' kGENDA ITEM: Decorative Lighting for the 5 Points Intersection

BACKGROUND: At the August 22"d Commission meeting, the contract for construction of
' ' the 5 Points Intersection Improvement Project (PW0502) was awarded to Callaway
. Contracting Company..The contract included Intersection Improvements (hardscape,
safety items, groundwork for lighting upgrades and major landscape features) only, with
funding for selected Additive Alternates to come in the new fiscal year budget.
' Based on Staff recommendations, at the October 24th Commission meeting, the
. Commission approved using JEA to install and maintain the decorative street lighting
system with the alternate Dark Sky fixtures. JEA has subsequently stated that they will
not accept responsibility for installing or maintaining the lighting because the fixtures are
not JEA standard (Dark Sky feature and 100W bulbs vs. 150W standard) and because
the lights must be separately metered, due to installation of electrical outlets in the circuit.
Because of JEA's position and proposed cost to provide just the poles, Staff elected to
research buying poles and fixtures directly from a vendor rather than through JEA. Using
this route, and using the City's contract electrician, the cost for lighting installation will be
' " approximately $32,500. Although substantially more than the $20,000 estimated if JEA
were to provide, install and maintain the standard fixtures, this cost is still less than that
for the other lighting manufacturers previously briefed to the Commission (see Cost
• Analysis spreadsheet). This also provides the shielded fixtures and the lower wattage
bulbs desired by the Commission. For comparison, Callaway's bid for Additive Alternate
` ' 3: Decorative Street Lighting was $56,300.00.
As a option, by dealing directly through a vendor, rather than JEA, for an additional
• $526.30, the city may specify_16-foot poles (JEA standard is 14-foot) as called for in the
original lighting design. The 16-foot poles would provide more uniform lighting levels
' " throughout the intersection.
• BUDGET: The Commission included $58,000 in the FY 2006'/2 Cent Sales Tax (131-5002-
541-6300) account for decorative street lighting as part of the 5 Points Intersection
' Improvements.
RECOMMENDATION: Staff recommends the City Commission authorize direct city acquisition
of materials and installation of decorative lighting by the City Annual Electrical
Contractor.
