A consensus was reached for the Mayor and Commissioners to submit their proposed changes to City Manager so that they could be considered at the " next meeting. Comments were received from each and are included in the attached resolution. " For each addition or deletion proposed in the attached resolution, the name of the elected official proposing the change follows that item in parenthesis. There are some items where conflicting opinions exist. However, most of the changes proposed do not appear to be controversial. BUDGET: There are no budget implications related to this agenda item. ' ~ RECOMMENDATION: The City Commission should go through this document item by item to make a determination about which will be included in the final document for adoption. OS-04 RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA CREATING A BOARD MEMBER REVIEW COMMITTEE, PROVIDING FOR PURPOSE, MEMBERSHIP AND RESPONSIBILITIES OF SAID COMMITTEE, AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Boards and Committees established by the Mayor and Commission of the City of Atlantic Beach provide many valuable services to the community by enlisting citizen volunteers to provide input and consideration upon several important issues that affect the daily lives of citizens in the community, and WHEREAS, it is vitally important that the Mayor and Commission appoint members that are the most qualified, fair minded, bright and energetic, to enable the city's Boards and Committees to function in the most positive and effective way for the community, and WHEREAS, the City Commission deems it to be in the best interests of the citizens of Atlantic Beach to create a standing committee to review applications and make recommendations for the appointment and reappointment of members to the city's Boards and Committees. NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as follows; SECTION 1. Creation: There is hereby created and established the BOARD MEMBER REVIEW COMMITTEE. SECTION 2. Purpose: The parpcse of the Board Member Review Committee is to encourage citizens to apply to serve on the city's boards and committees including requesting applicants to consider other boards or committees than those that the ori~inallYapplied for Waters , to review and consider available applications when vacancies occur, to consider the-re- recommendin~ existin€~ board and committee members (Borno) to an s~et~~l additional (Bussey~term and to make recommendations to the Mayor a~ Ce~ien- Wolfson as to which applicants to appoint to fill those vacancies. SECTION 3. Membership: There will be a total of €eti~five (45) (Wolfson) members on this Committee. The first member will be °~*',°~ *',° "''^•~^r ^~ (Fletcher, Waters) one of the sitting City Commissioners, who shall serve as chairman of the Committee and serve atwo-Year term and be eligible for a second two-year term. (Simmons). Each two-year term for the Commissioner shall begin on December 151 after each City of Atlantic Beach election. The third member shall be a citizen of Atlantic Beach and appointed by,the Mayor (Wolfson) [alternative• strike "Manor" and insert "commission"• Fletcher] The citizen member shall have a background or experience in committee work or human resources (Waters) The citizen appointment shall also serve a rivo- ~ar term and be eligible to serve a second two-year term. The €eu~tl~fourth member will be the chairman of the board or committee for which vacancy or re-appointment is currently being considered and shall serve only for those meetings where membership on their board of committee is being considered. The term of office for the elected official serving on this committee will be fora period of twe one years Wolfson .That elected official will be eligible for reappointment to a second t~eone (Wolfson)-year terminote this one-year term conflicts with two-year term recommended by Commissioner Simmons abovel. The fourth member will serve only for those meetings where membership on their board or committee is being considered. The fifth member shall be the Cit~Clerk who shall serve as a non-voting member and perform all necessary administrative duties (Wolfson). SECTION 4. Duties and Responsibilities (a) Review available applications for vacancies on city boards and committees and interview applicants as the Committee determines necessary to make informed recommendations. (b) Receive input on the needs of the boards and committees that have vacancies for consideration as to the.geographical, professional and philosophical balances needed so that each of those boards and committees can successfully accomplish their intended purposes established by the Mayor and Commission. (c) When a reappointment is being considered, solicit and receive input from the Chairmen, members or the staff liaison of the board or committee where the vacancy has occurred, or others on tree appointee's past record of service including, but not limited to, attendance, preparation and overall contribution to the board or committee. (d) Make recommendations} to the Mayor Wolfson, Simmons)on appointments or reappointments to the city's boards and committees as set forth in the Charter of the City of Atlantic Beach (Wolfson). SECTION 5. Meetings and Notice: The meetings of this Board Member Review Committee shall be set at regular times and will be open to the public as well as to the other city elected officials although non-members of the Board Member Review Committee shall only observe and not be active participants in the meeting (Borno). aA notice of meetings shall be provided in accordance with state law.
