AGENDA ITEM: Vegetation for Restored Dunes

BACKGROUND: The recently completed beach renourishment included, as a locally
funded item, restoration of approximately 4000 linear feet of sand dunes
at the top of the beach. This dune restoration was funded by the City of
Jacksonville with matching funds from FDEP.
The original FDEP permit for this work did not include vegetation of the
dune. Informal liaison with FDEP by Olsen & Associates, the City's Beach
consultant, has indicated a willingness to modify the permit and allow use
of remaining FDEP matching funds to partially reimburse the city for this
effort. The City of Jacksonville Public Works Department has said that,
although it will take separate City Council authorization, once the permit is
modified, there should be no issue with this reimbursement. In order to
ensure this dune is not blown away or trampled down, Kevin Bodge of
Olsen & Associates has recommended that sea oats be planted on the
new dune as soon as possible.
The projected cost for this re-vegetation effort is $24,000, based on an
estimated cost of $1 per plant, and a recommended density of six sea
oats plants per foot.
RECOMMENDATION: Staff recommends the Commission authorize the City Manager to
contract for sea oat planting to ensure long-term stability of the restored
dunes.

BUDGET: This request is not in the budget. Funds are available in the City's
General Government account and would have to be allocated as part of
the end of year Budget Resolution
