Exh 8BAGI:IVDA ITIrNI #3B OCTOBIJR 24, 2005 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Resurfacing Program for FY 2006 SUBMITTED BY: Rick Carper, P.E., Public Works Director DATE: October 22, 2005 BACKGROUND: For the past 5 years, the City has used a computer based Pavement Management program (Cartegraph) to evaluate and grade the City's paved streets for the purpose of planning and ranking resurfacing projects. Every paved street in the City is driven and graded annually by the Public Works Director accompanied by the Streets and Maintenance Division Director. The grades (Overall Condition Index - OCI) resulting from this evaluation are used to prioritize streets for inclusion in the annual resurfacing program. Resurfacing funds for the past two years were allocated to the Core City Project, so that FY 2006 will see the first resurfacing efforts in other parts of the City since 2003. In order to ensure the best 'bang for the buck', Eisman & Russo Consulting Engineers, one of Public Works Department's General Engineering Consultants, was tasked with reviewing fourteen selected streets with OCI grades low enough to be considered for resurfacing. They were asked to evaluate the actual street condition and recommend the most cost effective method of pavement repair. The cost estimate for resurfacing all streets analyzed was $205,242, with a current budget of $190,000. Staff proposes to include all streets in the Request for Bids, with Bidders required to list prices for each street individually. Staff will then limit the contract price for resurfacing to $170,000 by selecting the highest priority streets first, and holding the remaining $20,000 as contingency. Staff expects to advertise the Resurfacing Project the first week of November. A listing of the streets evaluated, along with the FY 2005 computed Overall Condition Index (OCI) is included as Attacl-~mant 1. In a further attempt to maximize the impact of City resurfacing dollars, the City Hall /Russell Park parking lot leveling and resurfacing project will be included as aline item in the FY 2006 Resurfacing Invitation to Bid. BUDGET: Both projects are funded from the FY 2006 Gas Tax Account (130-5002-541- 3400), with $190,000 budgeted for Street Resurfacing and $84,000 budgeted for resurfacing of the City Hall /Russell Park parking lot.
