SUMMARY OF QUALIICATIONS
Having been a resident and home owner in Atlantic Beach, since 1985, I feel that my
knowledge and personal experience can only be a help to the community growth of
Atlantic Beach.
Having been born and raised in Philadelphia Pa, I soon traveled the world when I joined
the military. That military experience quickly gave me substantial responsibility. I
provided security for nuclear-armed aircraft for the Strategic Air Command division of
the U.S. Air Force,before going to Viet Nam,where I engaged in combat with enemies
of the United States of America and earned nine decorations, including the Vietnamese
Medal of Honor and the Air Force Commendation medal. My military experience set the
groundwork for developing values of discipline and personal responsibility that have
guided my life.
Following my military service,I resumed my education and within three years worked
my way through and completed my Bachelor of Science in Communications degree at
Temple University in Philadelphia. I then began a successful 25 year career in
broadcasting,on,and off the air with marketing and advertising agency experience,
coupled with sales, rounding out my experiences of working with and dealing with
people and helping them solve their needs.
Having turned my attention now to Atlantic Beach, I have gotten involved with my
community. In the Sea Place Condominium community,where I live, I was elected to the
board of Directors,where we as a team have planned major renovations. Our plan was
sound enough to gain bank financing and the renovations were completed on time and on
budget. The loan was repaid ahead of schedule, saving on interest cost and property
values were boosted substantially. Currently I serve as the Vice President of the board
I also in 2003 ran an election campaign for an Atlantic Beach City Commissioners seat,
where I learned even more about my community and its citizens needs. While going door
to door, attending many community events and speaking before many different
community groups, I gained the experience and learned first hand,the feel of the
community and the people who live and work here.
My on going community involvement has included volunteering and working with the
Players Championship,the American Diabetes Association,the Susan B Komen Breast
Cancer Fund,the Beaches Chamber of Commerce,the Membership committee and the
Welcome committee of the University Club,and serving the Republican Club of the
Beaches as its Vice President.
I look forward to any opportunity that the community of Atlantic Beach will offer to me
to serve our community, in helping protect the character of our community and the
quality of life in Atlantic Beach.
1 Code Enforcement Board
Meets in Commission Chambers, 800 Seminole Road,at 7:00 pm the second Tuesday of January, March,
May,July, September and November. The board consists of seven members who are appointed by the City
Commission and who serve three-year terms. The Code Enforcement Board has the jurisdiction and
authority to hear and act on alleged violations of the following:
• City of Atlantic Beach Code of Ordinances,
• Building codes.as adopted by the City.
• Standard Housing Code,as adopted by the City,
• State of Florida Health Code.
• Florida State Statutes,and
• State,county, and local laws and ordinances whose intent is to promote the health, welfare, and
safety of the citizens of the City. The Code Enforcement Board has the authority to assign penalties
as provided by Florida Statutes, Chapter 162.
Community Development Board
Meets in Commission Chambers, 800 Seminole Road,at 7:00 pm the third Tuesday of each month. The
board consists of seven members who are appointed by the City Commission and who serve two-year terms.
Applications for Variances, Uses-by-Exception,and rezonings are considered by the Community
Development Board. The board makes final decisions on Variances and forwards recommendations to the
City Commission on Uses-by-Exception, rezonings and several other types of applications. The City
Commission makes a final decision on these requests.
N()-1 Pension Board of Trustees
Meets in City Hall, 800 Seminole Road,quarterly,as scheduled. The City has two five-member pension
boards,one for police employees and one for general employees. The boards are responsible for the general
administration, management,and oversight of the operation of the retirement system. Each board consists of
five members.
Tree Conservation Board
,`.--/ Meets in Adele Grage Cultural Center, 716 Ocean Boulevard at 7:00 pm on the second and fourth
Wednesday of each month. The board consists of five members who are appointed by the City Commission
and who serve 2-year terms. The board reviews applications for site clearing and removal and relocation of
protected trees,determines mitigation for removal of protected trees, brings to the attention of the
community development director any violations of the City's tree protection ordinance and recommends
appropriate action toward enforcement and correction.
OCultural Arts and Recreation Advisory Committee
Meets in Adele Grage Cultural Center, 716 Ocean Boulevard at 7:00 pm on the fourth Tuesday of each
month. This committee consists of nine members who are appointed by the City Commission and who serve
2-year terms. The duties and responsibilities of the committee include:
• Develop plans,promote and support programs and projects to bring the benefits of recreation to the
citizens of Atlantic Beach,
• Recommend a calendar of special events,
• Evaluate and advise the City on the effectiveness of programs,
• Evaluate and make recommendations on assignments or requests made by the City Commission or
City Manager,and
• Evaluate and make recommendations to the City commission on requests for City funding for special
events,art projects,and recreation programs.

Ms. Green's 16 year planning career has incorporated both private consulting and municipal
planning. As a municipal planner for the City of Jacksonville. Ms. Green was responsible for
responding to questions regarding zoning and land use issues, proposed street closures. and
surplus property requests for properties throughout Duval County. Ms. Green prepared and
presented recommendations on zoning applications, including Planned Unit Developments
(PUDs)as well as all the amendments to the Zoning Code.before both the Planning Commission
and the City Council Ms. Green was responsible for preparing text amendments to the Zoning
Code and conducted the rewrite,draft and presentation of the City of Jacksonville's Zoning Code
for adoption. as was required by the State mandated 2010 Comprehensive Plan.
Ms. Green held the position of Director of Planning for England, Thims & Miller. Inc. for four
years after leaving the City of Jacksonville. In this capacity, she directed the planning
responsibilities for the firm,which included residential, commercial and industrial developments
in the northeast Florida region. Under her direction, the Planning Department at ETM, was
responsible for handling the zoning. site planning and other land use issues, including
comprehensive planning and concurrency issues,on each of the private and public development
projects being managed by the firm.
As a Principal with the firm of Green&Kupperman. Inc.since its inception in 1998.Ms.Green has
managed the firm's client base. various on-going projects. and the daily operations of a land

Application for a position on the Community Development Board, City of Atlantic Beach
1) My professional experience* as a successful teacher and advisor(counselor)afforded
me ample and varied opportunities to work with people who had problems, needed
guidance.and required the active participation of many others to solve their problems.
I certainly understand that different people bring different perceptions and expectations to
any discussion and situation.
2) My husband and I have owned several properties in Atlantic Beach. Working with
the City whenever required, we upgraded and improved those properties. Except for our
home. we sold all of those properties and are pleased to report that all of them are today
attractive and flourishing.
3) In 1986, I started and operated a successful small business** in Atlantic Beach,an
experience that remains with me still! I am very much aware of the impact a business has
upon the community and how important it is to work within the community,both with
neighbors and customers, and with the City government.
4) Recently, I spear-headed a successful neighborhood action to have the speed bumps on
Plaza reinstalled, a development that has proved effective in restoring the residential
ambience of one of Atlantic Beach's oldest neighborhoods. By clearly defining the goal
and asking for their help, I think I effectively encouraged many residents to actively
participate in the process.
5) My family moved to the Beaches area in 1954. I went to San Pablo Elementary
School,the"old" Fletcher, now FMS, and the"new" Fletcher. FHS, graduating in 1967.
My husband and I returned to Atlantic Beach, after college*** and living abroad,in
1983. There is much discussion today about the character of Old Atlantic Beach. I have
seen many changes in Atlantic Beach since the days when much of it was "forest
primeval"and nobody locked their doors. Now that I am retired from teaching. I would
like to be able to share my experience and perspective to develop and preserve the
vibrant, healthy, inclusive community that is Atlantic Beach today. I think I know how to
listen,to distill and focus issues, and my goal is always to develop a"win-win"solution.
I have a particular personal interest in the effect architecture and city planning have on
quality of life issues, which is why I would like to serve on the Community Development
Board of Atlantic Beach.

*Teaching experience: I was Administrative Assistant to the Headmaster of
Ahlman Academy, Kabul, Afghanistan 1969-70. I taught kindergarten and elementary
grades at The International School of Kuala Lumpur, Malaysia 1972-73, the Anglo-
American School of Sofia, Bulgaria 1973-80, and the Dow(Chemical Company) School,
Malinska, Yugoslavia(now Croatia) 1980-83. I taught mathematics at Mayport Middle
School 1983-87. The last seventeen years of my teaching career were at The Bolles
School. where I taught algebra and AP statistics and was a Grade 11 advisor. Variously
and collectively at these schools, I actively participated outside the classroom in
administrative decisions, community relations,and on academic committees.
** On the Boulevard was the first gourmet foods, wine, cheese, catering business
at the Beach. I started the business in one of the units of the commercial building(now
Radio Shack)that my husband and I renovated. I sold the business after one year,to
Betty James.
***My AB degree,cum laude, in Psychology and Education is from Randolph-
Macon Woman's College 1971.and I have an MAT degree. in mathematics. from JU
1990.

Letter to Board and Committee Members
The City of Atlantic Beach greatly appreciates your service on one of our many boards and
committees. This service requires not only many hours of your time and commitment,but
sometimes requires difficult decisions to vote on issues that may affect our friends and
neighbors. However, you can be assured that your service helps make Atlantic Beach the great
place to live and work that it is today.
The purpose of this letter is to pass along some expectations of all of our board and committee
members that will help guide you in your service to the city.
1) Attendance. Your attendance at meetings is extremely important. Any absences at the
meetings would deny the applicant the full consideration on any issue going before your board.
In some cases, missing a meeting may cause your board or committee to be unable to conduct
business for lack of a quorum. We realize that members occasionally have personal conflicts that
may prevent their attendance at all the meetings. It is imperative that you notify your staff
liaison as soon as you are aware of the conflict.
2) Representation of the City of Atlantic Beach. You represent the city in very important
ways. Memberships on one of the city's boards or committees often requires that you forego a
certain amount of freedom of personal expression on matters that may be brought before your
board or committee. Any expression of individual preferences or philosophies in letters to the
editor or in any other public forum before an item is heard can create the appearance of having
your mind made up on an issue.
3) Legal Liability for the City of Atlantic Beach. You can inadvertently create a legal liability
for your board and the city by expressing your opinions on an issue before it is considered and a
final vote is taken at a public meeting. In some cases comments made in a public forum can be
judged as prejudicial and may cause a decision to be overturned.
After your board or committee has met on an issue, the best way to express your vote or
recommendation is through the official minutes. That way, anyone who is interested can read
the minutes and get the facts. If there are any questions about a recommendation made by a
board or committee, then the Mayor or Commission may request the chairman to make a
presentation at an upcoming city commission meeting.
The issues that you consider as a board or committee member for the City of Atlantic Beach are
important and contribute to our quality of life. The City greatly appreciates your service.
