In addition, the county should give Atlantic Beach a payment every year based on the previous year rescue calls (RESCUE CALLS DIVIDED BY TOTAL CALLS X THE FIRE BUDGET MINUS THE LIFEGUARDS) . The 200 calls are ones which would have to be answered by Jacksonville if Atlantic Beach did not provide the service. In addition, the Animal Control Officer, when not answering calls, patrols the City to enforce the City Code as it relates to animal control . General - Jarboe - 247-5800 8 (e) COUNTY ROAD CONSTRUCTION AND MAINTENANCE OR FINANCIAL SUPPORT 1. PENMAN ROAD AND FLORIDA BLVD - Under the Interlocal Agreement these two road ways were to be four lanes , at a cost of $6 , 400 , 000. The County only added a center turn lane (suicide lane) . The cost for this work was estimated at $600 , 000 by the former Jacksonville Public Works Director, Mr. Salem. Also, the failure of the County to proper constructed the drainage on Florida Blvd. roadway results in the recent flooding of homes in Atlantic Beach. See attached FDOT letter. Information on this roadway should come from Jacksonville ' s Director of Public Works, Sam Mosa and/or Chief of Streets and Highways, Charlie Flynn. 2. ATLANTIC BLVD FROM THIRD STREET TO THE OCEAN - The Florida Department of Transportation transferred this road to the City of Jacksonville in 19?. Jacksonville has not conducted any maintenance on this road since taking ownership. This roadway serves as a major artery for Atlantic Beach Residents to access the state road, AlA. Also, the major part of the roadway is not in the corporate bounds of Atlantic Beach or Neptune Beach. Jacksonville should be required to maintain the roadway. This roadway serves Duval County Residents as their major access to the Ocean in the North Beach Area. In addition, thousands of Duval County Residents and Tourist use this roadway to access the restaurants and shops in the Town Center Area. Because of the failure of the County to maintain this roadway, a citizen group was formed to rehab the roadway. Jacksonville has offered this group $250, 000. The total project for this stretch of road is estimated at $900, 000+. Information on who owns this road may be a problem since I have not been able to acquire documentation of Jax' s ownership from FDOT. 3 . RESOLUTION: Florida Blvd. /Penman Rd. - Jacksonville should complete the road construction as stated in the Interlocal Agreement and insure that Fla Blvd. drainage is not a problem for Atlantic Atlantic Blvd. from Third St. to the Ocean - Jacksonville should grant Town Center an additional $750 , 000 to complete the project and pick up the future maintenance of the roadway once the project is completed. 9 -2- 4. Overview The landfill is run by Waste Management of Florida Inc. for the City of Jax. Since, our refiling, life at the landfill has been easier. However, the problem of being turn away in the future is not resolved. We are suffering no loss of dollars at this time. 2. 's budget for the JEA contribution. RESOLUTION: The amount to be received by Atlantic Beach should be figured similar to the way the property tax is figured. If the differential remains at 18 . 8% the Atlantic Beach should receive 18.8% of the figure collected in that City. For FY 91/92 that would mean that Atlantic Beach would receive $149,234.21. The estimate total amount for the four fy years would be approximately $600 ,000. 2. b) CROSS FLORIDA BARGE CANAL RESOLUTION: Atlantic Beach' s share from this sources is hard to determine. This information is used to develop a method to determine a fair county millage for Atlantic Beach Property Owners . It should be noted that some of the amounts given include Jax city services . Since county and city cost are not kept separate it is hard to arrive at an exact figure. If exact figures were available the millage rate would be even lower than was is figured using this method. If this average is subtracted from Jacksonville combined city/county millage, it would leave Jacksonville with a county millage of 5. 3. The 5. 3 mills would be 4 mills lower than Jacksonville' s existing county millage of 9.3 . The foregoing method of estimating what Jacksonville ' s county millage is consistent with methods the City has used to explain why its millage is more than other cities in Florida. For example, Jacksonville officials have often stated that to fairly compare their millage with other large cities , both the city and county millage must be used. The example most used by them is to compare Jacksonville millage with that of Orange County and Orlando to show how much less millage is in Jacksonville. Using that same logic to arrive at the county millage for Atlantic Beach, you would need to subtract out Jacksonville ' s city millage as done in the previous example. Jacksonville ' s city millage should be close to the 5. 8 mills average of the ten largest cities in Florida. It is clear that Atlantic Beach Property owners are paying too high of a county millage. Such a unfair taxing policy discriminates against Atlantic Beach in relation to Citizens of the consolidated part of Jacksonville. 18
