AGENDA ITEM: Authorization for the City Manager to sign the Certification of
Taxable Value form DR-420.

BACKGROUND: Each year, the property appraiser sends to the City of Atlantic
Beach the Certification of Taxable Value, Form DR-420. The City
is required to send the form back to the property appraiser within
35 days indicating the millage rate that the City would like to have
printed on the proposed tax bill sent to all property owners.
It is the City's past practice to send the form to the property
appraiser with the existing millage rate, allowing the Commission
to either adopt the same rate or lower it after considering it in the
budget workshops. The reason for doing this is that if the City
notices the property owners of a lower millage rate and then after
budget workshops decides to increase the millage, the City would
then have to notify all property owners of the higher millage rate at
the City's expense in the same manner as the original notices.
The DR 420 also indicates to the property appraiser the date, time
and place for our first public hearing on the proposed millage and
budget. Our regularly scheduled city commission meeting on
September 12~' does not~conflict with either the City of
Jacksonville or the School Board and therefore we recommend that
September 12`t' be the meeting at which we set the tentative
millage rate. The final millage and budget would then be adopted
at the next scheduled meeting on September 26, 2005.
RECOMMENDATION: Authorize the City Manager to sign the DR 420 indicating
the current millage rate and setting the date of our first public
hearing on the millage rate and proposed budget for September
12th, 2005.
