CULTURAL ARTS AND RECREATION ADVISORY COMMITTEE
December 10, 2002
A regular meeting of the Cultural Arts and Recreation Advisory Committee was held Tuesday,
December 10, 2002, in the City Hall Conference Room. Present were Ray Coleman, Steve
Piscitelli, Rusty Pritchett, Rex Sands, Aaron Sheklin, Margie van de Guchte, Parks and
Recreation Director Timmy Johnson and Recording Secretary Susan Dunham.
1. Call to Order
The meeting was called to order at 7:05 p.m.
Chair Pritchett introduced Mr. Steve Piscitelli as a new Committee member. Parks and
Recreation Director Timmy Johnson advised that Barbara Hopson had resigned and would submit
the resignation paperwork.
2. Approval of Minutes of October 22,2002
A motion was made by Committee Member Coleman, seconded by Committee Member
Sheklin, and unanimously carried to approve the Minutes of October 22, 2002.
3. Old Business
a) Organizational Structure: Chair Pritchett confirmed that all members received a copy of the
organizational chart. It was determined that all publicity items would be given to Parks and
Recreation Director Timmy Johnson, who would then forward the items to Committee Member
Hoffmann. The Committee agreed to the organizational structure as presented.
b) By-Laws: A motion was made by Committee Member van de Guchte, seconded by
Committee Member Coleman, and unanimously carried to approve the By-Laws.
4. New Business
a) Sculpture: Committee Member van de Guchte advised that the sculpture artist, Brad Talley,
was not able to attend the meeting but was in the process to investigate different mediums and
prices and would attend the January meeting.
b) Opening of Adele Grage: Parks and Recreation Director Timmy Johnson informed the
Board that the opening of Adele Grage was scheduled for Thursday, December 12, at 6:00 p.m.
Committee Member Coleman requested that Parks and Recreation Director Timmy Johnson send
his regrets to the mayor.
c) Teen Council Event: Committee Member Sheklin stated that the Teen Council was not able
to acquire funds quickly enough to hold the skating event so they would attempt to hold the event
in January. Parks and Recreation Director Timmy Johnson advised that by the time he was
notified of the event, it was too short of notice to get a check from the City. He further advised
that he requested a yearly calendar from the Teen Council, to be approved by this committee so
that there would be no future problems. Committee Member Sheklin responded that he would
bring specifics with regard to the skating event and a calendar to the meeting in January.
d) Events/Budget: Parks and Recreation Director Timmy Johnson suggested that the
Committee look at the current budget and the programs that were in place. Chair Pritchett stated
411k that as the timeframe for events occurs, the Committee should review the programs and determine
if the event was in the best interest of the community. Committee Member van de Guchte

advised that she would look into the programs for Atlantic Beach Elementary School and bring
the information to the January meeting. She also outlined the programs that the Cultural Arts
Board had proposed for this fiscal year, which included the sculpture and sculpture placement,
grant supplements, concerts in the park,artists studio tour, visible art programs and the
symphony.
Committee Member Sheklin stated that the Teen Council would like to express their concerns
with regard to skate boarders being ticketed for skateboarding in the streets. Ethan Soergel and
Dylan Goelz introduced themselves and stated that they represented the Teen Council. John
Goelz stated that 1)the Teen Council would like to be involved in the design and planning of the
skate board park and thought that they would be best served by working through the Cultural Arts
and Recreation Committee; and 2)the Teen Council is concerned with regard to the legality of
skateboarding on the streets. He requested that the Committee be a"voice"for the skateboarders.
Discussion was held with regard to state laws prohibiting skateboarding in the streets. Discussion
was also held with regard to the proposed skateboard park. Parks and Recreation Director Timmy
Johnson advised that the Commission approved moving forward with construction of a 6,000
square foot skateboard park for beginner and intermediate skateboarders in Jack Russell Park. He
further advised that public meetings would be held for input.
Committee Member van de Guchte suggested that the Committee hold an amateur tennis
tournament in the spring to be organized by Sandra Phillips. Parks and Recreation Director
Timmy Johnson stated that he had spoken with Sandra Phillips about starting an Atlantic Beach
tennis team. He also requested that all members think about programs and bring their suggestions
to the next meeting so that the Committee could begin to putt together a calendar. Committee
Member van de Guchte asked that the members think about a spring festival which could possibly
include art, music, ice cream, etc.
5. Adjournment
There being no other business or discussion,the meeting was adjourned at 8:20 p.m.
Ritchett, Chair
