COUNCIL HELD AT THE TOWN HALL ON TUESDAY, OCTOBER 12TH, 1954 AT
8 P.M.

The meeting was called to order by the President, Mr. Minchew,
and went into session as an Equalizati9n Board to hear complaints
or requests for changes in the 1954 Tax R.41. Mr. Harcourt Bull
presented a request for reduced valuation on certain lots in
Blocks 10,11,12, 13, and 14, Atlantic Beach, and in Selve Marina.
He advised that certain of these lots were low, and others swampy,
and he felt an adjustment should be made in the Tax Roll valuation
as assessed. The Council requested a written list of these lots,
and the matter was referred to Mr. Dick Hamilton, Tax Assessor for
study and recommendation.
Mrs. McFall of the Saltair Apartments appeared with a request that
the assessed valuation on their property be reduced as they felt
it was too high. This was referred to the Tax Assessor for study
and recommendation.
There being no further complaints it was decided to take these
two under advisement for 48 hours, at which time the Council will
meet and take action.
The Town Clerk reported that Notices of the Equalization Board
Meeting were posted at the Town Hall, the Postoffice and the A&A
Super Market (Banner ) , and was that the necessary notice was
published in the Florida Times Union, copy of certification thereof
is attached hereto and made a part of these minutes.
The Council next went into regular session and the minutes of the
regular meeting of September 14, 1954 were read and upon motion of l•r.
Adams, seconded by i1r. Feather were approved as read.
Minutes of the adjourned meeting of September 21st, 1954 were read
and upon motion of Mr. Adams, seconded by Mr. Carr were approved.
Minutes of the adjourned meeting of September 28th, 1954 were read
and upon motion of Mr . Thames, seconded by Mr. Carr were approved.
Mr. Minchew recognized visitors present and called for any business
from the floor , Mrs. Silver requested the Council to reconsider their
previous vote and allow the bars -arylligi.or Mores to stay open
after midnight, as most of their business is between midnight and
one A.M. She also requested that the drainage pipe at their corner
be cleaned out. There was a general discussion of the situation there
and Mr. Brotchie advised that he would clean the pipe out.
Mr. Brotchie advised that he had finished the plans for the vault
but had not gotten any prices .
The City of Jacksonville has not given us prices covering installation
of new street lights to date.
Ordinance it164, being an O dinance regulating the hours for the sale
of alcoholic and intoxicating beverages in the Town of Atlantic Beach,
• was presented for third and final reading. The Clerkmad the Ordinance ,
and upon motion of lir. Thames , seconded by Mr. Adams it was passed by
unanimous vote on third and final reading.
Mr. Brotchie advised that he had received some bids on barricading the
Beach, but that Roy Landrum's bid was made verbally, and we are waiting
for a written bid from him.
Ordinance # 165 establishing a safety zone on the Beach was
presented for third and final reading. The Clerklead the Ordinance ,
and Mr. Carr moved that the words "or any bicycle" be striken
from the 3rd line Section 2, Page 2 as presented and that the Ordinance
as so amended be passed on third and final reading. The motion was
seconded by Mr. Adams , and carried.
Mr. Brotchie reported that the 10th and 11th Sts . paving is nearing
completion,ciand that after it is completed and the Contractor fur-
nishes bond that 1/3 payment will be due him. He also advised that
he plans to put inaabout 1000 feet of drainage on these new streets ,
and that Club Manor is well on the way with the work progressing.
He also plans to patch parts of Beach Ave, 5th, 6th and 7th Streets .
A letter was read from the Atlantic-Neptune PTA thanking the Council
for the donation to their welfare Cund.
A resolution by the City of Lantana, Florida relative to small towns
receiving part of the gasoline tax to help keep up their streets, was
read, and upon motion of Mr. Feather , seconded by Mr. Carr the Town Clerli
was instructed to prepare a letter and forward it to the City of
Lantana, Fla. expressing the Council 's approval of their Resolution.
The Treasurer 's report was presented, and upon motion of Mr. Thames ,
seconded by Hr. Feather was approved with balances as follows:

The bills were next studied and upon motion of Mr. Adams , seconded
by Mr. Feather , the following were approved for payment:

In view of the cost to fill these lots it is respectfully requested that low lots
be assessed at about one half of those that require no filling and swampy lots
be assessed at the Town's lowest nominal value.
