AGENDA ITEM: Status Report -Sidewalk Status Report

BACKGROUND: Staff was requested by the Commission to provide a status of
funds available for potential construction of proposed sidewalk
extensions on Royal Palms Drive and Sailfish Drive.
There are two accounts to draw on for this proposal:

Current Year: The Commission previously approved construction
of new sidewalks on Sandpiper Lane, West 3`~ Street, and Main
Street (West 9th Street to Levy Road).

Staff expects the West 3`d Street Invitation to Bid to be advertised
Sunday, July 31St. The Main Street sidewalk has been deferred to
study constructing a Bicycle Path instead.
~At Commission direction, remaining New Sidewalks Funds (after
West 3`~ Street) are to be reallocated to constructing a Bicycle Path
• on West Plaza Road.
FY 2006: The top three new sidewalk projects (after Main Street)
based on Staff prioritization of proposed locations are Francis Road
(Jackson Rd to Simmons Rd) - 58 points, Sailfish Drive (1/2 block
south of Cavalla Rd to Atlantic Blvd) - 55 points, and Royal Palms
Drive (Cavalla Rd to Atlantic Blvd) - 55 points.

Staff Concerns: Cost increases for construction; driven strongly by
increase in the cost of concrete, have the potential for exceeding
the authorized budget for planned improvements. For example, the
unit price for concrete for the Phase 1 Plaza Road Ped Path was
$26/Square Yard (SY) (July 2004). The most recent project bid by
Public Works had a unit price of $50/SY (June 2005).
RECOMMENDATION: Because of concerns for cost increases, Staff recommends
not authorizing any additional sidewalk projects until the West 3~d
Street project has been bid and contracted. It is possible to begin
in-house design of the proposed sidewalk projects, to allow for
detailed cost estimates and for construction in the next fiscal year.
BUDGET: Current Year: $51,884 remains in the 001-5002-541-6300
Account (PW Streets, Improvements Other Than Buildings
Account) for new sidewalks. $32,669 remains in the 130-5002-541-
6300 Account (Gas Tax, Improvements Other Than Buildings
Account) for sidewalk replacement.
FY 2006: $90,800 for the three new sidewalks is included on the
optional project list for Commission input during the budget review.
$50,000 is requested in the Gas Tax Fund for sidewalk
replacement.
