The Department of Homeland Security awarded funding to the State Office of Domestic
Preparedness to support and implement the State's Homeland Security Strategy. The
Atlantic Beach Police Department (Sgt. Dale Hatfield, Sgt. Vic Gualillo, and Chief David
Thompson) participated in some of the meetings, and submitted a list of items needed by
the Special Weapons and Tactics Team (SWAT) to respond to various threats that might
occur. This was done in conjunction with many northeast Florida law enforcement
agencies that were seeking funding for similar programs and needs.
On August 1, 2005, the Atlantic Beach Police Department received a letter that $20,000
had been approved for equipment for SWAT. In August, the City Commission approved
the application for this funding. The equipment includes tactical vests, ballistic helmets,
.. communications headsets, a ballistic rifle shield, and one set of night vision goggles for
tactical team members.
On October 31, 2005, the City of Atlantic Beach received a letter from the Florida
Department of Law Enforcement awarding $20,000 based on the grant application.
T.o formally accept this funding, the Mayor will need to sign the "Certification of
Acceptance of Subgrant Award." (See Attachment)
BUDGET: This will provide $20,000 for purchasing specific equipment for Atlantic
Beach SWAT. There is no matching money required for this grant.
- - RECOMMENDATIONS: To authorize the Mayor to sign the "Certification of
Acceptance of Subgrant Award" and subsequent paperwork associated with this grant.

The Florida Department of Law Enforcement is pleased to award a State Homeland
Security grant in the amount of $ 20,000.00 to your unit of government. These funds

. , title is enclosed for your file. All correspondence with the Department should always
refer to the project number and title.
Your attention is directed to the Standard Conditions of the subgrant. These conditions
should be reviewed carefully by those persons responsible for project administration to
avoid delays in project completion and costs reimbursements.
The enclosed Certification of Acceptance should be completed and returned to the
Department within 30 calendar days from the date of award. This certificate constitutes
official acceptance of the award and must be received by the Department prior to the
reimbursement of any project expenditures.
