3.4 LIFT STATIONS
3.4.1 General Information
Fourteen of the fifteen Atlantic Beach lift stations are of the above-ground, self
priming pump type. The remaining station is a submersible pump type lift station.
Nine of the thirteen Buccaneer District lift stations owned or operated by the City are
of the above-ground; self priming pump type. The remaining four lift stations are of
the submersible pump type.
3.4.2 Field Investigations
Extensive field investigations of each lift station were conducted by S&G personnel.
These investigations included performing pump drawdown tests, measuring and
recording dimensional information for each wet well, recording motor and pump
nameplate information, recording information about the general condition of each lift
station, and recording general observations about each station. Results of field
investigations for the Atlantic Beach and Buccaneer District lift stations are presented
in Appendix B and are provided in an electronic format on the accompanying CD
under file name AB-BUC LS Data. Available site plans of lift stations are also
included in Appendix D.
This information was also formatted into a database using Microsoft Access. The
database was structured to allow the City to update and expand their information
recording effort for each lift station. An example of the database output is shown in
Figure 3.2.
In general, all lift stations were found to be well maintained. There were minor problems associated
with plugged pressure gauges and lines, and one cracked discharge pipe was found in one lift station.
Maintenance items such as these were reported to City staff. The enclosure at Lift Station I is
deteriorated, difficult to work in, and should be replaced with a standard building enclosure.
Approximate pump cycle times were developed for each lift station and are presented in Table 3.3.
Cycle times for the Atlantic Beach lift station are discussed further in Section 5.1.3, where specific
recommendation for Lift Station C are presented as part of the overall manifolded system analysis.
Regarding the Buccaneer District lift stations, the Mimosa Cove and Navy lift stations have
unacceptable pump cycles. In general, 15 and 20 horsepower motors, such as are installed in these
two lift stations, should operate no more than six times per hour. With pump cycles of three
minutes, the motors in these two stations are operating approximately 20 times per hour. The pump
down rates indicate the pumps have adequate pumping capacity. The cycle time problems appear
to be associated with the storage volume in each wetwell. The influent pipes were submerged during
the field investigation of these lift stations, and determination of invert elevation was not possible.
These stations should be evaluated further for increasing the wetwell storage volumes by either
lowering the elevation at which pumps are turned on, raising the elevation at which pumps are turned

off, or by constructing new wetwells. There appears to be adequate room for a new wetwell at the
Navy lift station site, but not at the Mimosa Cove site.
3.5 FORCE MAINS
Force mains range in size from 4 inches to 18 inches. Force mains are constructed of ductile iron
or PVC. Schematic diagrams of the force main systems for the Atlantic Beach and Buccaneer
District sewer systems are presented in Figures 3.3 and 3.4, respectively. Force mains are presented
on Exhibits 1 and 2.
The manifolded force main system discharging to the Atlantic Beach wastewater treatment plant was
extensively modeled and hydraulically analyzed. A description of the modeling effort and results
are presented in Section 5 of this Master Plan.

7.3 COST OF RECOMMENDED IMPROVEMENTS
The costs of the recommended improvements described in Section 7.1 are presented in Table 7.3.
All of the improvement costs include contingency, engineering, and resident observer costs, as
appropriate. Costs for gravity sewer and manhole rehabilitation were calculated by multiplying the
estimated average unit cost of the current core city sewer rehabilitation project of $100 per foot of
sewer pipe in the project times the quantity of sewer pipe in each mini-system recommended for
rehabilitation. Costs for lift station improvements were based on quotes received from equipment
suppliers and engineering judgement. The estimated costs are based on current market pricing and
do not include any cost for inflation beyond the year 2000.
7.4 RECOMMENDED CAPITAL IMPROVEMENT PLAN
It is recommended that the City of Atlantic Beach proceed immediately with construction of a master
lift station at the Atlantic Beach wastewater treatment plant, with construction of associated
improvements at lift stations C and E, and with replacement of portions of the manifolded pressure
main system.
It is recommended that the City of Atlantic Beach perform upgrades to lift stations H, O and I in the
Atlantic Beach system, and to the West End, Mimosa Cove, and Navy lift stations in the Buccaneer
District system.
It is recommended that the City of Atlantic Beach clean, TV and evaluate mini-systems O, I J, F and
the portions of A&B currently not being rehabilitated in the Atlantic Beach system. Also clean, TV
and evaluate mini-systems Cypress Creek, Courtyards, Mimosa Cove, Lakeside, Aspen Ridge,
Schooner Bay and West End in the Buccaneer District system.
It is recommended that after evaluation of these systems, the City of Atlantic Beach establish a
Sewer System Rehabilitation program to correct the deficiencies discovered. It is recommended that
the City of Atlantic Beach budget $12,748,500 for this sewer system rehabilitation program. It is
recommended that the building of this program be completed within the next ten years, as shown in
Table 7.4.
7.5 CAPITAL FUNDING ALTERNATIVES
The City has inadequate cash reserves to fund the capital improvement program recommended
herein. To provide for the needed infrastructure improvements, a variety of alternative funding.
sources have been evaluated. An excellent source of information for capital funding alternatives is
a publication by the Florida League of Cities, Inc., titled "Financing and Technical Assistance for
Florida Municipalities 2000". A summary of the findings excerpted from this publications about
select programs is provided below.
Revenue from Utility Rates: Aside from grants, revenue from utility rates is the least costly option
from which a City can obtain capital for improvements. Recognizing the need for additional capital,
and recognizing that existing water and sewer rates did not adequately provide for maintenance of
the existing infrastructure, Atlantic Beach recently committed to raising water and sewer rates during
fiscal years 2000/2001 and 2000/2002. When fully implemented, the increased rates are expected
to provide approximately $1,000,000 per year for capital improvement projects. While having no

Recommendations: It is recommended that the City continue to develop utility rates that provide
adequate funding for maintenance of the public infrastructure. To expedite the improvements
recommended herein, it is recommended that the City explore the funding opportunities with the
following programs, as a minimum: The State Revolving Fund (SRF) Loan Program for Waste
Water Treatment and the Florida Small Cities Community Development Block Grant Program.
Additionally, because of the annual possibility for damage due to flooding caused by tropical
cyclones, and the City's history of flooding problems, it is recommended the City pursue funding
from the Project grants portion of the Flood Mitigation Assistance Program. Finally, to assist with
development of a reclaimed water treatment and distribution system, the City should seed funds from
the St. Johns River Water Management District and the SRF Loan Program for Wastewater

Opportunities for Syner istg is Operation: Atlantic Beach will soon begin evaluating the existing
sludge dewatering system. The filters at the Atlantic Beach wastewater treatment plant are also used
to process sludge from the Buccaneer wastewater treatment plant. During inclement weather these
filters are unusable. Having access to the Neptune Beach belt filter press would present the City of
Atlantic Beach with an optional dewatering process, without bearing the full retail cost for
installation.
In summary, there appears to be significant financial opportunity and potential operating synergies
involved in expanding the Atlantic Beach service area to include Neptune Beach. The City should
investigate this opportunity as circumstances warrant.
8.2 Mayport Naval Station
Under a services contract, Johnson Controls-Hill currently operates the Mayport Naval Station's
water treatment system and wastewater treatment system. Johnson Controls-Hill began operating
these systems for the Navy on October 1, 2000.
The Navy i.s interested in privatizing their water and wastewater systems, including those located
at Mayport. In May 2001, the Navy is scheduled to advertise for bids to purchase these systems.
Because of the City's proximity to Mayport, Atlantic Beach should have an opportunity to submit
a competitive bid, if interested in doing so.
Several factors and options should be considered when evaluating this opportunity to expand the
City's water and sewer systems to include Mayport. It may be possible for the City to modify the
Buccaneer and Atlantic Beach Water Distribution and Sewer Collection Systems so as to increase
the amount of the total area served by the Atlantic Beach System. These modifications would allow
extra capacity to be created in the Buccaneer Systems, which could be utilized to serve Mayport.
This option could involve expansion of the Atlantic Beach Water and Wastewater Treatment Plants,
or installation of additional lift stations, force mains and water mains, or some combination of all
of these improvements. Or, the City could simply operate the Navy's existing treatment systems.
Oily water, bilge water, and similar discharges from Navy vessels berthed at Mayport are currently
processed separate from the domestic sewage system. The City could continue this practice, which
would result in their operation of an industrial pretreatment system. Or, the City could negotiate
with the Navy so that the Navy is responsible for operation of their own industrial pretreatment
system.
JEA will probably be interested in purchasing the Mayport utility systems. Atlantic Beach should
expect JEA to offer the Navy some sort of package deal involving purchasing water, sewer and
electric utility systems at Mayport, NAS Jax and NADEP. JEA's pricing strategy can be expected
to be flexible relative to the price offered for individual systems.
Finally, the City is considering supplying reclaimed effluent from the Buccaneer Wastewater
Treatment Plant to Mayport for irrigation of the on-Base Golf Course and other property. It is
possible that the value of the reclaimed water furnished by Atlantic Beach can be packaged with the

City's offer (price) to purchase the Mayport water and sewer systems, thereby enhancing the total
value of the City's offer to the Navy.
8.3 Other Considerations:
Local ownership and operations of basic utility infrastructures such as water and sewer utilities
benefits customers to the extent that rates are competitive, service is responsive, and that customers
have opportunity to have their expression of needs heard by elected officials. The third nearby utility
system, JEA, has stated as an official objective to be provide electric, water and sewer utility
services within Duval County. To that end JEA is planning to extend pipelines across the
Intracoastal Waterway in conjunction with the widening of Atlantic Boulevard and construction of
the Wonderwood Drive Extension.
The citizens of Atlantic Beach and the Buccaneer District customers of Atlantic Beach enjoy the
benefits of being served by efficiently operated utility systems, being served by people from their
community, and having a locally elected officials available to hear their concerns. By expanding
its water and sewer service areas, most likely to serve Neptune Beach, the City of Atlantic Beach
could possibly reap some economies of scale, lower their operating costs, and enhance their ability
to preserve the quality of service its current customers receive.

Lift Station "J"
Lift Station "J" is located at 481 Stewart Street. It is an above ground, self-priming
sewage lift station with 240V, single phase electrical service provided.
Both Pumps 1 and 2 are Gorman Rupp pumps model number T3460-B. The serial
number for Pump 1 is 853561, and the serial number for Pump 2 is 553552. The motors
for pumps 1 and 2 are five horsepower Leroy Somer model number L-5-184T. The
operating voltage for both motors is 208/230 single phase and the rpm is 1750.
The following table shows characteristics of the wet well and the results of the drawdown
test.

The sewer invert elevation is -9 feet 4 inches from the top of the wet well. The pump
discharge pipe is 3" and the pressure main is 4" in diameter, both are cast iron.. There are
two 4" manually altered gate valves and two 4" check valves. The force main travels 150
feet and discharges at manhole 787A.
Although a complete structural analysis was not conducted, there is noticeable seepage
from fractured concrete in the wet well.

Lift Station "K" is located at 1397 West 14th Street. It is an above ground sewage lift
station with 230V, electrical service provided.
Both Pump l and 2 are Gorman Rupp model number T4A24B pumps. The motors for
pumps 1 and 2 are 15 horsepower Toshiba-Hudson model number B0154DLF2UM. The
operating voltage for both motors is 230/460 and the rpm is 1755.

Although a complete structural analysis was not conducted, the structural condition of the
well looks good. There were no leaking joints or rebar corrosion.
Pump No. 1 and Pump No. 2 seem to be running at the same general flow rate. This
indicates no major problems with the pumps, motors, or piping in the pump station.
