Courtesy of the floor to visitors Pam McCrary, 226 1st St., spoke about parking issues at the Town Center and recommended there be no parking allowed adjacent to sidewalks on 1St Street. Approval of Minutes A. Approve minutes of the Parking and Pedestrian Safety Advisory Resource Committee Meeting on October 19, 2017. Commissioner Stinson asked if there were any corrections to the minutes. Motion: Approve minutes of the Parking and Pedestrian Safety Advisory Resource Committee meeting on October 19,2017 as presented. Moved by Tari, Seconded by Wappes November 2, 2017 PARKING AND PEDESTRIAN SAFETY ADVISORY RESOURCE COMMITTEE MEETING Motion Carried unanimously. There were no corrections, so Chair Stinson stated the minutes stand as submitted. Mr. Tari would like to see the correction made to the Recommendation under Paragraph 2.a., second line strike the word"initial" and same line, change "would"to"could". • Ms. Reich inquired whether paid parking accounts for re-nourishment equally to free parking or did it have to be equitable in order for it to count. Commissioner Stinson stated he did not know the answer to that question and turned the floor over to Ms. Candace Kelly to address this question. Commissioner-Elect Candace Kelly, Belvedere 149 Belvedere St., Commissioner-Elect Candace Kelly explained there are provisions to accommodate residents but is yet to be determined and could be determined by each City independently. A resident would register their license plate and it would be up to the City to determine the discounted rate. Mr. Tari explained as he understood it that in order to receive re-nourishment funds everyone including residents would pay the same rate. Ms. Kelly explained what she learned from the Transportation Committee meeting she attended in Neptune Beach. She stated the more complicated the rules, the longer it will take to get the software and they would like to get it done for the summer season. She referred to the handout titled Parking Program and Management Structure Overview/Beaches Town Center that was prepared by the vendor to answer some of the questions that the Town Center Committee and Neptune Beach had. She further explained they discussed how to manage the paid parking between the City of Neptune Beach and the City of Atlantic Beach, how to manage the fines and that they are committed to submit this before the holidays in order to get the hardware in the Spring. Chair Stinson inquired whether there were any other questions that arose out of the discussion regarding re-nourishment and paid parking. Mr. Wappes stated they still have not received an answer regarding allocation of space for electric carts and re-nourishment. He explained they will need to address that issue as they begin to look at other alternative parking solutions. Ms. O'Bannon stated that in the discussion the two big issues are enforcement and management. Ms. Kelly stated that the Beaches Town Center would coordinate all the contracts necessary to make this work. They would contract with the various private lot owners. The parking fines have not been decided and she would encourage Chief Pike and Chief Cook to have a conversation regarding that. Sergeant Jevic inquired whether there would be a need for police parking enforcement. Page 2 of 5 November 2, 2017 PARKING AND PEDESTRIAN SAFETY ADVISORY RESOURCE COMMITTEE MEETING Ms. Kelly stated no the system is designed to be managed by a golf cart and has a GPS positioner that coordinates with the kiosks. It drives around and notes the license plate and its GPS coordinates and transmits it to the kiosk. The license plate registration for residents is a necessity, that way they will be exempt to whatever degree they decide it should be. She explained that if you go over the time limit you will receive a cell phone reminder that your parking time is expired. She stated however the time allowed to park in a paid parking spot has not been decided yet. Sergeant Jevic inquired who will drive the golf cart around. Ms. Kelly explained it is in the contract with the Town Center Agency and any enforcement will be handled through the contractor and does not go through the police. She stated this did not include handicap parking or illegal parking. They only discussed metered parking spaces and that the police department would be responsible for all other issues on City property. Pay for Parking The Committee spoke at length about neighborhood creep, signage to clearly designate parking spaces, sign pollution, right-of-way issues and re-nourishment funding. Chair Stinson spoke about the paid parking solution and suggested the Committee define how much the City of Atlantic Beach will need to designate the parking in a particular area. Sergeant Jevic can explain the areas that tend to be a problem in the City. He suggested they look at an overhead map of the specific areas and discuss designation of parking spaces and signage. Mr. Wappes inquired if staff could send the Committee a map or diagram of the streets and go over the areas of interest together as a group to find parking solutions. Beach re-nourishment parking requirements The Committee spoke at length regarding re-nourishment and State Code funding requirements and discussed presenting their ideas to Councilman Gulliford. Chair Stinson stated when he saw the financial numbers from the City of Neptune Beach projections from their paid parking program, it is possible that our paid parking program could become a substitute for the beach re-nourishment project and that the revenues be placed in a restricted fund so that we can control our own re-nourishment project. Ms. Whittington spoke about the distance requirements for access points and public facilities. A lengthy discussion ensued among the Committee regarding parking logistics and how they can meet the requirements for re-nourishment funding. Mr. Wappes inquired if Ms.Whittington could delineate where the existing lines should be on a map. Ms. Whittington was in agreement. Page 3 of 5 November 2, 2017 PARKING AND PEDESTRIAN SAFETY ADVISORY RESOURCE COMMITTEE MEETING Chair Stinson inquired about a possible recommendation regarding a Committee Vice-Chair position to chair the meeting in his absence. Motion: Consider nominating a Vice-Chair in the absence of the Chair. Moved by O'Bannon, Seconded by Wappes Discussion ensued and Nancy Whittington recommended Michael Tari to represent the Vice-Chair position. Vote: Aye: 11 Nay: 0 Motion Carried, unanimously. Motion: Nominate Michael Tari as Vice-Chair. Moved by Whittington, Seconded by O'Bannon Vote: Aye: 11 Nay: 0 Motion Carried, unanimously. A Committee member inquired whether Chair Stinson would remain the Chair of the Parking Committee with the incoming Commission. Chair Stinson spoke about the new Commission and the Mayor Pro Tern position and how that could affect his Chair position in the event of a change. Discussion ensued about the need to keep continuity. Chair Stinson recommended that the Committee members contact the other City Commissioners and make their wishes known as to who they would like to Chair this Committee. Next Agenda Items There was a discussion about their meeting schedule and topics for the next meeting. The items to be discussed will be: 1.) Issues for paid parking. 2.) Beach re-nourishment. 3.) Schedule for upcoming meetings. Closing • Officer Jevic handed out the parking Code of Ordinances for the City of Atlantic Beach and spoke about the importance of Chief Cook being involved. • Mr. Wappes stated he is happy to be here. He is also happy to be here and is excited that their Recommendation is going in front of the new Commission. • Ms. Lagner thanked everyone, especially Ms. Whittington for all her hard work and welcomed Chair Stinson back. • Ms. Winfree thanked everyone and stated it seems there is some substance that is being turned over and being well thought out. • Ms. O'Bannon thanked Mr. Tari for speaking at the Commission meeting the other night and believes everyone is happy with the work of this Committee. • Ms. Whittington thanked everyone and is especially thrilled that this is not the last time Chair Stinson will be leading this Committee and is continuing for continuity. • Chair Stinson stated he is happy to Chair this Committee and is a passion of his. He thanked Mr. Tari for attending the Commission meeting to represent the group. He appreciated the Committee welcoming Mayor Reeves as the stand in Chair at the last meeting.
