BACKGROUND: The Public Utility Department purchases chlorine for disinfection at
the water and wastewater plants. The existing contract with Jones Chemicals expires July
31, 2005, and the vendor was not willing to renew the contract at the current prices. Bids
were advertised, and mandatory site visits required for any bidders that had not
previously performed them. Bidders were required to submit documentation on security,
risk and process safety management programs, as well as standard bid forms. One bid
was received on July 13, 2005 as follows:

The low bidder meeting all requirements was Jones Chemical, Inc. Overall costs are
22% higher than our existing prices.
Another vendor, Brenntag, submitted a faxed quote, which could not be accepted as a bid.
Brenntag's price was 17% higher than that of the bid submitted by Jones Chemical, Inc.
BUDGET: Funds for chlorine are included in the Water and Sewer Treatment funds
in the amount of $29,000 under account nos. 400-5502-533-5200 and 410-5508-535-
5200.
RECOMMENDATION: Award the annual contract for chlorine to Jones Chemical,
Inc. at the unit prices submitted in Bid No. 0405-18
