Director Timmy Johnson informed the Committee that last night at the City
Commission meeting the Commission discussed building usage fees for Adele Grage. He stated
that the Commission decided that ABET and little league should not pay usage fees. He further
stated that the Commission requested that the Cultural Arts and Recreation Advisory Committee
determine who should have to pay usage fees. Discussion was held.
John Fletcher and Kelly Mannel of the Tides Montessori School introduced themselves. They
explained to the Committee the event they would like to hold at Adele Grage. The Committee
approved the use of Adele Grage on April 30 for their event.
The Committee recommended to the City Commission that: 1) no charges be levied for the
use of Adele Grage for City events and events that are open to the public, and 2) charges be
reduced for homeowner's associations.
4. New Business
a) Calendar: Susan Dunham volunteered to create a calendar of events.

There being no other business or discussion,the meeting was adjourned at 8:30 p.m.
