" BACKGROUND: The Fiscal Year 2005 City Budget contained funds for the construction of
the Plaza Drive Phase 2, (Parkside Drive to Seminole Road) and
Seminole Road (Garden Lane to Oceanforest Drive N.) Ped Paths. These
funds were not rolled over to the new Fiscal year because it was intended
that they would be encumbered when the FY 06 budget was submitted.
The Plaza Drive project was bid as an Additive Alternate to the 5 Points
Intersection Improvements and was not awarded because of excessive
cost. The Seminole Road project was bid separately, and because of
rising construction cost estimates, the project was split into two phases
(Garden Lane to Oceanwalk Drive S. and Oceanwalk Drive S. to Ocean
Forest Drive N.), in hopes of having sufficient funds for at least one phase.
The project was not awarded because all bids exceeded the available
` " budget. Because the funds for both projects were not encumbered or
rolled over, the money was returned to the General Fund and 112 Cent
Sales Tax Fund as shown below.

Staff is proposing to re-obligate a portion of these funds for construction of
` Plaza Drive Phase 2, (Parkside Drive to Seminole Road), including
directly contracting for the bridge -estimated cost $30,000, and Seminole
Road Phase 1 {Garden Lane to Oceanwalk Drive S.) -estimated cost
$62,000, using the City's Annual Concrete Repair Contractor (Gruhn
May). The total cost of these two projects is estimated to be $92,000 (see
attached spreadsheet).
RECOMMENDATION: Approve a budget modification to transfer $58,000 from the %Z
Cent Sales Tax Fund and $4,000 from the General Fund to PW0404 -
Seminole Road Ped Path to allow for completion of Phase 1 (Garden
Lane to Oceanwalk Drive S.), and to also approve the transfer of $30,000
from the General Fund for Projects PW0504 -Plaza Drive Phase 2 Ped
Path. As an Additive Alternate to the Seminole Road project, the
. Commission may wish to fund Phase 2 (Oceanwalk Drive S. and
Oceanforest Drive N). This would require approximately $60,000
` ~ additional from the General Fund.

BUDGET: There are no funds budgeted in FY 2006 for these projects.
