MINUTES OF THE SPECIAL CALLED MEETING OF ATLANTIC BEACH CITY
COMMISSION HELD IN CITY HALL, 800 SEMINOLE ROAD, AT 6:00 PM ON
THURSDAY, JUNE 26, 1997
PRESENT: Lyman T. Fletcher, Mayor
L. Mike Borno, Commissioner (Excused)
John S. Meserve, Commissioner
Steven M. Rosenbloom, Commissioner
Suzanne Shaughnessy, Commissioner
AND: James R. Jarboe, City Manager
Don Ford, Building Official
Timmy Johnson, Recreation Director
Maureen King, City Clerk
The meeting was called to order by Mayor Fletcher.
1. Report and related action in connection with possible donation of a house in Ponte
Vedra
Don Ford reported he had researched the possible relocation of the house in Ponte Vedra which
the owners had offered to donate to a charitable organization. While the house was in excellent
condition, the cost to move the structure would be more than originally estimated and it was his
recommendation the city not pursue the matter further. He felt if the city so desires, a structure
could be designed and built to meet the city's needs for a comparable cost.
Commissioner Shaughnessy moved to accept the recommendation of staff and not pursue
the matter further. The motion was seconded by Commissioner Meserve and carried
unanimously.
2. Any other business
Commissioner Rosenbloom reported he had accepted a Certificate of Appreciation presented by
Greenscape to the City of Atlantic Beach in recognition of its support of the Atlantic Boulevard
beautification project.
Mayor Fletcher announced that a ceremony had been scheduled for 1:30 PM on Monday, June
30, 1997, recognizing the opening of the Mayport Lighthouse to the public. He indicated that he
would be out of town on vacation and requested that a Commissioner attend in his place.
Commissioner Rosenbloom reported that at this point he was not certain, but he may be unable
to attend the City Commission meeting July 14. Mayor Fletcher suggested that an Acting Mayor
be selected this evening in order to avoid any confusion on the evening of the meeting.

Minutes- Special Called Meeting
June 26, 1997
Commissioner Borno moved to appoint Commissioner Shaughnessy as Acting Mayor in the
event the Mayor Pro Tem is unavailable. The motion was seconded by Commissioner
Shaughnessy and carried unanimously.
Commissioner Rosenbloom suggested amending the City Charter to require only one meeting of
the City Commission in the months of July and August. He was advised that this would have to
be approved by referendum. He indicated he would pursue this matter further and have it placed
on the ballot in the municipal election in October.
The City Manager reported that the new fire truck would be delivered that evening. The Mayor
requested that the City of Jacksonville be formally recognized for their contribution in acquiring
the truck.
Commissioner Rosenbloom inquired regarding a Haftco sign which he felt was in violation of
city ordinances and was advised that this matter had been referred to Code Enforcement
There being no further business to come before the City Commission, the Mayor declared the
meeting adjourned at 6:30 PM.

MEMORANDUM
TO: Jim Jarboe
City Manager
FROM: Don Ford cI

SUBJECT: Cost of moving donated house from 905 South Ponte Vedra Boulevard to
Russell Park
I have researched the possible relocation of the 3,000 square foot house at 905 South
Ponte Vedra Boulevard to Russell Park, for use by the City.
The house had been presented to the City at a cost of approximately $55,000 to move to
Russell Park. The City would spend approximately $60,000 to $70,000 to remodel and
upgrade the structure.
The following are actual cost from three sources to move and remodel the structure:
The Kendale Company has submitted a verbal quote of$88,000 to more the structure
and set it up in Russell Park. This would require an estimated $53,457 to remodel and
complete for the City's use. Total cost - - - $141,457 + 10%
The Larue House Movers 's estimate was $60,000 to move the house with
approximately $20,000 additional cost to the City. Add the Hafto remodeling cost +
10%: Total Cost $133,457 + 10%
While this project originally appears to have value in that the per square foot cost
originally approached $39.00 per square foot, the high estimates given by the moving
companies has raised the estimated cost per square foot to $47.00 per square foot, and
all cost such as landscaping, exterior painting, decks, shingles, furniture, window
dressing, interior decorating have not been addressed.
It is staff's opinion that this project is not feasible because of the high relocation cost. A
like size structure, designed and built for City use would be approximately $50.00 per
square foot complete.
