AGENDA ITEM: Proposed Rejection of Bids for Seminole Road Multipurpose Lane (Bid
No. 0405-24)

BACKGROUND: The bid opening for the Seminole Road Multipurpose Lane Project
occurred on August 24th, 2005. Two bids were received out of three pre-qualified
bidders. Because of increases in construction prices, the Seminole Road project.
had been broken into two phases, (Phase 1 -Garden Lane to Oceanwalk Drive,
and Phase 2 - Oceanwalk Drive to OceanForest Drive) in hopes of building at
least one portion this year. The totals for Phase 1 and Phase 2 for both bids
were substantially over the budgeted amount. The low bid received would have
. allowed allow construction of either Phase 1 or Phase 2 of this project, but that
Contractor requested that the bid be withdrawn.
Current year bike path funding (total remaining - $131,452.74) was
intended to fund both the Seminole Road Bike Path and Plaza Road Bike Path
(Ph 2 - Norhtside Drive to 5 Points). The low bid prices for Seminole were
$118,235.75 (Ph 1) and $100,133.50 (Ph 2). The bid price by the awardee
(Callaway Contracting) for Plaza Road Ph 2, as an Additive Alternate for the 5
Points Intersection Improvement Project, was $77,000 (included $25,000
allowance for bridge).
As a metric for comparing recent construction price increases, the unit
price per square yard paid for concrete for Plaza Drive was $26. The average
unit price for all bikepath and sidewalk projects bid this month was $42.44, a 63%
increase in unit price. The cost for mobilization on a linear foot of project basis
went from 1 % of bid price for the Plaza Drive Ph 1 path to 7% and 12% of laid for
Seminole.
BUDGET: This project is funded from the Half Cent Sales Tax Account 131-5002-
541-6300 (PW0404) -current balance $58,602.74, and Streets Account 001-
5002-541-6300 (PW0505), current balance $72,850.00.
RECOMMENDATION: Staff recommends rejecting all bids for this project. Because of the
significant quantity of concrete work (including Seminole Road Bike Path, Plaza
Road Bike Path (Ph 2), West Plaza Bike Path, West 3`~ Street Sidewalk) ready for
construction and the quantity planned for construction in the upcoming budget
year, Staff is evaluating other alternatives for accomplishing these projects at
lower costs.
