A FORMAL PROPOSAL TO JACKSONVILLE
Note - AB has tried to resolve the Interlocal Issues since 1987 .
The AB ' s attempt to resolve its differences with Jacksonville is
going into the 7th year. The first six of those years were by
negotation
APRIL, 1992 The three Beach Mayors meet with Austin.
Austin asks that the other mayors submit
interlocal proposals with justifications to
him by the 27th of May. He will then take
action on those proposals .
MAY 27 , 1992 Atlantic Beach ' s proposal submitted to
Mayor Austin as requested. Atlantic
Beach requested an answer by June 17th.
(To date Atl . Bch. is the only City to
submit a formal proposal as requested)
MAY 27-30 , 1992 Both Mayor Austin and the General Counsel
for Jax make public statements that there
are inequities in the Inter-local
Agreement.
JUNE 17 , 1992 No answer from Austin.
JUNE 19 , 1992 Austin does public relations tour of the
Beaches . Austin admits that there
are inequities and hints at settlement
(MAKES NO OFFER) . Atlantic Beach
ask for staff negotiations . Austin agrees
to such sessions .
June 25, 1992 AB Staff meets with Jax in Jax. No offers
on our proposal from Jax. They asked for
another meeting. Atlantic Beach at that
meeting is to provide bottom line .
JUNE 26-JULY 6 , 1992Atlantic Beach makes several calls to
Jax for clarifications . Staff not available
and doesn' t return the calls .
JULY 7 , 1992 AB Staff meets with Jax Mayors Staff .
Atlantic Beach makes staff proposal .
Jax. makes no counter proposal . Says
will have something ready for us at
next meeting. AB to call Jax. to
set up next meeting.

JULY 8-JULY 16, 1992-- AB calls Jax. several times , but
unable to get return call . Jax. calls
back on July 16th. and set meeting for
July 22th.
JULY 21, 1992 Jax. calls and says they are not ready to
meet. Jax. cancels meeting.
July 21-July 24 AB calls Jax. Finally gets through July
24th. Explains that we must reach an
agreement soon, that the delays are not
helping the situation. Jax sets a
meeting for July 29th.
JULY 29, 1992 Jax. Staff calls and leaves message to
cancel meeting. Says may have
something by the end of the week or after
vacation.
JULY 29-30, 1992 AB tries to get in touch with Jax. No
return call. AB talks with Jax. secretary
on 30th. Says Jax. staff is on vacation
for two weeks. AB ask her to relay message
for jax. staff to call as soon as possible
to clarify the administration' s intentions.
JULY 31, 1992 Jax. secretary calls says Jax. Staff. will
call AB on August 3, 1992.
AUGUST 3 TO 10 No call from the Jax. Mayor 's Office.
AUGUST 10, 1992 Atlantic Beach City Commission
receives a petition from 450 households
in Atlantic Beach requesting legal
action due to Jax failure to correct the
inequities. The Commission votes to
seek legal action against the City of
Jax.
AUGUST 11 , 1992 Notice of intent to seek legal action
against Jax is hand delivered to Jax.
Council President, Mayor and Council
Secretary.
SEPTEMBER 8 , 1992 Jacksonville holds public hearing on the
potential suit as required by Fl. Law.
President Jones appoints committee to
review problems.

SEPTEMBER 11, 1992----Gulliford sends letter to Jones requesting
he appear at AB Commission meeting to
explain the intent of his Committee.
SEPTEMBER 14 , 1992----Jones speaks to the AB Commission. He feels
the committee should reach a settlement
with AB.
SEPTEMBER 16, 1992----Jax holds Interlocal Committee Meeting to
hear AB Committee. Jax doesn' t have
quorum.
OCTOBER 20, 1992 Jax holds Interlocal meeting. Rehash of
Sept. 16th meeting.
NOVEMBER 10, 1992 Staff spreadsheet meeting.
NOVEMBER 17, 1992 Interlocal Meeting at AB with Jax. 4 on
4 negotiating meeting are jointly agreed
upon to insure settlement of short term
issues. Also, it is agreed that the 4 on
4 will meet on the 25th, followed by a
joint meeting of the two over all
committees on the 30th. The purpose of
that meeting is to have both parties come
to a agreement on the short term
settlements . Warren Jones is present.
NOVEMBER 18, 1992 AB sends its short term goals to Jax.
General Council as agreed.
NOVEMBER 25, 1992 4 on 4 held at Jax. Eight from Jax.
participate. No real negotiation takes
place. Jax tells what they are going to
recommend to full committee. Jax's set
meeting for their full committee to meet
on November 30th. to discuss their
recommendations. The two parties agree
that both full committees will meet on
December 9 to hash out a short term
agreement.
NOVEMBER 30, 1992 Jax. doesn' t have quorum present. Resets
meeting for December 4th.
DECEMBER 4 , 1992 Jax. meets votes to send their
recommendations to council . No meeting
is set for AB to have input as promised.

DECEMBER 7, 1992 Gulliford writes Jones. Asks for fairness
At 5: 44 pm AB receives Jax. ' s report by
Fax. AB was not asked to respond or
comment (no cover letter) .
DECEMBER 9, 1992 Crescimbeni and Jones refuse to hold, as
promised, a meeting for AB ' s input.
DECEMBER ? , 1992 Jones writes Gulliford back. Says no
meeting for now. Sets no date for future
JANUARY 5, 1993 Gulliford writes Jones about fairness and
next meeting.
JANUARY 11, 1993 Having no response from Jones, Gulliford
writes Jones again requesting a serious
negotiation process using the 4 on 4
process agreed upon in November.
JANUARY 15, 1993 AB staff is informed by Jax. Council Staff
(week of) Director that a meeting will be held on
January 25 per Jones.
Crescimbeni blast AB in Leader. Rules out
cash settlement. Says Jones intends to
negotiate as a committee of one with AB.
JANUARY 19 , 1993 Council Staff Director tells AB staff , he
thinks the meeting is on hold, but not
sure. Says he will let AB know.
JANUARY 20 - 25 Jones is unable to be reached by AB.
JANUARY 25, 1993 AB shows for meeting, Jax. doesn' t.
JANUARY 27 , 1993 Jones writes letter of apology about not
responding to letters and meeting on
January 25th. Says everything has
to go through Cresimbeni .
JANUARY 28 - MARCH 8No contact from Jacksonville concerning the
requested negotations on the Interlocal (38
days)
MARCH 8 , 1993 Atlantic Beach, after six years of
attempting to bring Jacksonville to the
negotation table, without success , files
suit against Jacksonville
