Exh 8AAGENDA ITEM #8A AUGUST 22, 2005 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Construction Services for the 5 Points Intersection Improvements SUBMITTED BY: Rick Carper, P.E., Public Works Director DATE: August 22, 2005 BACKGROUND: Bids were opened for the 5 Points Intersection Improvement Project (PW0502) on Wednesday, August 17, 2005. There were three bids. The bid included Intersection Improvements (hardscape, safety items, groundwork for lighting upgrades and major landscape features), and five additive alternates (see table). The bid was structured to be awarded to the lowest base bid. Callaway Contracting was the low bidder with a base bid of $269,049.25. At the November 8th Commission Meeting, approval was given to proceed with the 5 Points Intersection Improvement Project as a single phase, at an estimated cost of $243,000. Approval was given to transfer $250,000 from the Mayport Road Project to fund these improvements. This cost estimate included acquisition of the corner clip at Seminole Road and Sherry Drive, but did not include decorative street lighting or decorative crosswalks at Howell Park entrances. As evidenced by many recent news stories on Better Jacksonville Plan cost over runs, construction costs throughout the county are rising at an increasing rate. In addition, there is $33,500 remaining in the FY 2005 Streets (001-5002-541-6300) account for this project. AGENDA ITEM #8A AUGUST 22, 2005 The Plaza Road Bike Path is separately funded as a portion of Projects PW0404/PW0503. There is $58,666 in 131-5002-541-6300 (112 Cent Sales Tax) and $72,850 in 001-5002-541-6300 (PW Streets) for Bike Paths, with the Seminole Road Bike Path still to be bid (bid opening August 24tH) RECOMMENDATION: Staff recommends awarding a contract for construction of the 5 Points Intersection Improvements to Callaway Contracting Company in an amount not~to exceed $269,042.50 (leaving $14,457.50 as a contingency), and authorizing the City Manager to execute the agreement for construction services on the City's behalf. For the Additive Alternate items, Staff proposes to wait until the project end to decide whether to award Alternate 4, Installation of Annuals, and to seek additional funding in the FY 2006 budget where necessary and to rebid the remaining items separately, with construction 1 installation to occur later on a not to interfere basis with the 5 Points Improvements construction.
