BACKGROUND:
The Florida Department of Law Enforcement has allocated $6,536 of grant funding from the
Edward Byrne Memorial Justice Assistance Grant program for the Atlantic Beach Police
Department in 2005-06. The procurement of law enforcement equipment is one of the purpose
areas approved by the federal government.
Recent developments relative to prosecuting drug and prostitution cases has resulted in an
" additional need for equipment. Specifically, the State Attorney's Office has become increasingly
dependent on having video recorded evidence for drug and prostitution cases. Because of the
availability of recording technology, attorneys and juries have created an expectation that video
recordings will accompany each case. At the present time, the State Attorney's Office will not
even prosecute many cases without a video recording of the transaction.
The present recording equipment utilized by the Crime Suppression Unit is large and
cumbersome by current standards. It is not self contained, and as a result, it requires additional
manpower for monitoring. The recording is done be wireless data transmission, which has its
own limitations.
Police Departments in the North East Florida area have typically stepped up to compact digital
recording equipment that collects the necessary information. It is easy to conceal, and it operates
in low light conditions. It also has protections built into the system to verify that no one has
tampered with the data.
The price for each a recorder is approximately $7,200.
The Grant is for $6,536.
BUDGET: The balance of $664 can be absorbed in the police department operating budget.
RECOMMENDATIONS: To authorize the Director of Public Safety to apply for the Edward
Byrne Memorial Justice Assistance Grant in the amount of $6,536.00 online, and to authorize the
Mayor to sign the subsequent paperwork for the grant and the grant administration.

The State of Florida has received an award in the amount of $832,303 for State Fiscal
Year 2005-2006 from the U. S. Department of Justice, Edward Byrne Memorial Justice
Assistance Grant (JAG) Program. The Florida Department of Law Enforcement
(FDLE), Office of Criminal Justice Grants is the State Administrative Agency for these
grant funds which are distributed to units of local government based on locally
reported Part 1 crime statistics. The FDLE has allocated $6,536 from this award for
use by your agency, in accordance with the provisions of the Omnibus Appropriations
Act of 1996 (Public Law 104-134).
This award is disbursed initially in one lump sum and contingent upon availability of
federal funds. Instructions and a list of federal purpose areas along with state purpose
areas can be found at http://www.fdle.state.fl.us/grants/jagd/instructionsSFY2006.doc.
Allocations must be used for one of the six federal purpose areas listed at the above
website. As a condition of receiving this award, the subgrant must continue to report
to the Florida Department of Law Enforcement's Uniform Crime Report.
Recipients must apply on-line using FDLE's grant management system, subgrant
Information Management On-Line (SIMON). Simon can be accessed at
http://simon.fdle.state.fl.us. The Project Start and End Dates in the on-line application
should reflect the period February 1, 2006 through July 31, 2006.

is December 1, 2005 at 5:00 p.m. at which time the announcement code will be

application and required certifications and submit two hard copies (with original
