RE: Underground Conversion Project for the City of Atlantic Beach
Per recent discussions,JEA and the City of Atlantic Beach have reviewed the possibility
of converting a portion of the existing overhead electric distribution system within the limits of
the City of Atlantic Beach to underground facilities in conjunction with a planned roadway
improvement project.
JEA will, as we discussed on August 30th, fund the project associated with the installation
of the new underground primary distribution system and removal of the existing overhead
system. New underground-fed street lights are included. The required conduit/manhole system
shall be installed in conjunction with the previously noted roadway improvement project with
JEA paying only the incremental portion of the total project cost. To minimize this total cost, as
well as to lessen any adverse impact on the neighborhood, JEA recommends the use of a joint
trench to the maximum extent possible. More detailed discussions will be required regarding the
final engineering design, coordination of the construction activities, and terms and conditions
associated with the joint project agreement(i.e. award criteria,payment terms, ...).
The installation of the new underground secondary conduit from the right-of-way line to
the customer's individual meter, along with the meter conversion from overhead to underground,
will be the responsibility of the City of Atlantic Beach, or at its discretion,the responsibility of
the individual homeowner. JEA will provide and install the new secondary conductor at no
charge to the City or the homeowners. Also, future maintenance of the underground service to
the meter will be the responsibility of JEA. JEA is willing to discuss alternatives regarding the
actual installation of the new secondary systems; but cannot accept the added cost responsibility
for this portion of the project.
RE: Underground Conversion Project 9/18/97
Note that no provisions have been made by JEA regarding the required conversion of any
existing Bell South and MediaOne overhead facilities. JEA will follow established procedures
with regards to coordination and if necessary, the relocation of any existing pole attachments; but
the City is advised to also establish a dialog with these two companies regarding the project.
The proposal made by JEA and briefly described above regarding the underground
conversion project is a deviation from normal policy. As we discussed, a modified policy has
been proposed in this case due to the fact that: the roadway infrastructure improvement project is
planned in the area; Atlantic Beach is a coastal community and, as such, is subject to the threat of
severe storms; and JEA will benefit by avoiding a planned upgrade of the existing overhead
facilities in the area.
This project represents an excellent opportunity for both JEA and the City of Atlantic
Beach to benefit from the installation of new underground facilities. Due to the associated
roadway improvement project, it will be extremely more expensive (and therefore less likely) for
this work to be performed at any time in the near future. JEA is ready to move ahead with the
project. I look forward to hearing from you on this matter at your earliest convenience.

Dear Mr. Jarboe:
In our discussions of the City's effort to construct an underground electric conduit system for use by the Jacksonville
Electric Authority(JEA), we recommend the City establish an account for soft costs associated with this effort. At
this time, we are unable to define the actual tasks which must be accomplished by the City, but anticipate the City's
list of items will include some of the following issues:
• Coordination of JEA facilities with existing or proposed City utilities.
• Coordination of JEA facilities with Southern Bell utilities.
• Coordination of JEA facilities with Gas utility.
• Modification of core City plans to allocate space for the placement of JEA facilities.
• Acquisition of easements for JEA facilities including purchase price for easement, attorney fees, recording
fees, surveying, etc.
• Coordination of construction bidding, drafting of JEA/CAB reimbursement agreement, and modification of
bid documents.
• Coordination of construction project including monitoring the CAB contractors' progress on the JEA
facilities, review of the monthly pay request from the CAB contractor and the processing of the JEA
reimbursement payment to CAB.
• Coordination with Bell South for the removal of the Bell South overhead lines and services.
This list is a representation of the work effort which must be completed by the City of Atlantic Beach. While some
of the items listed may not be required, I am sure that other items not listed will become necessary. We anticipate
these items will be completed by a combined work effort of the City staff, attorney, engineer, surveyor, accounting
department and construction coordinator and the actual additional cost to the City will vary with the actual tasks
involved and the team charged with completing the effort.

Dear Jim:
Pursuant to your request, we have continued discussions with Mr. Mike Brost, Vice President, Distribution, Jacksonville
Electric Authority, concerning the construction of an underground electric distribution and street light system in
conjunction with the Core City Drainage Improvement Project. As outlined in the attached JEA letter and recent
discussions, the JEA position is generally as follows:
JEA Responsibilities:
a. Provide plans and specifications for the underground distribution system.
b. Reimburse the City of Atlantic Beach for the increased construction cost of the project.
c. Install the electric wire in the conduit upon completion of the conduit system.
d. Remove the existing overhead system.
Based upon previous estimates, the JEA anticipates their cost to be approximately$400,000.
City of Atlantic Beach Responsibilities:
a. Install the underground secondary conduit from the right-of-way line to each house and convert each
homeowner's meter assembly from overhead to underground. Based on JEA estimates, the anticipated
cost of this work is $1,000 per connection for a total of$300,000.
b. Obtain easements for all transformer locations.
c. Coordinate the project with the contractor.
d. Make provisions with Bell South and Media One for the removal of their facilities.

Based upon these tasks and assuming that Bell South and Media One will relocate their facilities at no cost to the City,
we recommend.the City budget$300,000 for the house service change over and$100,000 for the soft costs for a total
line item of$400,000.
