1. Call to Order
The meeting was called to order at 7:05 p.m.
2. Approval of Minutes of September 24,2002
A motion was made by Committee Member Smith Beaudreau,seconded by Committee
Member van de Guchte, and unanimously carried to approve the Minutes of September 24,
2002.
Chair Pi Adieu advised that Cindy Gibson resigned from the Loilunittee.
Z Ribbon Cuttinn Ceremony at Dutton Island
Chair Pritchett informed the committee members that the ribbon cutting ceremony for Dutton
Island was scheduled for Saturday, October 26, at 10:00 a.m. Parks and Recreation Director
Timmy Johnson suggested that all committee members arrive early. He also stated that Fleet
l anding would be providing bus tours of the north and south ends of Dutton isinvo
4. November Report to City Commission
Parks and Recreation Director Timmy Johnson advisedthatthe committee would be reporting to
the City Commission on November 18 and Chair Pritchett would recognize all the members.
5. Organizational Structure
The committee members offered the following suggestions for the organizational structure of the
Cultural Arts and Recreation Advisory Committee:
1) Consider separating recreation and cultural arts; then split programs and facilities under
each group;
2) Public relations representative should cover both recreation and cultural arts;
3) Instead of Co-Chair, have two Vice Chairs;
4) Committee Member Coleman volunteered to Chair recreation; Committee Member
Hoffmann volunteered to Chair the publicity position; Committee Member van de Guchte
volunteered to Chair Cultural Arts;
Committee Member Smith Beaudreau requested that the committee form a relationship with
Town Center and the Green Market,
Committee Member van de Guchte suggested that the committee perform an assessment of the
current activities to determine what areas arc wig. Committee Member Smith Beaudreau
suggested to locate the survey performed by the YMCA to determine the interests of the

• community. Parks and Recreation Director Timmy Johnson stated that he might have a copy of
this survey.
6. Create By-Laws
The Committee drafted By-Laws to be presented at the next committee meeting.
Discussion was held with regard to absences of committee members. Parks and Recreation
Director Timmy Johnson suggested that members contact him if they would not be able to attend
a meeting. Chair Pritchett stated that he would contact Committee Member Hopson to determine
if she would attend the next meeting.
The Committee discussed the November and December meetings. It was determined that the
November meeting would be cancelled and the December meeting would be moved to December
10, 2002, at 7:00 p.m.
Teen Council Vice President Aaron Sheklin gave the Teen Council member list and resume to
Parks and Recreation Director Timmy Johnson for distribution at the next Cultural Arts and
Recreation Advisory Committee meeting.
Committee Member van de Guchte advised the committee members that she would like to invite
the sculpture competition winner to the December 10 meeting so that he could inform the
committee of his investigations into mediums, costs and maintenance of the proposed sculpture.
Parks and Recreation Director Timmy Johnson advised that he would meet with Chair Pritchett to
discuss the budget.
7. Adjournment
There being no other business or discussion,the meeting was adjourned at 8:16 p.m.
