AGENDA ITEM: 5 Points Intersection -Clock, Irrigation & Lighting

BACKGROUND: At the August 22~d Commission Meeting, a contract for the 5 Points
Intersection Improvement Project (PW0502) was awarded to Callaway Contracting, Inc.
with a base bid of $269,049.25. The contract was for intersection improvements
(hardscape, safety items, groundwork for lighting upgrades and major landscape
features). The bid included five additive alternates that were not awarded because of
budgetary constraints.
Add. Alt 1: Plaza Road Bike Path (Ph. 2) and Bridge
Add. Alt 2: Decorative Crosswalks (Three walks at Howell Park Entrances)
Add. Alt 3: Decorative Street Lighting
Add. Alt 4: Installation of Annuals
Add. Alt 5: Irrigation
Funds for Additive Alternates 3 & 5 have been included in the FY 2006 '/z Cent Sales
Tax (131-5002-541-6300) account. Staff recommends approval of a change order to
the contract with Callaway Contracting, Inc. in the amount of $11,580 for installation of
Additive Alternate 5 -Irrigation, during construction of the improvements already
awarded.. Although a lower~price quote was obtained from another contractor
(American Well & Irrigation - $9,650), Staff believes the efficiency of having .the same
contractor already installing the major. landscaping (trees 8~ shrubs) being responsible
for all improvements including irrigation, is advantageous to the City.
Staff has researched costs for the City to acquire the materials required for the
decorative street lighting and, if necessary, to have the installation completed by the
City's Electrical Contractor. If JEA standard poles and fixtures are chosen, the cost to

JEA will maintain these fixtures in the future, rather than City Forces if commercial poles
and fixtures are selected. However, JEA does not offer a decorative fixture that limits
the amount of light transmitted upward (no "Dark Skies' fixtures). Attachment 1
compares the JEA product with two commercial products. The 5 Points Intersection
Improvement plans specified the HADCO pole and fixture.

Additionally, funds were approved to install a clock on the Sherry Drive / Seminole Road
Island. Based on Staff research, there appears to be little difference between the clocks
available from the different manufacturers listed in Attachment 2. All clocks included
are within the $10,000 budget approved by the Commission, with the Fancy Street Light
"Classic" and Special Lite "Richmond" both available for about $5500.
BUDGET: The FY 2006 %z Cent Sales Tax (131-5002-541-6300) account includes
$77,600 for decorative lighting, irrigation and clock for the 5 Points Intersection
Improvements.
RECOMENDATION: Staff recommends the Commission authorize the City Manager to
sign a change order to the contract with Callaway Contracting, Inc., for installation of the
irrigation system as originally bid. Additionally, Staff requests Commission direction
with respect to purchase of decorative lighting and clock for the 5 Points Intersection
Improvements.
