Replace Emergency Generators at Lift Station B (425 11 `" St.) and

BACKGROUND: Currently the City has budgeted $130,000 to replace the emergency
generators at Lift Station B (425 11`" St.) and Water Plant #3 (902 Assisi Lane).
The generator at Lift Station B has been having numerous malfunctions and replacement/repair
parts are difficult to obtain. This is a large, critical lift station that handles alI of the flow east of
Seminole Road plus the Selva Lakes and Selva Linkside subdivisions, so it is imperative to have
backup power.
The generator at Water Plant #3 is the original genset, and in addition to age-related problems
has become too small to handle additional loads brought on by upgraded pump and well motors.
Also, staff recommends having generator power to the office and maintenance shop at 902 Assisi
Lane, as this is used as the main operations center for the Utiltiy Department during tropical
storms and other emergencies. Because there are two separate incoming electrical transformers
(one for the office/maintenance building and one for the treatment plant) two separate gensets
will be needed at 902 Assisi Lane.
JEA has a contract with Ring Power for purchasing, replacing and maintaining auxiliary
generators, and the City of Atlantic Beach has the opportunity to replace these units under JEA's
contract. (Per City Code Sec.2-336 (6) bids are not needed when goods or services are procured
• from other governmental agencies or their contracts). The total cost for Ring Power to provide a
turnkey replacement of the unit at Lift Station B, which includes mechanical installation, start-
up, testing and instruction is $21,507. The cost for the replacement of the generator for Water
• Plant #3 is $40,822 and for the genset at the office/maintenance building at 902 Assisi $25,032.
The City purchased replacement gensets under JEA's contract with Ring Power in the past at Lift
' Stations C (69 Donner Rd.), F (858 Cavalla Rd.) and D (1799 Selva Marina Drive). Ring Power
did an excellent job and the projects went very smoothly.
' ' Prior to doing those projects, City staff contacted Mr. James T. Maedel, JEA Fleet Maintenance
Manager, to inquire about their replacement schedule for auxiliary generators, and their
satisfaction with the Ring Power contract. JEA has over 200 auxiliary generators, which they
replace as determined by the size, type and condition of the existing units. JEA has been very
pleased with both the pricing and performance per their contract with Ring Power.

To complete the associated electrical work, staff consulted with the City's annual contractor for
electrical troubleshooting, repair and installation, Brooks Limbaugh Electric Co., Inc. The
electrical work can be done using this contractor's bid hourly rates in an amount not to exceed
$1,000 ($5000 per location).
BUDGET: The total cost for the work at Water Plant #3 (902 Assisi Lane) including
electrical work will be $70,854. A total of $80,000 is budgeted in the Water Fund under account
number 400-5502-533-6400.
The total cost for the genset replacement at Lift Station B (425 11 `h Street) including electrical
work will be $26,507. A total of $50,000 is budgeted in the Sewer Fund under account number
410-5506-535-6300.
RECOMMENDATION: AcEept Ring Power's proposal to provide and install the two
generators at Water Plant #3 and the generator at Lift Station B in the total amount of $87,361
using the pricing per JEA's contract. Authorize Brooks Limbaugh Electric Co., Inc., the City's
' ' existing annual contractor for Electrical Troubleshooting, Repair and Installation to perform the
electrical installation at their bid hourly rates in an amount not to exceed $10,000.
