SUBJECT: JEA Meeting Held Thursday 3/5/98 - Tour of the Plant Facilities
Attendees: Scott Kelly,P.E., JEA,Vice President of Collection/Distribution
and Tim Perkins,JEA,Vice President of Water and Wastewater Treatment
After visiting your office, Scott Kelly and Tim Perkins toured the Buccaneer Water and
Wastewater Treatment Plants and the Naval Housing Lift Station. During this tour, Harry
McNally and the plant operators joined Jim Jacques and myself. We concluded the tour with a
visit to the Atlantic Beach Wastewater Treatment Plant and Water Plant on 1 Ph Street. Tim
Townsend accompanied us during this visit.
Both gentlemen were very impressed by the operators' knowledge and the overall maintenance
of the plants. They received detailed responses to many questions about planned Capital
Improvements and the Collection/Distribution System. They did offer some useful suggestions
as follows:
1. Pre-Purchasing-JEA is currently finalizing plans to pre-purchase pipe and
appurtenances from several local suppliers. Scott indicated that general contractors do
not like this arrangement since their markup is reduced;but will not be eliminated since
other items in the contract may be increased to reflect their cost for performing the work.
Pre-purchasing must be reviewed by our Finance Dept. and City Attorney.
2. Pre-Qualification - JEA has prequalified many contractors for plant and
collection/distribution work. Scott indicated that the City could benefit by using
contractors from this list and expects that we could obtain competitive prices due to the
number of contractors. Changes in the City purchasing code would be required for this
arrangement.

3. Lift Station Monitoring - JEA remotely monitors its 300+ lift stations at the Buckman
Street Plant on Tallyrand Avenue by using telemetry, radio and fiber optics. This
monitoring provides instantaneous high level alarms to a centralized location and does
not rely on operators nor residents calling in audible alarms. The cost is approximately
$5,000 per lift station or$145,000 for our 29 lift stations.
Scott requested the following information which Jim Jacques will transmit:
1. Map of the Buccaneer and Atlantic Beach Systems.
2. Number of customers by class, i.e. commercial, residential, Atlantic Beach,
Buccaneer.
3. Capital replacement costs and plan.
4. Operating Budget.
5. Revenue
