AGENDA ITEM: Approval of Interlocal Agreement, and Authorization for the Mayor or
Designee,to execute an Interlocal Agreement with the City of Jacksonville for
commercial electrical,plumbing and mechanical inspections.

BACKGROUND: Chapter 468, Florida Statutes, requires all local governments in Florida to have
licensed building inspectors responsible for building construction regulation, who are
certified by the State of Florida Building Code Administrators and Inspectors as
qualified to perform such responsibilities. Currently, the City of Atlantic Beach has
only one qualified employee who is licensed to inspect commercial electrical,
plumbing and mechanical services under the Florida Building Code.
Upon the approval of the proposed agreement, whenever the Atlantic Beach building
official licensed to perform commercial inspections is on medical or personal leave or
are otherwise unavailable to conduct these services, the City of Jacksonville will
provide a State of Florida licensed person to perform these inspections.
As compensation Jacksonville will be paid a reasonable fee of fifty dollars ($50.00)
per inspection or reinspection. The proposed Interlocal Agreement is typical of other
such agreements throughout the State of Florida.
The Building Department has two employees licensed to inspect residential building,
plumbing, electrical and mechanical services under the Florida Building Code. The
majority of Atlantic Beach inspections are residential; however, commercial
electrical,plumbing and mechanical inspections occasionally occur.
RECOMMENDATION: To approve the attached Interlocal Agreement for commercial electrical,
plumbing and mechanical inspection services,and to authorize the Mayor to
sign the agreement.
